13:19Board bill 60 is a companion uh piece of legislation to board bills 52 and 53, uh, which we discussed at our meetings, our past two meetings, I believe, actually, uh, which are appropriations over to Metro.
13:35Um, they're not related to the Green Line, they're related to their annual appropriations for operations, um, and would ask for our colleagues' favorable consideration.

13:51Madam President, members of the board, I will continue to vote against all by state appropriations, green line or whatever, because this is another one of the long-term lies that was made to North St.
14:04Louis, and then we just go on about our business as though it was not a lie, a bold-faced lie about funding Metrolink in North St.
14:12Louis, and people take that for granted so much so that uh during um uh COVID uh we had the former mayor um have a event at Forest Park Community College, and when the people in North St.
14:27Louis complained about how far it was, one of her staff members says, Well, just get on Metrolink and ride over.
14:33And the lady came and said, Excuse me, we don't have Metrolink in North St.
14:37Louis, so things that people take for granted, um, we don't have.
14:42And in this case, it was a lie, and on top of that, that would have been bad enough.
14:46It was a lie that they were gonna fund it next, but that uh by state then um and the city spent um 70 to 100 million dollars on a failed what should have been a little trolley bus is just the total disregard for a whole part of the city that uh was all in in the beginning of Metro League.
15:07Uh, actually did more to help Metro League by having to go through long-term hearings about digging up graves of black people up near the airport and move them, which was very contentious, and all of that to get here 35 years later, and not one track has been laid in North St.
15:26Louis, and not only that, but the current by state uh CEO president trying to call me to imply that that was never a line uh that was supposed to go from um so all the way down to natural bridge, all the way down natural bridge to downtown.
15:44Unfortunately for him, since I was there and he wasn't.
15:47I actually have all the stuff that we have, and many of the people who were on the board at that time know that that's what we agreed to, and South St.
15:55Louis had their own line, and they were supposed to meet downtown, and for us not to have even a single track is ridiculous.
16:02So I will be continuing and protest against anything that by state is seeking for funds.
16:09Um, and especially as they now uh members of this board push this big bus theory as though that takes the place of the Metrolink that was promised for North St.
16:20You will continue to uh disregard us if we don't have any voice that says this is not right, this is not right.
16:26Um, and I'm of course requesting a roll call so that I may vote no in protest, not because it's gonna stop anything, because I want to have that conversation each and every single time that when you lie and you have ongoing lies for 10, 20, 30 years, and you do nothing to make it happen, but you feel comfortable in spending 70 to 100 million dollars on a boondoggle.
16:47That means you don't care about one part of the city.

25:10I just want to thank my colleagues for allowing me to suspend the rules to introduce this resolution uh in honor of Mother Leola Atkinson, who was an anchor in the West End in the former 26th and now 10th ward.
25:25Uh if in our culture, you know, some mothers just have a special touch about them, but there's another title that we have in our culture that is very enduring.
25:36She was the candy lady.
25:37And so when you have a candy lady in your community, you touch an immeasurable amount of families, generations, people from close that can walk to you afar if they visit in.
25:49And she was just a soul that will truly be missed um in the West.
25:54And I'm praying for her children, her children, grandchildren, great grandchildren, her church family.
26:00And I would um again ask for us to just hold a moment of silence for Mama Lottie, Mother Leola Akison.
26:08We could please stand and bow our heads for a moment of silence.
26:17I also want to mention up in the galley in the blue shirt for my colleagues that may not have met met her yet.

26:27She's very engaging.
