A board bill recommended by the Board of S apportionment authorizing the mayor to submit the 2026 annual action plan to the United States Department of Urban and Housing and Urban Development, authorizing and directing the mayor and the commandroller to enter into an execute agreements with HUD for the recipient of 2026 Community Development Block Grants, 2026 Home Investment Partnership, 2026 Emergency Solution Grant, and 2026 Housing Opportunities for Persons with AIDS funds appropriating C D C D B Gome S ESG and HOWPA grant funds authorizing the director of the community development administration, Department of Human Services, and Department of Health to make negotiate and execute contracts as may be necessary to expand funds and containing severality and emergency clauses.

I'm joined by our director of compliance, Rashonda Alexander, uh, and uh my executive assistant who keeps me sane, Kevin Ellison.

Um as Alder Woman Clark Hubbard uh noted, this is an annual appropriation.

So uh you all have seen and are familiar uh, I think with the process, so we'll keep this presentation uh by popular request short and sweet with plenty of room uh for questions.

But just as a roadmap, we'll start with an overview of uh CDA's work and in particular CDBG formula funds before diving into the 2026 annual action plan.

Um as you all know, CDA serves as a clearinghouse for a variety of federal, state, and local funds.

We support affordable housing, social services, and much more.

CDA was founded in 1974 out of the consolidation of a variety of city development agencies to administer HUD dollars.

1974 is when the community development block grant was first created.

And in fact, if the funding had been indexed to inflation back in the 1970s, the city, instead of receiving about $18 million a year in CDBG funds, would receive closer to $90 million a year.

And so it just speaks to the importance of maintaining these funds.
