The Housing, Urban Development, and Zoning Committee met on November 4, 2025, to review and vote on two board bills regarding affordable housing and redevelopment. The committee approved the minutes from October 28, 2025, unanimously. The meeting featured presentations from the St. Louis Development Corporation (SLDC) and project sponsors regarding the Fox Grove mixed-use affordable housing project and a private home recovery project in the Sherman Park neighborhood. The committee expressed strong support for both initiatives, addressing concerns about communication with the St. Louis Public Schools and clarifying tax abatement eligibility post-tornado. The meeting concluded with announcements regarding rescheduled presentations on ARPA funds and the Real Estate Tax Assistance Program.

Public Comments & Testimony
- Parent Action Council (via written comment): Expressed concerns regarding the communication process with St. Louis Public Schools regarding Board Bill 58. While they are generally supportive of affordable housing projects like the one proposed, they emphasized a need for a better process of communication and noted that scheduled meetings with the developer were canceled or rescheduled without formalizing a connection.
- Written Testimony: One written testimony was submitted and made available via Google Drive (specific content not detailed in transcript).
- No oral public testimony was received during the public comment section for the board bills.
Discussion Items
-
Board Bill 58 (Fox Grove Management/Litech Housing):
- Project Description: A proposal for 71 affordable apartments in the Fox Park, Glen Park West, and Tower Grove East neighborhoods, totaling $14.2 million. The units consist of 3 one-bedroom, 52 two-bedroom, and 16 three-bedroom units, with an AMI maximum. The project requires 15 years of tax abandonment (10 years at 100% followed by 5 years at 50%).
- Position of Stakeholders:
- Vice Chair Saye: Expressed support for the project, noting the community benefits scorecard score of 65 (exceeding the tier 3 requirement of 50 points) in areas of affordable housing, transit, and infrastructure.
- Zach Wilson (SLDC): Stated the project qualifies for Litech and supports 15 years of tax abandonment, noting it brings affordability to areas with high rent and sale price increases.
- Alderman Browning: Expressed full support, arguing that even at the third-tier tax abatement level, the city generates more revenue from the project than if it did not proceed.
- Alderman Cohn: Expressed satisfaction with the notification process regarding the St. Louis Public Schools, clarifying that while emails were sent on May 28th, formal meetings did not materialize due to school district scheduling issues, but that the legal notification requirement was met.
- Alderman Keys: Expressed no questions, indicating support.
- Alderman Aldrick: Expressed support and requested to be added as a co-sponsor.
- Deliberation: Committee members confirmed the SLDC fulfilled its obligation to notify the school district via email, even if formal meetings were not scheduled. The committee discussed the importance of maintaining balanced housing stock and supporting two-bedroom units below 50% AMI.
-
Board Bill 55 (Sherman Park Redevelopment):
- Project Description: A redevelopment plan for a single private residence at 5105 Cabney Avenue in the Sherman Park neighborhood, which suffered minimal damage during the May 16th tornado. The project is under $1 million, utilizing a 10-year tax abatement (75% of assessed value) for incremental improvements. No developer packet or community benefits scorecard is required under the threshold.
- Position of Stakeholders:
- Alderwoman Clark Hubbard: Expressed full support and gratitude for the tool, emphasizing its critical importance for residents in tornado-impacted areas recovering from the May 16th event. She noted the family was reached out to and is moving forward with rehab.
- Zach Wilson (SLDC): Clarified that the application was received before the tornado, but the rehab work is continuing post-disaster. Confirmed the project qualifies based on the 2018 adopted MVA map (Census track 1075) used for tax abatement eligibility.
- Alderman Aldrick: Expressed extreme happiness to see the family remain in the city and utilize city tools for recovery; stated strong support for exploring this mechanism further for other residents.
- Alderman Browning: Expressed hope that the home can be repaired and provided back in good condition, supporting the provision of housing.
- Alderman Cohn: Expressed no objections after clarifying that while the map was adopted in 2018, it is updated routinely.
- Deliberation: The committee discussed the eligibility criteria and confirmed the project met the threshold for a developer packet. Alderman Aldrick made a motion to "in-bank" (hold for future action) initially but subsequently moved to pass with a recommendation.

It will include three one bedroom units, 52 two-bedroom units, 16 three-bedroom units. AMI maximum. And the units will continue to be operated by FAC Fox Grove Management. So there's a lot of details I can get into on this project. It's been talked about in the works for quite some time, but you know, this is Litech housing that we are looking to support for a total of 71 affordable apartments that come out to a total cost of about 14.2 uh a million 14.2 million dollars in total cost. Um I'm happy to kind of go further in detail if the committee would like or to take any specific questions that the committee has. Um they have done the tie do clearance. There's a community benefits scorecard in front of you all, of which they scored a 65 on. Um and we know that for the tier three level of assessments, they need 50 points or more. Um, and for this specific project, they score pretty high in terms of um affordable housing, transit, access, geography, and um public infrastructure um improvements. Um, and so from there, I'm just happy to take any questions.
