1:01I move that we approve the minutes.
1:05That was the Alder Lady from Alder Woman from the 11th.
1:10Move to approve both sets of minutes.
1:12And that was seconded by the Alderman from the fifth.
1:36Alder Woman Son, yeah.
1:41Thank you, Madam Clerk.
1:42We've approved the minutes for both those days.
1:45We are going to go a little bit out of order on our agenda.
1:48We will not be hearing Board Bill 36 today.
1:51And we will actually be starting with discussion item number three.
1:54Then we will go to items number one and two.
1:58But discussion item number three is uh the mayoral appointments to the library board.
2:03Uh Sharon Shahid, Kathy Surratt states, and Greg Lee Glore or Glore, don't know how to pronounce that.
2:11Um to uh discuss these appointments is the Alder Lady from the 10th.
2:18So with that, if I will pass the uh virtual mic over to her.
2:24Thank you so much, madam chairwoman, members of the committee.
2:26Thank you for accommodating this special request today.
2:30And uh most importantly, thank you to Sharon Shaheed, Kathy Sarrat, uh Staith, and Mr.
2:36Gregory Glore uh for not only taking the time out today um to connect with us here at the Board of Arm Board for their commitment, um, this unique way that they are gonna serve the city of St.
2:47Louis as mayor's appointments to the St.
2:48Louis Public Library Board.
2:50So with that, they are here.
2:51Thank you for being here.
2:53And if we have any questions through the committee, I am just asking for your favorable consideration for them to be moved through the committee and back to the floor tomorrow at the mayor's appointments to the St.
3:05Louis Public Library Board.
3:08Thank you, Alder Lady.
3:10Do you want your guests to speak?
3:12Uh then I'll just uh if if they'd like to say a few words.
3:15I know we're trying to keep things moving, but they are here.
3:17Uh I'd love for them to be able to introduce themselves.
3:21They're here, and if they have, if you all have any questions for them, um again, there's the vetting process that absolutely goes forth before they even come to us, right?
3:28And then uh you're able to, we as alders are able to view their uh resumes, so we see all of that, we see the records of their service.
3:36So, but then being here, I didn't want to miss the opportunity for them to make the introduction and see if you have any questions for them before we move them back to the floor.
3:43Okay, thank you, Alder Lady.
3:45So why don't we go with um and Madam Clerk?
3:47Can we have uh Miss Shaheed first and then we'll go in the order that's on the agenda, then Miss Surrat States, and then Mr.
3:54Uh they can just introduce themselves and then after each one.
3:58Uh if anybody from the committee has any questions, I'll pop it back to you.
4:07Hello, my name is uh Sharon Shaheed, and I just moved back to St.
4:12Louis eight months ago, and am thrilled to be a nominee for uh the St.
4:22I wanted to be a librarian when I was a child, and uh actually the library was transformative for me.
4:29My library card was like my passport, which I used almost every other day.
4:35So I'm not gonna uh prolong things because I know we have a lot on our plates, but uh that's who I am.
4:41I am thrilled to be a nominee, and I look forward to working on the board.
4:50I'm just gonna go through and ask committee members in order to seniority if they have any questions.
5:00Uh thank you for your willingness to serve.
5:05Um, no questions, but welcome back home.
5:09Uh, and uh I'm I'm glad to helpfully have you on board uh in a place that I know you already love.

5:21Uh I have no questions, but Ms.
5:23Shaheed, thank you for for uh agreeing to serve.
5:27Your excitement is uh it's it's it's amazing.
5:33Thank you, Vice Chair.
5:34I don't have any questions for you, Ms.
5:36Shaheed, like my colleagues uh have said.
5:38Thank you for your willingness to serve.
5:40I was a frequenter of the library.
5:43Uh so uh books were often my passport to new places.
5:46So uh yes, very excited for your uh to have you serve and your enthusiasm.
5:51Um with that, I think what we're gonna do is we're gonna vote on the nominations all at once.
5:55So then we're going to pass the uh we'll have Miss Uh Surratt States up next, at least next on the the screen.
6:05My name is Kathy Surratt States.
6:07Um and I have lived in St.
6:09Louis since 1988 when I came here to go to graduate school.
6:13Uh certainly growing up in Tulsa.
6:16I like um Miss Shaheed uh went to the library on a regular basis.
6:20My mom let me uh check out a big stack of books when I was a little girl, and I took them home and read them all and certainly appreciate um uh the library.
6:30I currently sit on the St.
6:32Louis Library Foundation board.
6:34So I'm uh I am aware of the many uh services that the St.
6:38Louis City Library provides um to the citizens of St.
6:42Louis, and I'm very excited to continue uh to work with that so that those uh services continue uh to be available uh to the citizens of St.
6:54Thank you, Miss Surratt States.
6:56Um we appreciate your enthusiasm as well.
6:59I'm gonna do the same thing and just pop through the committee here to see if they have any questions for you.
7:03Starting with Alderman Narayan.
7:09Again, uh no questions, but uh also thank you for your willingness to uh to do this role.
7:20I don't have any questions, but uh glad to have you on board.
7:25Thank you, Alderwoman.
7:26Alder Vice Chair Devotee.

7:30Judge, it's been many, many years since uh I uh you and I spoke.
7:33It's good to see you again.
7:35Yeah, thank you very much for your service.
7:37Good to see you as well.
7:41I don't have any other questions.
7:42I too was the child with this stack of books bigger than my my face or my head uh going to the bookmobile.
7:48So um I don't have any questions, but thank you for your willingness to serve.
7:53Uh yeah, now I'm just trading bills for books, I guess maybe.
7:56Uh um, and we're gonna go with our last uh uh appointment nominee, uh Mr.
8:04I'm sorry if I'm mispronouncing your name.
8:06Yes, it's Glore, G-L-O-R-E, and thank you for this uh great invitation to uh join this board.
8:13Um I too grew up here in St.
8:15Louis, um, but moved back here about 12 years ago after I retired living in Kansas City.
8:21Um I have enjoyed uh being back is uh I have gone to the library, both the Shafley, the Carpenter, the Central Library for different classes from Excel to Google Docs, Google Sheets.
8:35Uh I'm always in the library with reading.
8:37Uh I currently serve on the Airport Arts Advisory Committee already uh from last year's appointment.
8:44Uh so I look forward to um being able to contribute to the continued success of the library.
8:52Well, thank you, sir, and thank you for being here.
8:54Uh, we're gonna go through this last third and final time.
8:57Uh Alderman Narayan, any questions?
9:01Again, uh, thank you for your willingness to serve and look forward to uh confirming all three of you tomorrow.
9:13Well, it sounds like we have a winning team.

9:35Um, and with that, I will pass the virtual mic over here back to the alder lady from the 10th.
9:43Thank you to our nominees.
9:44As you can see here, this is the powerhouse, right?
9:47The three people who could be doing a lot of other things, but they are here absolutely choosing um to give back and serve in their city this unique way.
9:56And I would be remiss if I didn't say, you know, what Ms.
10:00Shahi said about libraries being transformational.
10:02We know that the two libraries, the one in the 10th War Academy branch and the one in the uh, I think it's in the elevated 11th board, uh, Julia Davis, they have reopened now uh after the tornado, them intentionally putting the work in to do that.
10:17They could have left them closed, right?
10:18Because it was a lot of work.
10:19So we know that this work um is needed.
10:22We know that these safe spaces are needed.
10:24So again, thank you all for choosing to serve your beloved city uh this way.
10:29And with that again, I ask for your favorable consideration to move them back to the floor for appointments, the mayor's appointments to the St.
10:35Louis Public Library Board.
10:38Thank you, Alder Lady.
10:39So with that, I will entertain a motion to approve all three of the mayoral nominees to the library board.
10:47So moved that was one, two, three.
10:54The devotee take that and I'll I'll second it.
10:57Madam Clerk, that was that motion was made by the alderman from the fifth and seconded uh with love by the uh alderman from the elevated 11th.
11:06Uh previously that's how excited we are, right?
11:19Well, we just did previous roll, so that means all of we voted yes for all of you.
11:24Uh thank you again for to the uh I guess your nominees, uh future appointees for uh taking time out of your afternoon.
11:33Um what we'll do is that now these uh your nominations will move to the full board tomorrow, uh where they uh should be approved, and then uh you'll you'll be official or end that will, or that will just go back to the mayor's office and it's out of our hand.
11:47So uh that is all we have for you today.
11:57All right, moving on to our other business.
12:01Uh we have two bills for engrossment.
12:04Uh one is board bill 33, and the other is board bill 43.
12:09Uh, I know we have Madam Clerk here, so uh honestly, clerk's choice, dealer's choice on which bill you'd like to start off with today.
12:20I think we'll go through 33 since that's the easiest one.
12:28Uh, Madam Clerk, do you happen to have the the summary in front of you to just read for us?
12:36Or madam or clerk hegs?
13:06Board bill number 33 introduced by Alderman uh Michael Browning, percentage to ordinance number 7033 as amended by ordinance number 71394 in ordinance directing the director of streets to install speed humps to calm the flow of traffic on the 4300 block of West Pine Boulevard.

13:52Sorry, let me try this again.
13:54Dates, figures, cross reference references and citations.
13:57Uh, can you confirm that they've been reviewed both by the legal and financial analyst before engrossment?
14:04And can you uh verify that uh amendments that have passed have been incorporated and then rejected amendments have been omitted?
14:16Uh can you verify that amendments have been incorporated accurately?
14:24Uh that the section numbering is accurate.
14:28That the exhibits and attachments uh properly incorporated.
14:33That the summary and bill text uh are formatted correctly.

17:01With that, we're going to go through the same checklist for Board Bill 43.
17:08Um, I just lost my checklist.
17:13Um can you certify that uh the dates, figures, cross references, and citations have been reviewed by legal uh and our financial analysts before they've been engrossed?
17:26Um can you verify that past amendments have been incorporated?
17:31Rejected amendments are omitted.
17:35Um are the amendments have the amendments been incorporated accurately?
17:42However, I just noticed that in the summary it wasn't changed, so I'm doing that now.
