We have no resolutions for review, and we have three items uh on our we have three discussion items, uh three different board bills to engross uh 34 amended as amended in committee, 41 as amended in committee, and uh floor substitute uh 50.

So basically the substitute and board bill 50, the original language included in that section, um these committee markets or commercial markets, and the amendment to that removed one of them.

And so then the um floor bill put that section back.

So basically the it took it back to the original intent of the original bill.

So it um replaced the the amendment replaced, took out sections that shouldn't have um by mistake, and so the full board the the floor substitute put it back in.

So the your question about was the amendment language correct.

So the um full board language is the intent of that bill and it reflects what was in the original bill.

So just so I'm understanding it correctly because I'm looking at the uh floor substitute combined, and that section C should say downtown commercial vending market means the public right-of-way along Market Street between the intersections of South Eighth Street and South 16th Street, and the public right-of-way along Chestnut Street between the intersections of Market Street and North 15th Street, and the public right-of-way along Chestnut Street between the intersections of North 14th Street and North 15th Street.

uh our review internally okay so um uh for engrossment this is part of our checklist for engrossment um that these these these things if a bill goes through engrossment we need to address um all these these these items on our checklist and that is the first one okay let me see if um if he has i don't believe it was been sent to him but i can check okay because if that's the case we uh we can't grow we should not be happy yes i'm looking at at losing so so both the um financial and and um in lieu of signed off on it reviewing it okay thank you um it looks like the second one we just discussed but past amendments have been incorporated rejected have been incorporated and rejected amendments are omitted that is correct for uh we have obviously the amendments incorporated accurately in this case means uh rejecting some but are all the changes incorporated accurately yes have we checked the section was simply board bill 50 or all of them we're only on board bill 50 right now we're gonna go through each bill individually okay so yes no I was gonna ask if section numbering was accurate yes yes section uh and the exhibits and attachments are properly incorporated yes there were um no exhibits or attachments okay well we'll take that as a yes uh and the summary and bill text are formatted correctly yes okay great with that I will go before we certify this I will go uh and see if anybody in the committee has questions starting with uh Alderman Cohn thank you madam chair uh I don't have any questions well I actually have rather a lot but uh I think it's more so related to process and how we get to the place that we're at right now where a bill's coming before us for engrossment and uh this just seems uh particularly concerning uh you know we should have the answers to all of these when it gets to this stage of the process so uh I don't particularly feel comfortable you know voting to engross this bill uh just given the conversation that we're having this morning I don't know how others feel but uh it just me personally this seems pretty concerning so am I understanding this correctly madam chair that like the first item on the checklist for engrossment we don't even have that confirmed well aura came in and said to the deputy to deputy clerk john that it that those bills had been reviewed by legal and our financial analyst I would have preferred that they're not would have been a pause and it would have been uh clear from the beginning but is that true uh madam clerk that those were reviewed or is it a question mark deputy clerk oh um yes i they were they were reviewed both by um Lou and by um sir okay you said they we're only talking about one bill right now yes yeah well I'm talking about with yes board bill 50 two people have to review it that's what he said that they keep being Louis okay all right thank you all right Alderman Ryan no questions thanks alderman keys all right we will pause Alderman Sanya I see of your hand up as well thank you madam chair I'm just trying to figure out the bill that the bill that's a client you are looking at or those just the current bills that are on the city's website or should they be in our legislative rules board bill draw they're in the drive under discussions and there's a fold name July 15th yeah and then there are separate folders for each uh bill on our discussion list with uh various assets including the amendments and summaries of the amendments um you know but but to alter man contour here um I think you know we're trying to figure out a time these meetings so that we do have we do give staff the appropriate time to make sure things are checked and double checked before we do this and that frankly it didn't happen today uh so you know I think uh you know I know it's a new process and it should be clear to committee members uh but also you know the goal is that these things are perfect or

Um so we've talked about that it did go under legal review and uh was reviewed by our fiscal financial analyst again, Alderman Cohn, I do share your concern that it was not clear from jump, uh, but the clerk does say that it has gone through those reviews.

Um just to I mean so obviously uh, you know, most of this should be done when a bill g comes up for perfection, right?

So it it this committee, you know, should just be essentially checking those boxes that you know, kind of enumerate at the you know, beginning of this conversation this morning.

Um, but you know, ensuring that amendments have been added to the bill, ensuring that you know the bill has a fiscal note, you know, all of that should be done prior to the bill being perfected.

Um I and I I understand that this is a you know kind of uh a check and balance and our our legislative process to ensure that uh our staff and our colleagues are following the appropriate processes here, but um it seems as though since we've been having these uh meetings to engross bills that we keep stumbling upon kind of lapses in the process.

Um and so you know, for me, I think it would be important for us to have conversations with the clerk and the you know associate clerks around you know what their processes are to ensure that by the time it gets to the engrossment committee that these things are already done and frankly they should be done, you know, at perfection.

Um I just wanted to throw that out there because I think it's important that we have that conversation at some point in time, you know, whether that's driven by this committee or by the president's office.

Um uh clearly the process has not been uh I'm not gonna use the word perfected because it to not confuse it with the actual perfection process, but to my mind, this should be a these meetings should be pretty quick and straightforward because we shouldn't actually be finding errors, and we are right, and that does, you know, concern me.

Like as a former newspaper person where we have multiple copy desks, like there's a reason why you have to we have to double check the work and the bills today are not, you know, it was uh we're gonna have to bounce one back to committee that you know shouldn't have that we should have caught things earlier.

Um, it said the city should shall give priority consideration to organizations certified as community development corporations under this ordinance.

Um the amendments basically the final verb which says the city may give preference to organizations certified as community development or corporations under this ordinance.

The final amendment that was made uh would be amendment number one that's in the file, and it says the city uh we didn't we didn't go with the shadow priority language that amendment didn't get that agreement.

We ran with the Saudi the city shadows yet preference as the final language that should be in the bill.

Um I would amend it, even if you don't want to watch the text, I thought we do take notes during the meetings or those another types are usually specific to hold the motion with no deciding well the second at the voice and if they say that if we're not gonna watch the page that we review the notes to share a clear on where you know what what happens or definitely a little bit more significant of saying, you know, that was the kind of whole discussion that we had in the committee with the difference in saddles as well.
