Stockton City Council and Concurrent Authorities Meeting – June 9, 2026

The Stockton City Council held a regular session on June 9, 2026, starting at 1:01 PM and adjourning to closed session at 7:17 PM. Discussion Items

• 6.18 – Franchise Agreements for Commercial Solid Waste: Council discussed the legal interpretation of “non-exclusive” commercial service, potential breach of contract, and impact on union jobs. Vice Mayor Lee expressed concern about timing (contract expires 2029) and integrity. Council voted to send to City Manager and City Attorney for research.

• 9.1 – Workforce Vacancies, Recruitment, and Retention (AB 2561): HR presented vacancy rates (13.07% total, no bargaining unit above 20%). Council discussed intentional vacancies for budget purposes. Approved 7-0.

• 9.2 – FY 2026-27 Budget Adoption: CFO Gilbert Garcia presented a balanced general fund budget of $344.5M. Council discussed OPTIC (public information office) performance and costs.
