Item 5.1 is for planning application P number uh P190101, which is an initial study addendum to the general plan EIR, a commission use permit and design review request for a proposed retail development on West 8th Street.

The project is located on the north side of West 8th Street, just west of I 5.

This is a street view of the current conditions along the westbound lane of West 8th Street looking towards the project.

The existing structure to the immediate right in this picture is the existing shell station and is not a part of this project.

The site has a current general plan designation of commercial and is surrounded by commercial low density, sorry, by low density residential to the north, south, and west, and commercial to the south and the east.

The EIR addendum provides substantial evidence demonstrating that none of the conditions listed in CEQA guidelines section 15162 would occur.
