The Stockton Planning Commission met on February 10, 2022, at 5:30 PM in City Council Chambers. Commissioners present: Brenda Jones, Waqar Rizvi, Brando Villapudua, Xavier Mountain (arrived 5:37 PM), Gerardo Garcia, and Jeff Sanguinetti. Chair Anne Mallett was absent (excused). The meeting covered a consent calendar item, public comments, a public hearing for a cannabis microbusiness use permit, election of commission officers, and informational reports.
Consent Calendar
- Item 3.1 (22-0131) – Resolution approving a Commission Use Permit to upgrade from off-sale beer and wine to general alcoholic beverages at an existing convenience store with gasoline sales at 620 West Dr. Martin Luther King Jr. Boulevard (P21-0790). The resolution was approved on a 4‑1 vote (Commissioner Jones voting no). A 10‑day appeal period applies.

After a community meeting held January 27, 2022 (no neighbors attended), no further neighborhood concerns were raised. The commission voted to approve the use permit with the added condition.
- Item 6.1 (22-0031) – Election of Planning Commission officers for the next 12 months. Commissioner Waqar Rizvi nominated Jeff Sanguinetti for Chair; seconded and approved 6‑0. Commissioner Rizvi then nominated Gerardo Garcia for Vice Chair; seconded and approved 6‑0.
- Reports & Communications: Director Ocasio noted the cannabis ordinance (including the Planning Commission’s recommended Option 4) will go to City Council on March 1, 2022, and offered the new Chair the option to rearrange seating on the dais.

Uh tonight is February 10th, 2022, and it's the regular planning commission of the City of Stockton held here at City Hall, um City Council Chambers at 5 30 p.m. Roll call, please. Chair Mellet, she's absent. Vice Chair Sanguinetti. Present. Commissioner Garcia. Present. Commissioner Mountain is absent. Commissioner Risby. Present. Commissioner Jones? Here. Commissioner Gullipuda? Present. We have a quorum. Thank you. I'd like to ask Commissioner Garcia to lead us in the Pledge of Allegiance, please. Sir. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands. One nation under God. Indivisible liberty and justice for all. Okay, our um first item of business will be the consent calendar. Um typically we're not gonna have any comments, but if somebody wants to make a comment, I'll accept those right now. Thank you. We do have one public comment from Mary Elizabeth. Dear Commissioners, I support your denial vote for the requested liquor license change from beer and wine to include distilled spirits with higher alcohol content at 620 West, Dr. Martin Luther King Jr. Boulevard. Over concentrated liquor licenses is a problem in our community and disproportionately in lower income neighborhoods. One would not find this concentration of liquor licenses in wealthy parts of town. In addition to the general nuisance that the liquor stores create, this particular site is one of the highest crime reporting districts in our community. The argument that the increased liquor license will reduce people crossing the street should not be considered reasonable. Please deny this request. Thank you. That concludes uh public comments on the consent calendar. Thank you. Um is there any um comments or anybody want to pull this from our agenda? If not, is there a motion to approve the consent calendar? I move the motion to approve the consent calendar as presented in the agenda. Second. Okay, we um have a motion by Mr. Risby and a second by Mr. Garcia. Um roll call or not roll call vote, please. Motion carries on a 4-1 vote. Um the resolution, I believe has a 10-day appeal period, and um any appeals can be made through the city clerk's office by any citizen, and uh that appeal period will start today. Thank you.
