The Stockton Planning Commission met on April 27, 2023, at 5:31 PM, chaired by Waqar Rizvi. Commissioners present: Anne Mallett, Brenda Jones, Waqar Rizvi, Gurneel Boparai, Rajan Nathaniel, and Terry Hull. Commissioner Greg Thompson was absent. The meeting covered approval of past minutes, a conformity determination for the 2023-2028 Capital Improvement Program (CIP), and an informational study session on the 2023-2031 Housing Element update. The meeting adjourned at 6:37 PM.

- Fiscal Year 2023-2028 Capital Improvement Program – Conformity Determination (Item 6.1): Staff presented the annual review of the five-year CIP for consistency with the Envision Stockton 2040 General Plan. Commissioners asked clarifying questions about specific projects (Van Buskirk scoreboard replacement, building demolition, Stribley Community Center gym floor leaks, Civic Auditorium tiling safety concerns, and the teen center). Staff noted that feedback would be considered internally. The Commission adopted Resolution 2023-04-27-0601, forwarding a determination of conformity to the City Council. Vote: 6-0 (Thompson absent).
- Informational Study Session on the 2023-2031 Housing Element Update (Item 8.1): Matt Diaz (Advanced Planning Manager) and Amy Sinzheimer (Placeworks consultant) presented the draft Housing Element, focusing on public outreach, the Regional Housing Needs Allocation (RHNA) of 12,673 units, fair housing findings, and proposed goals and programs. The Commission discussed governmental constraints, inclusionary housing, rental protections, and very low-income housing. No action was taken; recommendations and public comments will be incorporated before submission to the state. The 30-day public review period ends May 12, 2023.

- Resolution 2023-04-27-0601 approved (6-0) to forward the CIP conformity determination to City Council.
- The Housing Element draft will be revised based on input received by May 12, 2023, and then submitted to the California Department of Housing and Community Development for initial 90-day review.

Commissioner Jones. Commissioner Mallet. Present. Commissioner Hall. Present. Chair Rivsey. Present. Vice Chair Nathaniel. Present. Commissioner Thompson is absent. Commissioner Bopari. Present. We have a quorum. Thank you so much. At this time, I would like to ask Mallet to lead us in pledge, please. I congratulations to the United States of America. For which is one nation undergoing liberty and justice for all. Thank you, Commissioner Mallet. Consent agenda item number three. The item or consent is the minutes from January 26, 2023. This item was continued from the last meeting. At that time, the commissioners that were present were Commissioner Mallet, Commissioner Jones, Commissioner Risby, and Commissioner Thompson. At this time, I would like to see if any of the new commissioners had any opportunity to the minutes and listen to the audio if they have. Okay. Could I have a motion to approve January 2026? Sorry, Chair, if I may. Did you get affirmation that one of the new members had reviewed the minutes and that's a good question? I I was thinking if they will say no, that means they didn't. So do you want you want us to take a affirmation? So you do need four um votes given that you only have three members present here that um were in attendance at that time. You do need uh on the record one of the additional commissioners to state that they've reviewed the minutes in the video. Um absent that this item will be continued again. Okay, thank you, Consul. Uh at this time I would like to ask uh any of the new commissioners if they had an opportunity to read the minutes and listen to the uh video and see the video. Chair minutes and watch the video. Thank you, Vice Chair Nathaniel uh has done it, so I think with that we do have a quorum for approving the minutes. With that said, uh I would like to make a motion to see if we can approve the minutes from the meeting January 2023, January 26, 2023. If I could just add briefly, if those who didn't watch the video and haven't haven't reviewed the minutes, do they abstain then from the vote? That's correct. Okay. Okay. So how about this? Let's see. Who has not reviewed the video? That might be easy. So we'll know who who will be doing abstain. So Commissioner Bobray, were you able to? Yes, I was also able to review the minutes in the video as well.
