The Stockton Planning Commission met on September 14, 2023 at 5:31 PM. Only four commissioners were present (Anne Mallett, Waqar Rizvi, Gurneel Boparai, Terry Hull) due to excused absences. Because a quorum was lacking for the public hearing items, both agenda items were continued to later dates. The meeting was adjourned at 5:52 PM.
Consent Calendar
- Approval of Minutes: Unanimously approved (4-0) the minutes of the April 13, 2023 Planning Commission meeting (Motion 2023-09-14-0301).
Public Comments & Testimony
- Pat Barrett (South Stockton resident): Spoke about the impacts of warehousing on South Stockton, displayed particulate matter filters, and requested that South Stockton residents be given a direct voice on the warehouse ad hoc committee.
- William Mutzenberg (Public Health Advocates): Urged the commission to increase transparency in the warehouse ordinance process, including recording ad hoc meetings, posting communications on the city’s zoning update page, creating a community advisory space for direct input, and seeking an extension from the Attorney General’s office.
- Brett Jolly (attorney for Gill Medical Center LLC): Announced that his clients had withdrawn their opposition to the St. Joseph’s Medical Center expansion after reaching a resolution with the applicant, and urged the commission to approve the project at the appropriate time.

- Commissioner Boparai & Commissioner Hull: Gave updates on the warehouse ordinance ad hoc committee, stating that work is ongoing with industry and environmental groups, and that a study session will be held on September 28, 2023 to allow public participation.
- Chair Rizvi: Clarified that the ad hoc subcommittee is composed solely of commissioners and cannot include community members directly; public input is conveyed through staff and at the study session. He thanked city staff and the absent commissioners.

Good evening, everyone, and welcome to the Planning Commission meeting of City of Stockton for September 14th, 2023. At this time, I would like to request the City Clerk's office to please take roll call. Commissioner Jones, absent. Commissioner Mallet. Present. Chair Rebsey? Present. Commissioner Thompson is absent. Commissioner Bapari. Present. Commissioner Hall. Present. We have a corn. Thank you. At this time, I would like to uh request Commissioner Hull to please uh lead us in Flag Salute. And to republic for which it's one nation. Thank you, Commissioner Hill. Agenda item number three consent. There's one item on the consent, the minutes from April 13th, 2023. There were two absences at that time. Uh Weiss Chair Nathaniel and Commissioner Jones. All commissioners present at the meeting were present here. They are here today. And I would like to entertain a motion to approve this. I'll move Chair to approve the minutes. Move by Commissioner Hull. I'll second it. Seconded by Commissioner Mallet. Could we vote, please? Motion passes with Commissioner Thompson, Commissioner Jones, and Vice Chair Nathaniel being absent. Thank you. At this time we move to agenda item number four, public comment. This section of the agenda is reserved for the public to comment on anything within the jurisdiction of this planning commission. If a member of public would like to speak on a specific item that has been agenda and they can do it now or can do it at the time that item will be presented. So I would like to request the city clerk's office to see if and we do have some blue cards. Pat Barrett Pat Barrett. So I just want to keep you in the loop. You know, I live on the south side of Stockton, and we do talk about the warehousing, the welfare and the quality of care for the people of South Stockton. Last time I saw you, since the last time I saw you, this is that same filter. Sorry. That's the second layer. And this is the third layer. And I just want y'all to know that you know this is what we go through, and this is just normal life. This isn't added warehouse, added traffic. Um, this is what we go through. And I'm three and a half blocks from I-5. Um, I just want you to know that when you do do the warehousing, that you include people of South Stockton on the ad hoc. I I'm promoting this, I'm gonna stick with it and not be the third person to this committee. You all need to have our advice. We're not gonna fight.
