Um, well, before I move on to uh the consent items, I would like to welcome our new commissioner.

Um, and I didn't get a chance to ask you uh how you pronounce your last name, so I do it correctly from the DS.

Um glad to have that seat filled, so we're we're full capacity now as a planning commission.

So fantastic.

Um excellent.

So let's go ahead and move on to item uh three point one, the approval of the planning commission minutes.

Um and consent item we have A and B, the meetings um I think we have uh everyone there for those two meetings.

Um can I get a motion to approve those consent items?

Uh through the chair move the motion to approve those uh two items.

Motion to approve those uh two items and second I'll second okay all approved excellent motion passes five uh four five zero and um oh I'm sorry uh we'll have to go back um how would I handle that sorry my that's my problem sorry about that it's okay chair if I may so um just for the benefit of our newest commissioner um apologies we get into the routine of things so um if we ever um yeah my my overstep please just let us know but um when a commissioner is absent from a land use hearing we do ask um unless they have reviewed the minutes and the video that they recuse themselves from the vote if you have had an opportunity to review the video and the minutes we just ask that you state so on the record before taking the vote so um as you weren't present at the past few meetings um I would either ask that you uh disclose if you were able to review the materials and if you weren't then we will uh procedurally just retake the vote so that you can recuse yourself as necessary so I did review the materials excellent thank you then the vote will stand five um zero a unanimous approval and we'll just note that on the record thank you very much commissioner all right fantastic she saved me appreciate that um okay uh we'll move on to section item um number four public comment this section is of the agenda reserved for public comment on anything within the jurisdiction of the commission uh if a member of the public would like to speak on a specific agenda item they may do so here or when the item is called do we have any card I have no cards chair all right then we'll move on to agenda item 5.1 uh this is a res revolute a resolution recommending the city council adopt a general plan amendment to approve the 2023 through 2020 2031 housing element and update the safety element to comply with state law so I see that you're up there ready to give this one so sir you have the mic perfect and uh good evening everyone Matt Diaz advanced planning manager city of Stockton um I'm gonna let Amy since I'm our consultant do a bulk of the presentation but before we get started first I want to do a quick recap on where we're at with some of our shapes and efforts where this falls into and then other items as far as acknowledgments of staff.

First and foremost uh this action before you tonight is one of three major actions in order to complete the shape stocked and grant funded efforts this is the housing element this is the safety element these are big items needed for state to comply with state law um after consideration we're looking for a July meeting and ultimately certification with the state shortly after the next large effort you'll see coming towards the planning commission for Shape Stockton will be the action plans that'll be the citywide action plans and the three neighborhood action plans those are tiered off of tonight's housing element we'll bring those before you hopefully sometime before fall and then finally the third phase if you will of the shape Stockton items will be the development code and design guidelines so just wanted to give some context of where we fit in terms of all the work we've been presenting before the planning commission and what we needed to move forward.

We have a lot of work to do still but tonight is a major step in the right direction for what we need to achieve as I mentioned the housing action plan the neighborhood action plans are all tiered from the housing element so a lot of work's been done by our consultant teams to kind of coordinate those efforts to move forward in one unified direction.

As I mentioned Amy will be giving the presentation tonight but before we move forward I just want to kind of acknowledge some of the big steps that have gone through for this housing element and then some acknowledgments before I hand it over to Amy.

As the commission is aware we started procurement on this process in 2021 we actually started the effort in 2022 and the commission last saw this effort in April of last year.

So since then we've been doing a lot of work with the state with different agencies response groups to kind of revise the draft what's before you tonight and in order to do that I just want to kind of give some acknowledgments real quick before we move on just because a lot of effort from people different people went into this from the consultants team we have Amy Sinzimmer Nicole West Jennifer Guthlum Rob Mazur Eli Crisp Tammy Seal and Jessica Robbins from the city team we have Mike McDowell Stephanie Ocasio our current planning staff advanced planner Anderson Lahossett as well as pet plus past planners Tristan Osborne Cindy Marsh and Brad Wall from economic development Carrie Wright Jordan Pearson Juan Gonzalez and other supportive staff various departments have helped out on the review of this document which is I think over 500 pages by now fire police code enforcement public works mud CDD building review and engineering for their reviews to make sure everything we present is accurate and reflects current practices our facilities team who helped us schedule God knows how many meetings and workshops for tonight's work meeting as well as the city manager's office for their policy consideration and support in pushing back to establish a more realistic arena.

Um I know we've talked in the past, it's not gonna be mentioned here, but our original reno count was over twice what it is today.

So they helped facilitate the more accurate reflection of our community.

Um from the state, we have Paul McDougall in Urban Saldano.

And then from the agency review groups, a lot of people have commented on this effort and various housing efforts related to Shapestockton, but specifically reInvent South Stockton and the Stockton Housing Justice Coalition were commenters on the project as well as the disability rights California who I think commented at least two different sections of this review.

Um we also have various developers, stakeholders residents who contributed as well as the planning commissioners, both existing and past members.

So I just want to pause for a sec.

Probably a lot more people out there, but that's all I could remember right before the meeting.

But uh, I think that concludes my presentation or outline.

You'll be looking at two recommend uh recommendations for two documents, but I'm gonna give it over to Amy to help you out in the rest.
