- Item 5.2 – Tentative Map for 4424 Ijams Road: Staff presented a proposal to subdivide a 1.34-acre parcel into seven residential lots (ranging from 5,000 to 11,000 sq ft). The site is adjacent to railroad tracks and the Calaveras River. A preliminary acoustical memo recommended an eight-foot wall. The project is CEQA-exempt (15332). The commission discussed adding conditions for annexation into the Consolidated Landscape Maintenance District and Community Facilities District 2018-3, and clarified that stormwater retention (not detention) is required. Vice Chair William Muetzenberg moved to approve the tentative map with those added conditions. Seconded by Jeff Sanguinetti. The motion passed 5-0.
- Commissioners Comments: Commissioner Crowder thanked her colleagues. Vice Chair Muetzenberg raised concerns about traffic flow, bus stop placement, and signal light timing. Chair Sanguinetti noted that RTD prefers in-lane bus stops over pullouts, causing congestion. Commissioner Amen thanked staff and noted her effort to visit project sites. Commissioner Graves moved to adjourn.

Commissioner Hall is absent. Commissioner Crowder. Here. Commissioner Aman. Present. We have a quorum. Thank you. Let's uh pledge allegiance to our flag. We'll have our vice chair lead us tonight. I pledge allegiance to the flag of the United States of America. And to the Republic for which it stands under God. Thank you. So our first item of business tonight will be there is no consent calendar, I don't believe for any minutes or we have none, Chair. Huh? No. Okay. So our first item of business be agenda item number four public comments. This is a time where anybody can speak regarding the planning issues of the city of Stockton. Um we're not going to get off track from planning issues, so you'll get two minutes to speak. And that'll be your limitation on that. Um if it's regarding a specific item that's on the agenda tonight, I may suggest you don't have to, but I may suggest you wait to that item and then you can speak in that. So is there anybody in the audience or any blue cars just that are non-specific items? We have none, Chair. Okay. Okay, so I don't see any in the audience. So we'll move right to the public hearings. Uh 5.1, which would be 25-0043 prezone and design review quite request for drive-thru, quick serve restaurant development at 9324 Thornton Road, APN 072-450-26. Application number P23-0295. The way this will work is staff will give our presentation, then I'll um take questions from anybody up here back to staff for staff have that they have questions for staff, and then we will um go to the proponent and give them an opportunity to say what they want to say about their proposed projects, and then we'll look at the opposition.
