I am here for both this resolution and the uh following one.

So uh Council President Anchor, City Council members, I'm Young Hans, the uh city treasurer in the Office of Financial Services.

Uh this morning we had two competitive uh bond sales, one for the city's 2026 B, uh GOCIB bonds, as well as our 2026 geo street reconstruction bonds.

Um for our GEO sale, uh the 26Bs, we received seven bids with Cabrera Capital Markets uh receiving the winning bid with a true interest rate cost of 2.89% for the 10 year term.

Um last year uh we had 11 bids uh with a slightly higher interest rate at 3.26.

Um for our geo street reconstruction bonds, we had uh we had uh six bidders uh with the winning bid being Stonex Financial uh receiving the winning bid with a true interest rate cost of 392 for the 20 year term.

Um and last year we had a similar, oh actually we had uh slightly more bidders, so 13 bids and uh true interest rate cost of 393.

Uh back about a month ago, the city was assigned a triple A stable outlook uh by SP and Fitch.

They highlighted the city's robust financial management and forward-looking strategies, which have been instrumental in preserving uh fiscal stability.

Um there is a lot more information in uh those uh your packets in front of you, so those rating reports from SP and Fitch.

Um, and I want to thank our partners at Baker Tilly and uh Ballard's bar, I guess uh Barnes and Thorberg now, as well as OFS leadership for uh completing all this work for the transaction.

Well, um, want to really uh commend you and your team for the strong financial management that saves uh taxpayers um many, many thousands of dollars on financing costs, maybe even more than thousands of dollars because of our triple A credit rating, which um I know we're all really proud of, and we work really hard to maintain.

So it's not something that is um shiny and that gets uh it's it's not often talked about, but I think it's really important for people to know that you're doing all that hard work to save us lots of money and get these good rates.

Uh and this is the location of the application, just right at the location of Pilgrim Baptist Church in Summit U.

Uh the zoning application requests an interim use permit to allow temporary cellular antennas on a 76-foot monopole tower 732 Central Avenue, right where that yellow dot is, and the proposed IUP would expire on April 27th, 2027, about this time next year, at which point the antenna and the tower would all need to be uh removed.

And uh this uh request is precipitated by a T-Mobile Tower being decommissioned um in early April of this year, which was um less than a quarter mile away from this proposed location.

And so the proposed tower is to provide coverage until a permanent tower can be constructed, and that is expected to be incorporated into a um uh forthcoming development on the site on the same parcel is what I mean.

Uh so staff does recommend um approval of this IUP and with the condition that it be um terminated by April 27th, 2027.

Um, and when we and when it expires at that point, it does need to be removed entirely.

Um we heard some questions from the district council, but we did not receive a um specific uh recommendation.

Um, we have when we consider these sorts of applications, we often see conditions that have to be considered in order for approval to be granted.

Does the department have similar conditions or what are the factors that go into recommending approval or denial of uh use like this?

Uh council president, we usually have uh conditions on um cellular antennas, but we do um and all sorts of uses, obviously, but for IUPs because they're temporary in nature, we um we kind of um use a discerning eye on deciding which conditions would be important uh for the temporary use, and it didn't seem like um any of the conditions that we have on antennas would be appropriate for this one year period.

I know sometimes with these towers, they're installed on top of buildings.

If this is gonna be the same type of installation, and if there's any um I I appreciate that question, I didn't even think about it because um one of the things around the conditions is ensuring that it's the safety, just making sure, you know, as we know we have a challenging issue with um copper theft, and just want to make sure that when it is temporary installed, that there is not any you know um access, right?

Um, and want to prevent any unauthorized access to that tower.

Um well we uh it would be on a uh on a monopole tower, just a tower, uh stick in the air, and it's 76 feet tall.

Um we do have the applicant here who can um tell us if there's any fencing planned um for that.

Um but um uh uh does does that answer your question?

Yeah, I guess I'm just um curious around like the safety and you know, yes, safety and theft prevention, just because that is a uh a big thing in terms of you know, getting unauthorized access to whether it's uh um wireless towers or in this case um a service tower.

Um I'll start by addressing the fencing.

We don't have any proposed uh fencing outside of what's already um uh surrounding the church property.

Um if that was something uh you know you felt uh would warrant adding a condition, we'd certainly uh talk to the church.

We have uh Nate Galloway um in attendance, we can talk about putting up a uh temporary uh fence around the equipment.

Um and then just in general, uh we're here uh specifically asking for the IUP uh because we can't comply with the residential dwelling setback.

So the ordinance imposes um for uh even a temporary poll like this where we're not building uh uh permanent foundation and it's intended to be replaced someday by a permanent structure uh to be tower height plus 38 feet away from any residential dwelling.

The reason we can't comply with that is because the location that we otherwise would go is too close to where we're gonna be building uh the permanent foundation, and you have to dig, you know, quite a large hole, so that would affect the structural integrity of the poll during construction.

So that's the specific reason we're here.

I had a chance to talk with the staff, and first I just want to say I do appreciate you, sir, for um I'm showing up and participating in the public hearing.

Um, I know those are also concerns I've heard from other constituents in terms of you know what are the impacts.

I think there's a lot of information and misinformation that needs to be dealt with when we think about the connectivity and like the purpose and the use and the impacts on the environmental impacts.

Um, importantly around how our towers are installed.

Um one thing I would say the reason why I am you know um strongly confident in this boat is ensure that our neighbors, my neighbors have connectivity, that we have service.

Um it actually would be a deficit if we didn't have this tower and we had a complete loss of service.

Um, and I I fully fully believe you know, having more connectivity is is uh equity centered um on priority.

We want to make sure that people have access to uh the internet, access to um their families, um, and we have just a strong variety of different services, so that's why I'll be adapting this.

Um, if there is any other questions that um residents in award wine have, I definitely um encourage us to have conversations with the leadership at Pilgrim Baptist Church.
