Uh, tonight we also have uh a few ladies from the uh South Southern Arizona Association for the visually impaired ladies, if you'd like to join me up here for this proclamation, please.

And they're gonna say a few words about it.

While they're coming up, I'll I'll go ahead and read the proclamation.

So from the office of the mayor, whereas over 100 years ago, the white cane was introduced as a tool to aid blind individuals and was painted white to help with visibility for visibility with motorists and whereas the white cane was formally recognized by President Lyndon B.

Johnson in 1964.

And whereas every citizen should be aware that the law requires that motorists and cyclists exercise caution when approaching a blind person carrying a white cane.

And whereas every blind citizen of Surprise Arizona has the right to carry the white cane, which demonstrates and symbolizes the ability to achieve a full and independent life and the capacity to be uh competitively employed.

And whereas supporting blind persons to move freely and safely from place to place, the white cane makes it possible for the blind to fully participate in and contribute to society and to live the lives they want.

And now, therefore, I, Kevin Sarter, mayor of the city of Surprise, do hereby proclaim October 21st, 2025 White Cane Awareness Day, and encourage all employee employers to be aware of and utilize the employment skills of blind citizens and support the greater acceptance of blind persons in both our community and in the competitive labor market.

Um my name is Kimberly Fetterman, and I uh work for Savvy Services for the Blind.

And um I went blind six years ago, and instead of going on Social Security and staying um at home, uh alone and isolated.

I decided to get services and go back to work, and now I work full-time.

I lead a program for seniors that have gone blind.

We teach them how to stay independent, stay out of the um assisted living homes because we know that blindness is not what's gonna hold you back.

So with a white cane, you can do anything that you want.

Um we believe it and we know it, and it this we're proof.

I'd like to introduce you to our two youth council members up on the dais.

First up, we have Desmond Robert, who is a sophomore at Willow Canyon.

Good evening, Mayor and Council.

My name is Desmond Robert, and this is my third year with the Surprise Youth Council and my third time speaking here on the Dais.

Thank you for allowing me the opportunity to share an update this evening.

The Surprise Youth Council has a couple exciting community events coming up that we're looking forward to supporting.

This Saturday, we'll be volunteering at Gain Night, where we'll once again host the kids' activity area.

It is one of our favorite events because we get to interact with so many families and help create a fun, welcoming environment for the community.

Next week, we'll be landing lending a hand at the senior center barbecue, assisting with setup, serving, and helping to make the event enjoyable for our local seniors.

We're proud to be a part of these efforts that bring our community together and allow us to give back in meaningful ways.

Good evening, Mayor and Council.

My name is Riker Yeager.

I am a sophomore at Shadow Ridge High School.

This is my first year serving on the Surprise Youth Council, and I'm honored to be speaking on the dais for the first time tonight.

I have the privilege of serving on the outreach committee, which focuses on building community connections and creating volunteer opportunities throughout the city of Surprise.

This year I'm a team lead for our street cleanups projects with our next cleanup scheduled for November 2nd.

We are excited, also excited to host our annual Monster Bash on Friday, October 24th, an event designed to bring together surprise youth families for a fun of evening of Halloween activities and community engagement.

Tomorrow, members of our surprise youth council will be attending the Florence Leadership Symposium.

This event will provide us with valuable opportunities to connect with other youth councils, develop our leadership skills, and bring back new ideas to strengthen our own programs here in Surprise.

My time on Surprise Youth Council has been already been both fulfilling and inspiring.

I have had the chance to give back to my community in meaningful ways, collaborate with my peers on new initiatives and set new and set goals to further and expand our impact.

I'm looking forward to future events, conferences, and continued opportunities to serve and represent the youth of surprise.

Uh, the nomination committee conducted several interviews for appointment and or reappointment to various commissions over the past few months.

Um, there are still some vacancies left to be filled, and we're currently accepting applications for those on the audit committee, board of trustees, parks and recreation, and our planning and zoning commission.

Um, I'd like to turn it over to our chair, Councilmember Haney, if you'd like to say anything about the process that we went through.

Uh, yes, and I always like to say something because every time we go through this process, and I have to give a shout out uh to Councilmember Melton and Councilmember Greenberg.

Uh it's been so fun to be able to work with you guys on the committee and the thoughtful discussions that we've been able to have.

And um, I want to thank those that are in attendance tonight who continue to be uh willing to step up and serve a lot of you have your own busy schedules, but you're truly doing it just because you want to make our city better.

And it always um it's leaves me inspired after we get the opportunity to meet um and interview with you all because it's just shows that our city is going to continue to go in the right direction because of the people that that call it home.

And so um that's pretty much all I want to say on that.

Item 13, consideration and action on accepting right of way from Arizona State Land Department for Dare Valley Road from 195th Avenue to 2111th Avenue.

Mayor, members council, I'm gonna do my best Lloyd impression tonight.

So um we're gonna go through this right now.

Um so here's the vicinity map.

The right-of-way that we're talking about tonight is basically uh Deer Valley Road from 195th where it currently terminates uh to 211th Avenue, that is the eastern boundary of the desert trails development.

Uh so just a kind of development status and timeline.

Um they anticipate a right-of-way for future extension of Deer Valley Road um is a huge step in that development process.

Um here's a few of the milestones.

Um council uh accepted the development agreement on 617 2025.

Uh pre-platz are in.

We're anticipating uh approval of those pre-plats by the end of 25, uh early 26.

Uh, and then the developer will kind of drive the the ship from there um and then we'll move into final plat approval.

Usually that takes anywhere from six to eighteen months.

Granted, that's not us approving it, that's just how fast they can get in there for their final plats.

Um, and then from their off-site construction could begin anywhere from early to mid-2027.

Uh, the benefit of this right-of-way acquisition here is it's going to provide a connection to Sun Valley Parkway uh for the residents that are south of US 60.

Uh currently they have Deer Valley Road, they don't have um a few other access points on D US 60, but nothing nothing south.

Um, and then another uh ancillary benefit to that is for whatever reason, if the development does not move forward, the city has secured that right away in case we wanted to move forward uh uh a project in that in that area.

Uh just to give you an orientation of kind of what where it is and kind of what that development is putting in.

Um you can see here the vicinity map, um, where they're gonna connect and then the different phases of the development as it comes in, uh the roadway infrastructure that's gonna go in there.

And with that, I'll take any questions or comments.

And Eric, I appreciate your presentation.

The reason why I asked for this to be polled is obviously, and you're very well aware of our folks in North Copper Canyon um are desperately wanting uh a north-south kind of connection and an additional way out of their neighborhood.

Um, and so I know we've always had discussions up here up on the dais of you know, we don't want to take action as a council necessarily to subsidize the cost of overall development and through this development agreement and working with uh this particular developer.

We were able to secure a roadway network.

Um, and I think correct me if I'm wrong, it's millions of dollars of roadway that they're going to be putting in, correct?

Mayor Councilman Haine, you were correct.

Okay, and and when I hear that, it's it's millions of dollars that we're not investing, where we can now invest in other city services, whether that's public safety, additional roadways.

Um, there's always something that needs to be invested in on where we're at.

And so um, but one of the the concerns I get from residents is when is this happening?

You keep saying development is going to to build this north-south connection.

And then can you just reiterate again?

Timeline, I know timelines are always subject to change, and this is still developer-driven.

Um, but what when can residents expect some type of movement on this roadway?

Um, so like I said, once pre-plats are approved, end of this year, beginning next year, they'll go through engineering and then the final plot process.

Um, that's really solely driven by the developer.

Um, you know, uh, they say sometimes they can move faster than us, but you know, sometimes they can't.

Um, so we're anticipating anywhere from 16 to 18 months for that.

So realistically speaking, early to mid-2027 is probably when you'll see dirt turning.

Okay, so early to mid-2027.

If something happens with this development, they have secured that right away, and that's where we as a city can have a discussion now at that point if we need to make the investments.

Um, but typically we're looking at development still moving forward based on the development agreement that we as a council voted on.

It stipulated that they have to build this road, this initial roadway, right?

But it's not like they're gonna build their entire development and then come back later.

Mayor Councilman, you are right, they have to build it with phase one.

So it's coming with the development coming in to serve them.

Okay, okay.

So I I and I appreciate this.

Obviously, I I definitely get the concern.

You know, since you've taken in your your position and since I've taken office, all we try to do is add additional roads.

We're not we're not in the business of taking roadways away.

And so this is a step in the right direction.

Um, the only ask that I would have is that we continue just to kind of keep an update uh as far as where the developer is with this.

And if we see that it is stalling, maybe then we can have a larger discussion now that we'd have obtained that right-of-way of maybe potential investments that we need.

But I mean, at this point, if they're continuing to move forward, we're saving the city money.

We can invest it in other places.

Um, and I'll continue to keep our residents updated because I get the need.

And I think at least now we know that there's a timeline associated with this roadway.

Amending the fiscal year 2026 budget by moving budget and the amount of 300,000 from general contingency to the grant fund and revising the contract awarding authority list.

Resolution number 2025 108.

Evening, Mayor and Council.

Um here to talk about um amendment to an IGA with Maricopa County.

This um original uh IGA was for homeless services that run there's a three-year IGA that runs through September 30th, 2026.

It was an original amount for 850,000.

Again, as I mentioned for homeless services.

Uh the county's making a new award for FY26 of 300,000.

Um specifically to um provide funding for the West Valley Housing Assistant Center operations for the fiscal year.

And the 300,000 is coming from an additional award from Maricopa County and then City of Peoria and City of Glendale are each passing through 100,000 through the county to the city.

West Valley Housing Assistance Center, operated by a new leaf is a housing support center connecting West Valley residents to essential services.

They provide housing and resource navigation, housing assessments, and short uh shelter coordination when appropriate, case management, and they also provide homeless prevention services and diversion services.

And then during the summer months, heat relief.

Really, this brings together a new regional partnership here in the West Valley with the uh city of Sprise, Peoria, Glendale, and Maricopa County.

Um, this will strengthen our regional response to homelessness.

We're gonna align resources and strategies in the West Valley to working together.

Um, this um amendment also allows uh to expand the center hours to include Saturdays to serve residents.

Um we'll also allow a new leaf to provide additional housing navigation capacity.

Um, and then the the funding partners can make direct referrals to a new leaf for shelter.

Just some of the community impact of the last couple years from the uh housing assistance center, FY24 and 25 numbers there who are served.

So the in FY26 that we're projecting, the new funding uh is not expanding any shelter capacity, but we should um see some efficiencies in helping people get uh into uh permanent housing placements.

And then and again, so we're we are projecting higher numbers in the coordinated entry in housing services.

As again, I mentioned the the housing um uh services are gonna be able to be expanded with this additional funding.

And then also some numbers on heat relief uh through August 20th.

A new leaf was uh had handed out over 1,500 bags of ice and over 11,000 bottles of water uh through that time this summer.

Item 18, consideration and action authorizing the mayor and council to accept A2 North Water Tank Turnover and Development Agreement with Lenar Communities Development.

Lenar Communities Development LLC resolution number 2025 112.

Good evening.

Good evening, Mayor, members of council.

As the clerk mentioned, this item is associated with a development agreement between the City of Surprise and Lenar for the phase three expansion of our desert oasis water supply facility.

This water supply facility is located in District 1 up in Special Planning Area 2.

Um, it's located there by the star at 171st Avenue and Deer Valley Road.

And this water supply facility serves the area outlined there in red.

And after this phase of expansion, it'll also serve this Marisol Ranch development up here with a secondary redundant uh water connection.

Um, this project was initially identified in 2021.

All the developments there listed um have entitlements in special planning area too.

Um but we needed to work together to figure out a water solution.

And so we came together again in 2021 to figure out how to best do this.

Some alternatives to this uh agreement were you know, all these developments pay impact fees, and then the city builds it, um, but that puts a lot of undue risk on the city.

Um, another alternative was gonna be to potentially allow these developments to go in individually to build their proportionate share of the improvements, and really I'm very very thankful for Lenar taking the lead with the city and contracting directly with us, but also working with these developers to do a joint development agreement.

So they have their own development agreement that outlines the terms and conditions of us coming together to do this big expansion.

Um, some specifics about the project.

Um with this project, we'll be getting this uh additional three and a half acres of property.

We're gonna be converting this tank.

At one time, it was imagined that this tank would be a reclaimed water tank.

We've uh kind of scrapped and revised how we intend to serve this region reclaimed water, so this tank will be converted to a potable water tank.

But it's been there since 2005, so it needs a little bit of work.

Um we're gonna be adding booster pump station capacity, um, arsenic filtration capacity.

We're gonna be building um an administrative building on the site too to allow our staff to have a presence at this facility throughout the day.

Ultimately, these improvements will accommodate another five wells that will be able to pump water to this facility to be cleaned and stored and then ready to go out to our water distribution uh system.

The design associated with this project is now complete.

Um Lenar has completed the contractor procurement, and so really we're just waiting on this uh this agreement to go to uh facilitate the start of construction with construction estimated completion in uh 2027, early 28.

Um so the city's budget impact, 26 million is not our budget impact.

That's the total impact of the uh of the overall project.

Um and again, that's those eight other developments that are coming together.

Our uh financial contribution is gonna be this 1,079 uh thousand.

Um, and that's associated with uh the recoding of the tank.

The developments that are participating um only need about half the capacity in this tank, and you can't recode or reconstruct half of a tank.

And so the city's gonna front this million dollars.

Um, and then anyone else in the area that needs to come and use um water tank capacity, we'll pay the city back a buy-in fee.

So ultimately, our our financial contribution is gonna be a four percent reimbursable share.

And the good news at the end of this project, it adds a tremendous amount of redundancy and resiliency to this existing uh water campus.

Um, so this project we believe is in alignment with the council strategies identified there.

Um, and we would be happy to uh take any questions.

Well, what I what I uh I love about your team, and this is true in all a lot of surprise apartments.

How smart this is.

You're you're utilizing existing infrastructure, making it work to provide the resiliency and and and serve and and capacity uh to make this work.

So I again I I love how our city is always thinking outside the box.

Uh well done.

Congratulations to your team and and and thank you for uh bringing this presentation.

Um, echo councilman Mountain.

You guys do a fantastic job of looking forward and getting these things done.

Um, and so just just to be clear on this, the developer is just handing this over to us.

The the the acreage of land and the and the 160 foot water tank.

Yep.

So part of this agreement, you know, facilitates the the city participating in the construction, but it also um allows the the donation of this land and this tank that will be refurbished as part of this property or project.

So at the end of the day, this property right here.

Um, this is currently city owned, our city owned property will grow to this amount right here as well.

Okay.

And so when I was going through it, I got four different numbers for how big the tank is.

So how big is the tank?

I mean, it's a two point 2.3 million gallon tank.

The engineer says that you know there's a bunch of dead space in it that we can't use, which puts it about 1.3 million, and then the agreement says 1.2 million, and this slide says 1.7 million.

It's 1.7.

That's 1.7.

So after we do all the work to it, we'll be able to use 1.7 million capacity.

I I always I'm a firm believer that if you put someone that's really good in the right position, they can do a lot of incredible things, and you are a testament to that.

So I just want to thank you for that.

And I also want to give a shout out to Lenar because we've worked with them on uh uh various issues of of items that are important to our folks in District One, and they've been great partners with us, and and I really enjoy working with them.

And so um, this is a prime example of that.

But there's also other ones that we're working on with on them with.

And so thank you for your efforts on this.

Um, two, a continued thank you to my BFF director Eric, who's doing an awesome job with this traffic.

Um, I have never seen how great, you know, great this uh traffic uh that he's handling, you know, and and everything just seems to be coming along.

You know, and uh I'm not seeing or hearing any complaints from uh uh you know my uh my neighbors and stuff, but what he and his crew have been doing has been awesome.

And you know, and and the way that they took care of the last storm, um, you know, he he's top notch in his crew's top notch.

Um and finally, Mayor, uh, I just wanna thank uh Mr.

Kevin Spurlong.

I was here for his um um his little presentation.

It wasn't little, it was a great presentation.

Um has to do with fire medical and how important that is to our city.

And um I just wanna bring up just a couple of things.

Um I hope that in the future that we can get him on his expertise on containing fires, especially in our data centers that are gonna be using a lot a lot of uh electricity, a lot of water.

Um the BNSF hub uh hazard materials, things like that.

Um the commercial ones that we we have a lot of commercial around here, which is which is great.

It's awesome.

Um just you know, a lot of these use hazards as well.

Um uh and if they could just continue to uh educate the public, uh especially me.

Um I also wanted to know if we had uh a uh volunteer resident support program, and that is residents who who go to the fires that that our men and women are um you know taken care of, that we can support them in some way, uh providing snacks or water, uh, moral support, spiritual support.

Um I also um wanna specifically encourage uh our um first responders to have that community outreach.

We need to reach that next generation of law enforcement officers and firefighters, and one of the ways is these outreaches where the community can come, our children, our grandchildren can sit in these uh fire trucks and be inspired to be those next heroes.

And I do want to thank you each and everyone for all the dedication that you have put to our city.

And and it's great just to know that this city is growing and it's growing in the right direction.

Uh Chief Sproul, can you uh get with Alex in the back about the volunteer uh support for people in fires?

All right, uh do any councilman want to add other business or future agenda items?

Yeah.

Thank you, Mayor.

Uh yeah, we used to do um, I think we did some fire open houses, I think a lot before COVID, and obviously, you know, people come out, especially for car seats and stuff.

But um, you know, I was looking, I was just looking kind of looking at on here on my phone.

I think Duffy was on the council then, but um in 2017, um the city council instructed the city mayor's office to draft a policy that would recognize people that made, and I'm kind of reading from the description here, a significant contribution to advance the city through possible naming dedications of city amenities, awards, facilities, parks, and roadways.

The group is assembled as requested by council and includes various chairs of very various commissions.

And I know we'll get to it in council reports.

Um, but I would like the council or mayor or whatever it takes to assemble that committee to honor Bob Wingenroth for his years of service.

Um he's gonna hate that I'm doing this because he is truly the most humble guy and servant leader, and um we want to wish him the best.

And we love you, Bob.

So I'll second that.

Any other business or future agenda items?

Here and I will start with uh district one on the city council report.

Uh thank you, Mayor.

And I know we have something kind of that we need to get to, but I did want to say this isn't gonna be my final comment.

Um, but obviously the news has come out, and so um as we draw closer to a final goodbye, um, but I wanted to make sure that I at least shared my thoughts as of now.

So when I first took office, uh I spoke about the negativity and divisiveness that can accompany um those entering in the political arena.

And I discussed how that it can at times cause good people to shy away from entering public service, whether as an elected official or as an individual answering the calls to serve.

Bob has shown that despite all of this divisiveness and chaos and negativity, uh that goodness can prevail.

And I know there will be a time for us to sit down at the behest of you, Bob, because you're the most humble person I've ever met, um, and discuss the impact that you've had not only uh on our city but us on all of us as individuals.

But I do think it's important now that we acknowledge that one of the things that makes Bob such a tremendous leader is his ability to create more.

And so the team that Bob has assembled, and there's so many to name, and I don't want to risk leaving anybody out, um, is what's going to sustain us uh as we go through this period of change and uncertainty.

And I believe perhaps the greatest gift that Bob has given us is not a single accomplishment, um, but the team that he has built, because it's a team that's going to carry on his culture of service to others.

And I do believe that it's up to all of us up on this dais to protect that for the sake of our residents.

Service above all else must continue to be the culture and not myself, any other councilman, mayor, staff member, anybody should interfere with that.

And so uh as we move forward, I I hope that we all can agree that every decision we make moving forward um will continue to be in that same spirit uh in service to others and to protect that culture that he built.

And so, Bob, again, I have more to say, but I just I had to get that off my chest because it's been an interesting week for me.

And the Packers beat the Cardinals.

And if you know my in-laws, you know that I'm just living my nightmare this week.

So I'm surprised.

Uh I don't want to talk about it.

So yeah, mayor, that's all I have.

Uh I had two nice meetings this last uh couple weeks.

Our city auditor, our independent city auditor, came out and spoke uh beautifully to the residents who showed up.

Um for those who don't know, she is not, she actually reports to us and not to like finance or anybody else.

Um so she truly is independent.

And she just did a terrific presentation, and I hope you guys can all take advantage uh at your meetings uh to have her talk to your residents uh to show what she actually does and how the auditing department works.

And it's Carol, Holly, and that's all I've got.

So I had a great weekend uh joined the mayor and councilman Judd at Luke Airbase for the Air Force Ball.

Um I think it was very important that you know that we did that to make sure that you know to strengthen our ties with Luke Airbase.

They are a very important partner for us.

Um, and it was a it was a good time to see, you know, got to meet General Birkland, uh, who will be who will be leaving, I believe next year or July.

18 months.

Yeah, 18 months.

So um, but it was a great event.

Um I have a community meeting tomorrow at Sun Village at I believe 6 p.m.

Uh up to our room, and uh we'll be talking about city center development and transportation issues.

So if you want to come by, I'm giving a thumbs up that was 6 p.m.

Anyways, um, yeah, you know, just about say about the city, because we're gonna we do have an e-session tonight.

You know, obviously the city manager position in general, like in the school district, you have the superintendent, right?

And I think they're probably the most like I don't want to say well-known figure, but the superintendent.

The city manager is a is essential essentially that position in the city.

Um, obviously, you have a mayor and council, though.

And so the city manager position is significant.

Um, I think one thing that makes a great leader is like councilman Haney said, is surrounding yourself with regular greatness with other great leaders, and we have a lot of amazing directors, um, CFOs, we got some um public safety guys, heroes in the back, and um I just I love the team.

I mean, I've I've been on the council now five years, gone through you know two city managers.

Obviously, every city manager is is different, but the team we have is is just outstanding.

I can't say enough great stuff.

And so um, you know, to staff, obviously, you know, we're gonna look out for you guys and make sure everybody's taken care of, and we appreciate all of you.

You know, Bob, I really really wanted you to stay, and I'm and I'm sad that you're leaving, but at the same time, you've definitely made the right choice.

I I think I think staying, I mean, selfishly, obviously, I wanted you to stay, but but uh you've you've made the right choice.

Marnie deserves to have you a little more than uh than we do.

Um and the one of the most important things I think that we can do for our city is support our staff, and you've done just the greatest job possible of surrounding us with very, very talented staff, very dedicated, talented staff.

And it's it's just it's an it's an honor to work.

It's an honor to work here.

It's an honor to talk to each and every one of these guys.

They're all experts in their field, they're they're they're humble, they're very hardworking, they put up with all of our insane questions, and there's seven of us up here.

So you know they're just getting bombarded from all of us.

And so, Bob, that's a that's a that's a testament to you that the job that you have done and leaving so much talent behind that are that are still working here that are ready to move up.

Um, and so you know, with your vacancy, hopefully we can make something like that happen.

Um I've got more to say, but you know, that was that was the important part there.

Congratulations.

Um, and just to echo councilman um Melton's comments.

We got to go to the Air Force Ball this last weekend.

It was it was great.

It was they were celebrating their birthday, the birthday September 18th.

They pushed it out a little bit for cooler weather, and they put us in a hangar.

The hangar was facing the white tank mountains right at sunset with clouds and red and yellow and F-35 jets all over the place parked and one inside we go get our picture.

Oh, it was so cool.

Those guys are a great partner.

Um, they do so much for our community, so much for our economy, and and so much for our airmen.

We're we're we're lucky to have them there.

Uh, one last thing.

Next Wednesday, not tomorrow, but a week from tomorrow.

Uh the White Tank Mountains Conservancy, we're gonna have our annual fundraising ball out at the corral at the White Tanks.

So if you're available and want to go, get a hold of me.

I'll get you tickets to get over there.

But you gotta bid on something if you go.

Uh Bob, I think most every my colleagues have said it all.

But um, you know, I I met you when I was on planning and zoning.

Uh, you were a mentor then.

You know, I I transitioned out of the military as a fellow here, a mentor, and you're one of the first people I called when I considered running for office.

And you know, it's gonna be a big hit for the city uh when you when you go.

But like everybody said, it's important that you, you know, uh do what's best for your family.

I served 20 years and had to be away from my family, it's not an easy thing.

And so uh we appreciate all you've done.

And uh I just wanted to say thank you.

Um this uh weekend I got to go to the Jewish festival at uh the colonnade.

The rabbi invited me, and it was uh pretty pretty cool thing.

They had a bunch of different vendors.

Um they had some a band there.

Uh, and then they had a a lady that was uh hostage in Gaza that uh spoke and about her experience, and it was very moving.

Um and it was just a great way to connect in the community and and hear that story and just be a part of it.

I think it's it's one of the most humbling things as mayor to see all the different uh cultures and and people around our city and to be a part of that.

And so I was honored to be there.

Um just like the other uh councilman said, going to the Air Force ball was was fun.

It was a little bit weird because I mostly go to the army banquets and balls, but uh, you know, a little nostalgia, so it's pretty cool.

Break bread with the general.

Uh it was cool to see all the other cities there, the other mayors of the council members, and I think it just shows the the strong ties that the the city of surprise, the West Valley has with supporting Luke Air Force Base and supporting their mission.

So it was a great time to do that.

And uh with that, I will entertain a motion to adjourn to executive session.
