Syracuse Planning Commission Meeting - November 4, 2025
The Syracuse Planning Commission convened on November 4, 2025, with Vice Chair Neil Garner presiding in place of Commissioner Nielsen, who was absent due to a family emergency. The meeting focused on public hearings for land use changes regarding a private residence and the approval of final plats for two commercial and residential developments. Following the public hearings and discussion of administrative items, the commission moved to a work session to review upcoming agenda items and logistical planning for December meetings.
Consent Calendar
- Adopted the meeting agenda for November 4, 2025, by unanimous vote.
- Adopted the minutes from the October 21, 2025, meeting and work session without change.
Public Comments & Testimony
- Public Comment: No members of the public requested to speak during the general public comment period.
- Public Hearings: No members of the public spoke during the public hearings for the General Plan Amendment and Rezoning at 741 West 3700 South; the hearing was opened and closed without testimony.
Discussion Items
- General Plan Amendment (741 West 3700 South): Staff reported an application to amend the General Plan from commercial to low-density residential for parcels 0190 and 0189 to facilitate a lot split. Commissioner Anderson expressed a desire to consider a broader amendment to revert the entire south side of the area to residential to align with the lack of commercial planning, noting the current commercial designation looked "weird" in the document. Staff clarified that a broader amendment would require a separate public process and could delay the current applicant. The commission decided to move forward only with the specific application for the two parcels.
- Rezoning (741 West 3700 South): Staff recommended re-zoning from A1 to R2 to accommodate a minimum lot width that allows for property subdivision while meeting setbacks, as R1 zoning would not provide sufficient width for existing structures. Commissioner Anderson moved to recommend the rezone to the City Council.
- Final Plat - West Lake Landing: Staff recommended approval for Charles Osman's commercial plat at 2200 West and 2700 South. Staff confirmed all previous comments, including those from the Fire Marshal, were resolved. Commissioner Garner noted the plat matches the approved preliminary details.
- Final Plat - Sadies Glen (Phase 4): Staff recommended approval for Ovation Homes' final plat at 2650 West and 2495 South, consisting of attached single-level patio townhomes. Staff noted this is the second-to-last phase, with one more phase remaining to complete the subdivision.
Key Outcomes
- General Plan Amendment: Approved. The commission recommended the City Council amend the General Plan for approximately 0.668 acres at 741 West 3700 South from commercial to low-density residential (Vote: Unanimous).
- Rezoning: Approved. The commission recommended the City Council rezone the property from A1 to R1 (Note: Transcript text varied between R1 and R2, but the motion explicitly stated "R1") at 741 West 3700 South (Vote: Unanimous).
- Final Plat (West Lake Landing): Approved. The commission recommended approval of the 13.64-acre commercial plat in the GC zone (Vote: Unanimous).
- Final Plat (Sadies Glen): Approved. The commission recommended approval of the 5.048-acre subdivision (Phase 4) in the PRD zone (Vote: Unanimous).
- Administrative: Commission agreed to investigate a potential broader General Plan amendment for the surrounding south-side area by discussing it with City Council liaisons. Next regular meeting scheduled for December 2, 2025; next agenda for next year to be reviewed on December 2 if the December 16 meeting is cancelled.
- Adjournment: Meeting adjourned to work session and subsequently to a final adjournment.
