2:42We will move to the public hearing for the general plan amendment for Mabel Murray Ross as a general plan for the side of that.

2:55We've received an application for a general plan amendment.
2:59Let me show you the map, give you an idea of the location.
3:02It's at the intersection of Gentile and Bluff Road.
3:08There is a parcel that has uh two homes on it, and then there's uh a remnant parcel, and then she does own one additional parcel that's not part of this application because it is outside of the current city boundaries.
3:24So we're just talking about uh 0190 and 0189.
3:31If you uh look at the uh existing general plan, it calls for commercial, and the reason why if I remember right, the reason why it it calls for commercial is because um it's at the intersection of two collector roads, and I do think that there will be commercial here, maybe on the other side of the road.
3:57Um, but they're anticipating that because of those two existing homes are there, they they anticipate that that will just kind of stay residential uh for the foreseeable future.
4:09So you can see the proposed general plan is to leave it as single family instead of commercial.
4:18Um the existing zoning um is A1 and their proposed zoning uh is R2.
4:27There they've both applications came in simultaneously.
4:31Uh we do have an ordinance that requires that the zoning be consistent with the general plan.
4:36So first step is is to uh address the general plan, which this is uh I just drew this to give you an idea of what her end goal is.
4:45Like I said, there's two homes on this one parcel, and and uh she intends to split that so that she can sell one of the parcels or at least have the homes on separate parcels for ownership.
5:00The R2 zone has a minimum lot size of 10,000 square feet, lot width of 85.
5:04Uh we believe that something similar to this will would meet the R2 setback.
5:08The A1 zone, however, has a minimum lot size of a half acre.
5:12So that's why she just couldn't do it in the current zoning.
5:16Uh here's a street view.
5:19They've they've both they're both uh older homes, been here for a long time.
5:23And you can see kind of in red what an anticipated um subdivision, which would be a separate application tonight.
5:31We're not dealing with the subdivision, uh, but that would be in the future.
5:37And like I said, there's two applications, but we uh and both of them are the planning commission is acting as a recommending body to city council.
5:47So our our job here tonight is to hold a public hearing and forward a recommendation to city council.
5:54So options are of course recommendation to approve, recommendation to deny, uh conditional recommendations or uh table.
6:06Uh so with that, I think that's everything.

6:49Yeah, I mean, I'd almost want to make uh a bigger recommendation on the general plan to.
6:54I mean, if we're not planning any, we don't think we're gonna be any commercial on that south side.
6:59Why don't we just amend that plan for that entire south side to go back to to go to residential?
7:05You could recommend that recommend that the the general plan document is intended to paint with a little bit broader brush uh zoning.
7:14We like to follow property lines.
7:17Uh but yeah, it's uh it's a city guiding document.
7:22If we wanted to recommend that and it made set better sense, the the landowners aren't aware of that, but doesn't necessarily change anything that they can do with their current yeah, it doesn't affect anything with the properties, but I mean I think just having that cutout just looks weird in the general plan, honestly.
7:38I mean, then as a as a follow-up to it, because our city boundaries is kind of splitting the lot anyway.
7:46Is that there the lots there are do not have access to the roadway?
7:53And the big piece he's mentioning is outside of Syracuse City, right?
7:57And so I mean, they're not gonna have access from the freeway, and so can we clean that up where because it's the same owner, if they're going through this process, and we get the city line drawn so that there's not that little triangle, and that then the property lines are talking about annexing the rest of that property.
8:21Well, if that's uh I guess would be the the process because that's you know it's there is a process to to uh change the city boundary.
8:31It's not uh necessarily an easy process, but yeah, there's an annexation petition.
8:37Uh and I know that we've spoken with the landowner about that, potentially doing it in the future.
8:43Um, and then of course, general plan, we we plan ahead for land that we think will be in the city in the future, even though it's currently in the county.
8:56So we don't have any zoning authority over it currently, but we could master plan or we the city the planning commissioner, the city generally doesn't initiate uh annexations, but it could be a recommendation for sure.
9:12Also, just to add in terms of process, so we you could recommend that the city council, excuse me.
9:20Recommend the city council uh investigate the possibility of changes in general plan on a larger scale.
9:25Um if we wanted to actually change the plan there, we there is a public notice process, and we would have to bring it back to a public hearing for those additional properties.
9:33Um which we can definitely do.
9:35But I just uh uh in working with the applicant, um, I wouldn't want to hold up this particular application in terms of that.
9:43So if we wanted to do that, I'd I'd pursue that as a separate item.
9:46And I agree with that.
9:49I do have one quick question, Noah.
9:51The um the uh general plan.
9:55We're talking, and I'm using talking about the map piece that you've got right there.
10:00The part nope, back up that core that triangle piece that's uh part of the county, that's part of that uh general plan commercial right now, right?
10:12All right, well, just focusing on the the item and matter at hand tonight.
10:18Um again, I don't really see any problems unless anybody has any other concerns specifically with this item.
10:23But yeah, those two 190 and 189.
10:29And so I mean, I guess the only the argument would be that if we did go through and could include that point one nine, then it would not need to be an R2.
10:41Because then the plot the lot larger.
10:44Yeah, given the lot dimensions, and we've measured this out several times.
10:49The R2 is the the largest zone that they could go to to be able to split it and still have one acre, right?
10:57If you added the point zero four seven, the point sixty one, and the point one nine.
11:02Well the size the three of those together would be split into two that would match an R1.
11:07The the challenge though is the lot width.
11:10So R1 has a hundred foot lot width, and if you do that, the the existing buildings don't meet the setbacks.
11:16So that extra 15 feet gives them enough wiggle room to be able to comply with the code.

13:55So at the roundabout there, this property is kind of a long L-shape, sort of.
14:01Um but uh several commercial lots are going to be building two new public roads with access to the property in here.
14:10Um, and there's a standalone parcel here on the corner that'll be part of a different development plan.
14:16So um what is proposed?
14:20They also have a couple of internal roadway areas.
14:24Um, they don't have necessarily the roads shown on the plat, but they do have these cross-access easements which allow for these these uh either roadways or could just be cross-access through um parking lots, things like that.
14:37So all of the lots in here do have access.
14:42Um let's see back up.
14:47So per the previous approval of the preliminary plat, which uh includes all of this.
14:52Uh they just had to go through preliminary and final because the number of lots, but uh there was the distance requirement there for trail side drive and then the next row to the south here.
15:04Um so just reminding the commission that was that was approved as part of the preliminary plat.
15:09Everything that's shown here uh matches what was approved.
15:13So um all of staff comments have been addressed, and we'd recommend this be approved.

20:38Uh and then we've also received an application from Leisure Villas uh to rezone property on about 2300 West and Antelope.
20:47So they want to do uh our light commercial zone.
20:50Um we also have a uh a property that the school district has recently uh either put under contract or sold, it's on uh 2000 west.
21:02And uh let's see nine the 963 south.
21:06You know where like Utah Onions is, it's that property to the east, it's a large farm field over there.
21:10Uh they want to rezone that to do residential development, uh single family.
21:15Other than that, we have uh just a couple of small things going on.
21:19We've received some site plan applications within that.
21:22Uh what the I keep mixing them up.
21:25It's Westlake Landing uh subdivision.
21:28So those will be a couple of buildings, depending on how that goes, those might be on the second, but that will might be cutting it close.
21:34Um otherwise, as far as the schedule goes for the rest of the year, we do we're still planning on having a meeting on the 16th of December.
21:42So uh for those of you who have holiday plans, things coming up.

23:40We don't want to spend too much time working on something if the city council doesn't really have interest, but absolutely nudge nudge sounds like I can discuss that with the other council members and see if they like consider it.
23:55Uh, real quick, does everybody on the commission kind of agree with that for the most part that we want to I think I'd like to learn more information about the impact area and potential city plans, but I think it's worth looking into okay.

24:11And is that whole parcel owned by the same property owner?
24:15No, I think there's three property owners.
24:17Yeah, that's gonna complicate things.
24:20So well, we're just we're just amending the general plan.
