Add address, blah blah blah.

0:01

Just read it verbatim from there.

0:03

Unless there's any addendum or anything.

0:05

Right.

0:06

But they they only list that once the one of the item, right?

0:09

They don't want to repeat it for each item on your gender.

0:13

Well, what I mean is I I literally just go off of the front page.

0:16

Right.

0:16

I don't I don't use sometimes they'll put in like verbiage to use.

0:21

Um, and that's not always there, but it is sometimes.

0:24

Um, but I'll generally just go there.

0:25

Good to go.

0:26

Good to go.

0:27

All right.

0:28

We will bring the uh Syracuse Planning Commission meeting of November 4th, 2025 to order.

0:33

Uh we will um excuse Commissioner Nielsen.

0:37

He has called out and uh is away on family emergency.

0:40

The invocation will be uh given by our vice chair Neil Garner, and then the budget of allegiance will be led by me.

0:53

Our beloved heavenly father, we ask you to watch over us as we discuss the needs of this beautiful city of Syracuse.

1:00

And Father, we're grateful for the opportunity that is given to us, and we understand the responsibility we have to those to do those things which are in the best interests of all those we serve.

1:12

And Father, we're grateful for all that we have in the name of Jesus Christ, amen.

1:16

Please rise.

1:26

And to the Republic for which advance one nation under God indivisible with liberty and all right, thank you.

1:40

All right.

1:41

Uh we will uh need an adoption of the meeting agenda, which has been posted in accordance with state law.

1:48

Move to adopt it, we have a uh motion, a second, second.

1:52

All in favor?

1:53

I need post.

1:56

Okay.

1:56

Uh meeting minutes uh to adopt the meetings for our meeting and work session for October 21st, 2025.

2:04

Need a motion to adopt those.

2:07

Chair, I've reviewed those minutes and didn't find any changes and move that those meeting minutes be adopted.

2:12

We have a motion.

2:12

Do we have a second?

2:14

Second.

2:14

All in favor?

2:16

Aye.

2:17

Any opposed?

2:18

Okay.

2:19

All right.

2:20

We will move to the public comment.

2:21

This is an opportunity for the public to address the planning commission regarding items that are not scheduled for a public hearing on this agenda tonight.

2:28

If you have comments that you would like to address to the planning commission, this is your opportunity to do so.

2:33

And we would ask that you limit your comments to three minutes or less.

2:40

Seeing none, we will close public comment.

2:42

We will move to the public hearing for the general plan amendment for Mabel Murray Ross as a general plan for the side of that.

2:53

Okay, I have the staff report.

2:55

We've received an application for a general plan amendment.

2:59

Let me show you the map, give you an idea of the location.

3:02

It's at the intersection of Gentile and Bluff Road.

3:08

There is a parcel that has uh two homes on it, and then there's uh a remnant parcel, and then she does own one additional parcel that's not part of this application because it is outside of the current city boundaries.

3:24

So we're just talking about uh 0190 and 0189.

3:31

If you uh look at the uh existing general plan, it calls for commercial, and the reason why if I remember right, the reason why it it calls for commercial is because um it's at the intersection of two collector roads, and I do think that there will be commercial here, maybe on the other side of the road.

3:57

Um, but they're anticipating that because of those two existing homes are there, they they anticipate that that will just kind of stay residential uh for the foreseeable future.

4:09

So you can see the proposed general plan is to leave it as single family instead of commercial.

4:18

Um the existing zoning um is A1 and their proposed zoning uh is R2.

4:27

There they've both applications came in simultaneously.

4:31

Uh we do have an ordinance that requires that the zoning be consistent with the general plan.

4:36

So first step is is to uh address the general plan, which this is uh I just drew this to give you an idea of what her end goal is.

4:45

Like I said, there's two homes on this one parcel, and and uh she intends to split that so that she can sell one of the parcels or at least have the homes on separate parcels for ownership.

5:00

The R2 zone has a minimum lot size of 10,000 square feet, lot width of 85.

5:04

Uh we believe that something similar to this will would meet the R2 setback.

5:08

The A1 zone, however, has a minimum lot size of a half acre.

5:12

So that's why she just couldn't do it in the current zoning.

5:16

Uh here's a street view.

5:18

See the two homes.

5:19

They've they've both they're both uh older homes, been here for a long time.

5:23

And you can see kind of in red what an anticipated um subdivision, which would be a separate application tonight.

5:31

We're not dealing with the subdivision, uh, but that would be in the future.

5:37

And like I said, there's two applications, but we uh and both of them are the planning commission is acting as a recommending body to city council.

5:47

So our our job here tonight is to hold a public hearing and forward a recommendation to city council.

5:54

So options are of course recommendation to approve, recommendation to deny, uh conditional recommendations or uh table.

6:06

Uh so with that, I think that's everything.

6:09

I'll open up for for questions and pass it back to you, Mr.

6:12

Chair.

6:13

Cool.

6:14

Um, this item is open for public hearing.

6:17

So let's go ahead and open that up.

6:21

Um as the public comment section for everyone.

6:25

If you have comments, we would ask that you uh address them for this item specifically and keep them to three minutes or less.

6:34

Is there anybody online?

6:37

Cool.

6:37

All right.

6:38

We'll go ahead and close public hearing then.

6:41

All right.

6:42

Um commission.

6:47

This looks straightforward to me.

6:49

Yeah, I mean, I'd almost want to make uh a bigger recommendation on the general plan to.

6:54

I mean, if we're not planning any, we don't think we're gonna be any commercial on that south side.

6:59

Why don't we just amend that plan for that entire south side to go back to to go to residential?

7:05

You could recommend that recommend that the the general plan document is intended to paint with a little bit broader brush uh zoning.

7:14

We like to follow property lines.

7:17

Uh but yeah, it's uh it's a city guiding document.

7:22

If we wanted to recommend that and it made set better sense, the the landowners aren't aware of that, but doesn't necessarily change anything that they can do with their current yeah, it doesn't affect anything with the properties, but I mean I think just having that cutout just looks weird in the general plan, honestly.

7:38

I mean, then as a as a follow-up to it, because our city boundaries is kind of splitting the lot anyway.

7:46

Is that there the lots there are do not have access to the roadway?

7:53

And the big piece he's mentioning is outside of Syracuse City, right?

7:57

And so I mean, they're not gonna have access from the freeway, and so can we clean that up where because it's the same owner, if they're going through this process, and we get the city line drawn so that there's not that little triangle, and that then the property lines are talking about annexing the rest of that property.

8:21

Well, if that's uh I guess would be the the process because that's you know it's there is a process to to uh change the city boundary.

8:31

It's not uh necessarily an easy process, but yeah, there's an annexation petition.

8:37

Uh and I know that we've spoken with the landowner about that, potentially doing it in the future.

8:43

Um, and then of course, general plan, we we plan ahead for land that we think will be in the city in the future, even though it's currently in the county.

8:56

So we don't have any zoning authority over it currently, but we could master plan or we the city the planning commissioner, the city generally doesn't initiate uh annexations, but it could be a recommendation for sure.

9:12

Also, just to add in terms of process, so we you could recommend that the city council, excuse me.

9:20

Recommend the city council uh investigate the possibility of changes in general plan on a larger scale.

9:25

Um if we wanted to actually change the plan there, we there is a public notice process, and we would have to bring it back to a public hearing for those additional properties.

9:33

Um which we can definitely do.

9:35

But I just uh uh in working with the applicant, um, I wouldn't want to hold up this particular application in terms of that.

9:43

So if we wanted to do that, I'd I'd pursue that as a separate item.

9:46

And I agree with that.

9:47

Yeah.

9:49

I do have one quick question, Noah.

9:51

The um the uh general plan.

9:55

We're talking, and I'm using talking about the map piece that you've got right there.

10:00

The part nope, back up that core that triangle piece that's uh part of the county, that's part of that uh general plan commercial right now, right?

10:09

Yes, okay, yeah.

10:12

All right, well, just focusing on the the item and matter at hand tonight.

10:18

Um again, I don't really see any problems unless anybody has any other concerns specifically with this item.

10:23

But yeah, those two 190 and 189.

10:29

And so I mean, I guess the only the argument would be that if we did go through and could include that point one nine, then it would not need to be an R2.

10:38

It could be an R1.

10:41

Because then the plot the lot larger.

10:44

Yeah, given the lot dimensions, and we've measured this out several times.

10:49

The R2 is the the largest zone that they could go to to be able to split it and still have one acre, right?

10:57

If you added the point zero four seven, the point sixty one, and the point one nine.

11:02

Well the size the three of those together would be split into two that would match an R1.

11:07

Right.

11:07

The the challenge though is the lot width.

11:10

So R1 has a hundred foot lot width, and if you do that, the the existing buildings don't meet the setbacks.

11:16

So that extra 15 feet gives them enough wiggle room to be able to comply with the code.

11:22

Yeah, that if there are no other questions, we can take a motion for this item.

11:34

Yeah, I can make a motion.

11:36

Um I move that the council recommend to I recommend the commission recommend to the city council um to amend the general plan for the property uh at approximately 741 west, 3700 south.

11:53

Um purpose approximately 0.668 acres from a commercial to low density residential.

12:01

Okay, thank you, Commissioner Anderson.

12:03

We have a motion, we have a second.

12:06

Second all in favor?

12:07

I any opposed.

12:10

All right, moving on to the next item.

12:13

Oh, and that's looks like part two of this.

12:15

Oh yeah.

12:17

Never mind.

12:18

Some reason I thought those were combined.

12:20

Go ahead.

12:20

Sorry.

12:21

Okay.

12:22

Um again, this is also a public hearing.

12:24

Um for the rezone uh for the same property.

12:29

Um as you had mentioned, it's uh currently A1 proposal is to change it to R1.

12:35

So um I feel like you've kind of already covered that.

12:38

Is there anything we need to add for that from the city staff?

12:41

Nothing new.

12:42

Okay.

12:43

Uh same points brought up to everyone on the council or on the commission.

12:49

Okay.

12:49

This is also public hearing.

12:51

Uh keeping accordance with everything.

12:53

We'll open up public hearing for this item as well.

12:56

And we'll close public hearing.

12:58

All right.

12:59

If there are no other uh items that need to be addressed, then we'll take a motion for this as well.

13:06

Sure.

13:06

I'll make a motion that we re propose to the city council a rezone of property currently zoned, A1 located at 741 West, 3700 South, on approximately 0.66 acres.

13:19

Proposed zone designation is our one.

13:21

Thank you, Commissioner Garner.

13:22

We have a motion.

13:23

Do we have a second?

13:24

Second.

13:25

All in favor?

13:27

Aye.

13:27

Aye.

13:28

Any opposed?

13:29

Motion passes.

13:31

All right.

13:31

Option to on to item number six.

13:34

Uh discussion for motion for the final plot.

13:42

All right.

13:43

So this plot uh, and we've talked about it for a few weeks in upcoming items.

13:49

Uh this is a commercial plat that is on the corner of 2700 south and uh 2000 west.

13:55

So at the roundabout there, this property is kind of a long L-shape, sort of.

14:01

Um but uh several commercial lots are going to be building two new public roads with access to the property in here.

14:10

Um, and there's a standalone parcel here on the corner that'll be part of a different development plan.

14:16

So um what is proposed?

14:20

They also have a couple of internal roadway areas.

14:24

Um, they don't have necessarily the roads shown on the plat, but they do have these cross-access easements which allow for these these uh either roadways or could just be cross-access through um parking lots, things like that.

14:37

So all of the lots in here do have access.

14:42

Um let's see back up.

14:47

So per the previous approval of the preliminary plat, which uh includes all of this.

14:52

Uh they just had to go through preliminary and final because the number of lots, but uh there was the distance requirement there for trail side drive and then the next row to the south here.

15:04

Um so just reminding the commission that was that was approved as part of the preliminary plat.

15:09

Everything that's shown here uh matches what was approved.

15:13

So um all of staff comments have been addressed, and we'd recommend this be approved.

15:21

Awesome.

15:22

All right, this is a discussion for commission here tonight.

15:27

So we'll bring it over to the commission.

15:31

Comments is not an open uh hearing.

15:33

This is not a public hearing.

15:38

Because it's just a final thought.

15:41

So yeah, there was that document that was saying there was unresolved comments in the previous middle, those are resolved in this up to this middle.

15:48

Yeah, I didn't have an updated review from fire.

15:52

Um, but his his comments have been reviewed or met our fire marshal.

15:56

I just included the review that I had.

15:58

Yeah, got the thumb up comp thumbs up from the fire marshal.

16:02

So we're good.

16:04

All right.

16:04

Um, if there are no other comments from us, we can take a motion.

16:09

Petitioner here.

16:12

Okay.

16:13

I'll make a motion that we approve.

16:15

I move the planning commission approve the request of Charles Osman for a final plaque called West Lake Landing, located at 2200 west, 2700 south, containing 13.64 acres in the GC zone.

16:29

All right, thank you, Commissioner Garner.

16:31

We have a motion.

16:31

Do we have a second?

16:33

Second.

16:34

All in favor?

16:36

Any opposed motion passes.

16:40

Next item, discussion motion for another final plot for ovation homes.

16:48

All right, this one's very straightforward.

16:50

Um, just another phase of this subdivision, uh, very similar to what's been going on already out there.

16:58

Uh this one's actually just all town homes in this phase.

17:02

Let me go down here a little bit.

17:06

So the addressing has been provided.

17:08

They will be putting that on the uh the new plat or the the mylar when they print it off.

17:13

So just know that where it doesn't show addressing here, the addressing is done.

17:17

Everything's ready to go.

17:18

Um, we just need to actually print it on the plat when they print the mylar out.

17:22

So um we all the staff comments have been addressed.

17:26

This one's pretty pretty straightforward in terms of uh what's been shown more of the same.

17:32

So if you've been down there, uh the attached town homes are just single family uh patio homes or not single family, single level patio homes uh they're attached.

17:41

So um, this one will also be if I can zoom out a little bit, should be the second to last phase.

17:49

So we're gonna get one more here, and that will complete this subdivision.

17:52

So um where the staff comments have been addressed, and we have everything ready to go.

17:58

We would recommend approval of this one as well.

18:01

Fantastic.

18:02

Bring it up to the commission.

18:06

Comments, questions, concerns.

18:10

Then we'll take a motion.

18:12

I'll make a motion, Commissioner.

18:13

Thank you.

18:14

I move the planning commission to approve the request of ovation homes for a final plat called Sadies Glen, phase four, located at 2650 west, 2495 south, containing 5.048 acres in the PRD zone.

18:29

Thank you.

18:29

We have a motion.

18:30

Do we have a second?

18:32

Second, all in favor?

18:34

Aye, any opposed motion passes.

18:38

We will take a motion to adjourn to work session.

18:42

Motion to adjourn.

18:43

All in favor, aye, aye.

18:46

Any opposed.

18:48

All right, we're in work session.

18:50

Starting off with department and business, city council liaison.

18:53

I don't have any other things for you tonight.

18:55

Thank you, Councilman Watson.

18:57

Our city attorney is still.

19:08

All right, sounds good.

19:09

Um discussion items, uh, upcoming agenda items.

19:15

All right.

19:16

So we actually have a fairly busy meeting potentially next time.

19:20

So again, reminder, uh, our our regular meeting that would have been uh on the 18th has been uh taken by the city council.

19:28

So just with the cancellations that they have coming up for the holidays, they needed some extra time.

19:33

So the next time we will see you is on the 2nd of December.

19:38

Uh so currently uh the subdivision just to the south of that Westlake Landing commercial subdivision, the residential one.

19:45

Uh, we're looking at that uh for this for the second.

19:50

We also have Legacy Park Estates uh over off of 1000 west, about 2300 south.

20:17

So they're looking at selling that uh to a buyer.

20:20

So that one's that one's really pretty basic.

20:24

But uh there we go.

20:28

We also uh have the site plan for 7 Eleven.

20:31

I guess provided we don't run into any issues between now and then that should be on the second as well.

20:38

Uh and then we've also received an application from Leisure Villas uh to rezone property on about 2300 West and Antelope.

20:47

So they want to do uh our light commercial zone.

20:50

Um we also have a uh a property that the school district has recently uh either put under contract or sold, it's on uh 2000 west.

21:02

And uh let's see nine the 963 south.

21:06

You know where like Utah Onions is, it's that property to the east, it's a large farm field over there.

21:10

Uh they want to rezone that to do residential development, uh single family.

21:15

Other than that, we have uh just a couple of small things going on.

21:19

We've received some site plan applications within that.

21:22

Uh what the I keep mixing them up.

21:25

It's Westlake Landing uh subdivision.

21:28

So those will be a couple of buildings, depending on how that goes, those might be on the second, but that will might be cutting it close.

21:34

Um otherwise, as far as the schedule goes for the rest of the year, we do we're still planning on having a meeting on the 16th of December.

21:42

So uh for those of you who have holiday plans, things coming up.

21:47

Uh, if you could let us know as soon as you're able, just to make sure we have a quorum for that meeting.

21:52

If we don't, we'll we'll cancel if we need to, but like a little heads up if you have it.

21:57

Um, and then we'll also be looking on the second, just in case that 16th meeting gets canceled.

22:03

Uh, looking at uh approving the agenda for next year as far as meetings, what we'll be planning on.

22:10

That's all we have.

22:12

Sounds good.

22:13

Commissioner reports.

22:16

Uh question about that 2300 Western Antelope.

22:19

Is that on the north or the south side?

22:21

Uh the south side.

22:23

South side.

22:24

That's in that uh that got tore up from you dot doing all their stuff, right?

22:30

Uh yeah, I believe it was a UDOT surplus property, and then the property's been tied up with the lawsuit, and it's been resolved now, and so we're proceeding.

22:40

It's the largest one, right?

22:42

Is this large one right here off the Walmart?

22:44

Yeah, yeah, that'll be good to see that.

22:47

Uh yeah, okay, put something in there.

22:51

And there's still nothing on the corner of 2000 in Antelope on that one.

22:56

All right.

22:57

Uh, there was a pumpkin place.

23:02

Yeah, we'll just stand in July.

23:04

Come on.

23:05

Christmas tree.

23:06

Yeah.

23:06

Don't forget the Christmas trees.

23:09

Okay.

23:10

All right.

23:10

Uh, kosher reports.

23:12

Anyone else?

23:12

No.

23:13

I like that uh revisit, like proposing to uh council to rezone or remain that general plan for the entire thing.

23:21

So I think that would be so something that we could do here now, or do we need to know we can we can talk about it?

23:30

Um we we may want our planning commission liaison to run it up the flagpole and see if we can get the nod.

23:40

We don't want to spend too much time working on something if the city council doesn't really have interest, but absolutely nudge nudge sounds like I can discuss that with the other council members and see if they like consider it.

23:54

Okay.

23:55

Uh, real quick, does everybody on the commission kind of agree with that for the most part that we want to I think I'd like to learn more information about the impact area and potential city plans, but I think it's worth looking into okay.

24:08

All right.

24:09

Then yes, if you could give the knob.

24:11

And is that whole parcel owned by the same property owner?

24:15

No, I think there's three property owners.

24:17

Okay.

24:17

Yeah, that's gonna complicate things.

24:20

So well, we're just we're just amending the general plan.

24:23

It doesn't matter what anybody else says.

24:26

And it's that land to the on the south side.

24:29

Is that why we're gonna say nature conservancy conservative?

24:34

Yeah, so there'd be no reason to go beyond the freeway.

24:40

It would just be that no.

24:44

Okay.

24:46

I do have a question.

24:47

Uh, when will we hear with the results for the election?

24:50

Will that be posted publicly tomorrow or what can we expect?

24:54

So you can track the written the election results on the Davis County website.

24:58

Oh, okay.

25:00

Uh Davis County elections.

25:01

Syracuse Planning Commission Meeting - November 4, 2025

The Syracuse Planning Commission convened on November 4, 2025, with Vice Chair Neil Garner presiding in place of Commissioner Nielsen, who was absent due to a family emergency. The meeting focused on public hearings for land use changes regarding a private residence and the approval of final plats for two commercial and residential developments. Following the public hearings and discussion of administrative items, the commission moved to a work session to review upcoming agenda items and logistical planning for December meetings.

Consent Calendar

  • Adopted the meeting agenda for November 4, 2025, by unanimous vote.
  • Adopted the minutes from the October 21, 2025, meeting and work session without change.

Public Comments & Testimony

  • Public Comment: No members of the public requested to speak during the general public comment period.
  • Public Hearings: No members of the public spoke during the public hearings for the General Plan Amendment and Rezoning at 741 West 3700 South; the hearing was opened and closed without testimony.

Discussion Items

  • General Plan Amendment (741 West 3700 South): Staff reported an application to amend the General Plan from commercial to low-density residential for parcels 0190 and 0189 to facilitate a lot split. Commissioner Anderson expressed a desire to consider a broader amendment to revert the entire south side of the area to residential to align with the lack of commercial planning, noting the current commercial designation looked "weird" in the document. Staff clarified that a broader amendment would require a separate public process and could delay the current applicant. The commission decided to move forward only with the specific application for the two parcels.
  • Rezoning (741 West 3700 South): Staff recommended re-zoning from A1 to R2 to accommodate a minimum lot width that allows for property subdivision while meeting setbacks, as R1 zoning would not provide sufficient width for existing structures. Commissioner Anderson moved to recommend the rezone to the City Council.
  • Final Plat - West Lake Landing: Staff recommended approval for Charles Osman's commercial plat at 2200 West and 2700 South. Staff confirmed all previous comments, including those from the Fire Marshal, were resolved. Commissioner Garner noted the plat matches the approved preliminary details.
  • Final Plat - Sadies Glen (Phase 4): Staff recommended approval for Ovation Homes' final plat at 2650 West and 2495 South, consisting of attached single-level patio townhomes. Staff noted this is the second-to-last phase, with one more phase remaining to complete the subdivision.

Key Outcomes

  • General Plan Amendment: Approved. The commission recommended the City Council amend the General Plan for approximately 0.668 acres at 741 West 3700 South from commercial to low-density residential (Vote: Unanimous).
  • Rezoning: Approved. The commission recommended the City Council rezone the property from A1 to R1 (Note: Transcript text varied between R1 and R2, but the motion explicitly stated "R1") at 741 West 3700 South (Vote: Unanimous).
  • Final Plat (West Lake Landing): Approved. The commission recommended approval of the 13.64-acre commercial plat in the GC zone (Vote: Unanimous).
  • Final Plat (Sadies Glen): Approved. The commission recommended approval of the 5.048-acre subdivision (Phase 4) in the PRD zone (Vote: Unanimous).
  • Administrative: Commission agreed to investigate a potential broader General Plan amendment for the surrounding south-side area by discussing it with City Council liaisons. Next regular meeting scheduled for December 2, 2025; next agenda for next year to be reviewed on December 2 if the December 16 meeting is cancelled.
  • Adjournment: Meeting adjourned to work session and subsequently to a final adjournment.
