Speaker 2

0:50

Thank you.

0:50

I just wanted to share a quick story.

0:52

Um I recently had the privilege of being sworn into the Utah Bar, and at my swearing-in ceremony, um, one of the justices who spoke focused a lot of his of his speech on treating others with kindness and respect, specifically those who are our adversaries.

1:07

Um he said the biggest mistake that an attorney can make is equating the terms adversary and enemy, because they are very different and should be treated as such.

1:17

Um I think this is a especially important during this, you know, during election cycles, and it's very easy to get um heated over over decisions over things with those who disagree with us, but um that kindness and respect can go a long way.

1:33

Um he shared an example that is a pretty extreme example, but I think it paints a picture nonetheless.

1:40

He was in Bogota, Colombia, um, training the legal officials there as Columbia is um reforming their legal processes.

1:51

And he met with a man named Hairo, and Hairo was a legal official down there who was tasked with meeting with cartels who had taken over gold mining towns in the country, and they had become so influential that they actually have meetings with the actual elected officials and government officials.

2:09

Um he had met with this specific group of cartel members who were over this town several occasions, and he knew them quite well.

2:17

Um, and he'd always been very kind and very respectful to them, even though they posed a great threat to his country that he served.

2:24

Um, and he had that reputation of always being kind and respectful.

2:28

Um night before a meeting with them, he got a phone call from an anonymous number, and a voice on the other line simply said, do not go to the meeting tomorrow.

2:40

And he very wisely listened to that advice, and he did not go.

2:45

And he later learned that he was set to be assassinated at that meeting.

2:49

But because of his kindness, one of those cartel members risked their life to warn him and to tell him not to come.

2:56

And again, this is a very extreme example that I'm sure many of us will never experience, but it just paints that picture of just how important it is to show kind and kindness and respect to those who might disagree with us on any issue, and I think that would go a long way.

Syracuse City Planning Commission Meeting - November 4, 2026

The Syracuse City Planning Commission met on November 4, 2026, to conduct a regular meeting. The agenda included public hearings on a minor subdivision, a zoning amendment, and a conditional use permit for a home-based preschool. All items were approved or recommended for approval by the commission.

Consent Calendar

  • Approval of Minutes (October 6, 2026): The commission unanimously approved the regular meeting and work session minutes from October 6, 2026. (Motion by Commissioner Nelson, seconded, all in favor.)

Public Comments & Testimony

  • No members of the public provided comments on items not scheduled for a public hearing.

Public Hearing: Minor Subdivision – Murray Moss Estates

  • Request: Mabel Murray Moss applied for a minor subdivision to create two lots on 0.67 acres at 741 West 3700 South in the R2 zone. The property currently contains a house and an accessory dwelling; the subdivision would split the parcel so each home is on its own lot.
  • Staff Presentation: Planner Royce Davies (via video) explained that the plat combines preliminary and final stages (fewer than 10 lots). A portion of the property (Parcel A) will be dedicated to the city for future roadway (Bluff Road extension). A no-access line was placed near the roundabout for traffic safety.
  • Commission Questions: Commissioner Garner noted the general plan designates the area as commercial. Staff explained that the city council kept the commercial designation for future viability, but the existing residential use is grandfathered. The applicant was present but had a brief question about an email (apparently spam). No public testimony was offered.
  • Outcome: Motion to approve the minor plat (Murray Moss Estates) as presented. (Motion by Commissioner Nelson, seconded by Commissioner [unknown], unanimously approved.)

Public Hearing: Zoning Amendment – Michael Hampton

  • Request: Michael Hampton sought rezoning of 0.41 acres at 1782 West 1700 South from A1 (Agricultural) to Light Commercial. The property is an old house; the applicant plans to eventually develop a commercial business.
  • Staff Presentation: The general plan designates the area as commercial. Light Commercial zoning allows uses more consistent with the clientele and limits height to one story (the existing structure is two stories, becoming nonconforming in height). Access and coordination with UDOT will be handled during site plan review.
  • Commission Questions: Commissioner Garner asked about access and height. Staff confirmed that the existing driveway can likely be retained and that the two-story structure would be a nonconforming element.
  • Outcome: The commission voted to recommend approval of the rezoning to the city council. (Motion by [Commissioner], seconded, unanimously approved.)

Public Hearing: Conditional Use Permit – Tiny Quest Adventure Preschool

  • Request: Cressy Mies applied for a major home occupation conditional use permit to operate an in-home preschool at 2650 South 2000 West in the R2 zone. Maximum capacity is eight children per class, with drop-off at 9:00 AM and pickup at noon.
  • Staff Presentation: Staff reviewed the applicant's drop-off/pickup diagram. The main concern is safe drop-off/pickup on a busy road. The applicant participated online due to audio issues, eventually being heard.
  • Commission Discussion: Commissioner Garner expressed safety concerns about cars backing out of the driveway, creating potential blind spots. The applicant suggested alternative parking on the street or using the back driveway (off a quieter road). Commissioners discussed adding a visual warning sign or having an employee direct traffic during drop-off/pickup. The applicant was open to these measures.
  • Outcome: Motion to approve the conditional use permit with a strong recommendation that the applicant implement a visual warning (e.g., sign or cones) or have an employee present during drop-off/pickup times for added safety. (Motion by Commissioner Baker, seconded, unanimously approved.)

Work Session / Future Agenda Items

  • Staff (Noah) provided updates on upcoming planning commission items: Craig Estates plat amendment, site plans for Laundry Loft, a home conversion on Antelope, Syracuse car wash remodel, Park View Phase 4 amended plat, an appeal of a minor conditional use permit (private park), Dutch Bros second lot, Chick-fil-A site plan, Holiday Oil, Rocky Mountain Tumbling/Premier Dance/Rocky Mountain Wellness, and SimCity building on Trollside Drive. These items are expected in the coming months.
  • Commission reports: No additional reports.
  • Adjournment: The meeting was adjourned by unanimous consent.

Key Outcomes

  • Approved: Minor subdivision (Murray Moss Estates) – unanimously approved.
  • Recommended to City Council: Rezoning to Light Commercial for 1782 West 1700 South – unanimously recommended.
  • Approved: Conditional use permit for Tiny Quest Adventure Preschool – approved with a safety recommendation.
  • Consent Calendar: Meeting minutes from October 6, 2026, approved.
