Please join me in listening to the land acknowledgement and flag salute led by Councilmember Hines, followed by a moment of silence in honor of Dave Lane.

Dave Lane served the City of Tacoma with unwavering dedication, both as a police officer for over 30 years and as a valued member of the city's City of Tacoma's police officers pension and disability board for more than two decades.

From 2003 to 2025, he was elected and re-elected seven times by his peers, active and retired officers, because of the trust, integrity, and expertise he brought to the works, supporting those who serve.

Lieutenant Lane exemplified what it means to be a public servant, bringing compassion, knowledge, and leadership to everything he did.

Tonight we honor his service and his lifelong commitment to the city of Tacoma and its public safety professionals, to his family, to his friends, to those who knew him, to those who had an opportunity to work with him.

I want to say that this city council, along with the residents of Tacoma, extend our deepest sympathies to all of you.

I personally will miss seeing him on the screen every month in that police pension board meeting.

Moving on to proclamations, recognition, presentations, and announcements, we have three ceremonials tonight.

For the National Public Works Week proclamation, I would like to invite Ray Bailey, Division Manager of Public Works, to the podium as I read this proclamation.

And I would like all of our public works staff to please stand.

They're blending in.

All right.

Whereas, actually, public works staff, will you all come down and surround Ray?

You guys are you guys aren't on TV very often, and you are the Unsung heroes who are behind our public works department.

And I want the community to see your faces this evening.

Whereas the efforts of the employees of Public Works, Planning and Development Services, and Environmental Services Departments is ever present.

And whereas they work in the background to advance quality of life for all, I didn't see that on there before I said that.

Whereas meeting the needs of people is what gives these departments their sense of purpose.

And whereas these employers are always there when people need them, whether responding to outages, sewer backups, and flooding, providing regular waste pickup, permitting and inspections, or performing emergency street repairs and making the roads and sidewalks passable after a winter weather event.

And whereas this year's themes, people, purpose, and presence highlights how these employees make our community safer, more vibrant, and a better place to live.

And whereas 2025 marks the 65th National Public Works Week sponsored by the American Public Works Association.

Now, therefore, I, Victoria R.

Woodards, mayor of the City of Tacoma, on behalf of the City Council, do hereby proclaim May 18th through the 24th, 2025 as National Public Works Week in the City of Tacoma, and extend our deepest appreciations for the contributions which Public Works, Planning and Development Services, and Environmental Services Department employees make every single day in support of the health, safety, comfort, and quality of life in our communities.

Mayor Woodards, members of the City Council, my name is Ray Bailey, and I am the division manager of street operations of the Public Works Department.

On behalf of the department and the employees in Orange and Yellow Vests surrounding me here, I want to thank you for the proclamation and for recognizing our dedicated public work staff in the great work they do every day for our community.

This year's public works theme, as you said, is people, purpose, and presence.

This theme highlights the three ideals the department lives by and adheres to every day.
