Um, I wanted to.

I I have already fit um furnished or submitted written um statements on this two nine zero seven five ordinance.

Hello.

But I also wanted to um certainly express the frustration with which the pace of some of these updates and sub-area plans have gone, which has included um a very much of a delay from the time that residents are first involved to the very end.

When things have drastically changed as it has with this ordinance coming up.

I feel sorry for anybody who is living near the port at this point in time because I do not see this as a positive place to live with the environment.

Give the amount of industry, commercial uses, et cetera, that are planned for this area, with very little area devoted to anything environmentally based.

It is a shame that not more.

We couldn't see more in the way of green space or other uses for this area of the tide flats.

And I feel that we also need to remember that this area is also supposed to be known for um the Northwest known for recreation and other tourism-related events, which will not be as much fun for anybody visiting the area, given what's proposed in the future for the industry in this area.

So I do not agree with approval of this um tight flat sub-area plan.

And really, the planning department needs to move the show along on a quicker road with these subplant areas plans.

I'll speak into the EMS levy.

Uh it's a tax.

Uh nine million dollars annually.

And that's directly related to the homeless issue, because that really taxes the EMS services for calls, repeat calls, and and it's related to the encampment issue and everything, and taxes in general.

And I'm opposed to wasting the city funds and your um President, yes, just making problems worse by spreading the people around from the 172 sites.

Um then you're gonna spend money for a low barrier drug use center.

And if you have a low barrier drug use center, you need dealers to supply the drug users.

So your city council would approve that.

That's a bad idea.

And I rather you uh spend the money for a veteran's center shelter instead of a low barrier drug user or center for drug dealers, because there's there's gonna be always some drug dealers within the group there to supply the drugs because they they and you need to take care of business there in the city with all the population partners.

Um a hundred and twenty people that were evicted from this uh thing on 112th street, and only one of them took shelter.

Think about it.

My name is Kit Burns.

I live on Hilltop.

I want to speak on two issues tonight.

First of all, I want to bring to your attention item 25-1004.

Uh, this item actually came before the council less than a month ago, and it said that the property that was being vacated by UW Tacoma for 2.9 million dollars.

And yet this or this item tonight reduces it to 600,000.

So I'd like to know uh what happened to the 2.3 million dollars it appears to have missed.

Now I may have misread that, but there's not sufficient information here um in the agenda for me to figure that out.

So I uh expect it'll be explained tonight.

Um the second thing I want to bring to your attention.

10 years ago, Mayor Strickland did a really fantastic job of going around the community and raising funds.

This is regarding the tax.

She did a great job on street initiative uh one, and I thought it wouldn't pass, but it did.

She went and it was part A and part B, and they both passed.

I thought, well, maybe one might pass, but she got them both to pass.

So 10 years later, here we are with Street Initiative 2.

What I would like to know from the council, and you've got my email.

I'd like to know what the discussion was not to run the streets initiative two again.

As an architect, I worked on school districts, and we'd put the bond issue up, it would fail, we'd run it out again.

Do you know how much this one failed by at the last election?

Everybody on the council should know.

1,600 votes.

This was poorly presented, and it needs a lot more attention.

Mayor, this is one of our last meetings together after 15 years.

It's been a pleasure.

I've been standing up against the Port of Tacoma for nine years now.

You guys want to expand it and do a lot of terrible things out there.

Like that previous caller said, you don't want to live by it.

I can see it out my window.

I live 2.2 miles away from that L and G plant.

I want to know what the city is going to do if there's a Lahar hitting the ported Tacoma.

I want meetings on that.

I want meetings on earthquakes.

We had over 200 earthquakes on Mount Rainier last summer.

What's going to happen if the mountain blows, Mayor?

And the Lahar hits the port of Tacoma and hits that 8 million gallons of L and G.

You guys once told us it's 3.5 mile radius.

That was a lie.

It's 15 miles.

And if you want to know more, I think you should follow me, Mayor.

It's been an honor.

Residents in this city were catalysts in making the sub-area plan happen because we were tired of the polluting and dangerous industry coming into our already overburdened neighborhoods.

So while some of you worked on the sub-area plan process for a few years and mayor seven years, uh I respectfully want to thank many of the other community members who worked on it for over eight years.

Thank you, POLUP Tribe.

Thank you, Yvonne McCarty of the Northeast Neighborhood Council.

Thank you, Aaron Dilworth, for your health impact assessment.

But what um what you have before you, what this particular um uh change is is that council member Rumba and I were able to talk with the University of Washington Tacoma um uh to to be able to partner with them in a way that um they could make the they could both pay for some of the land, but we could also make sure that they're actually able to develop the property into um the park and to the usage that they want to have developed, not just for their campus, but for the city.

Um they have been um an incredible partner.

UWT has been a credible partner um to the city on countless different initiatives and programs, and again, it's not just what they do in the four walls of their campus in providing education, but it's the way that their campus really is an urban-setting campus that reaches out far beyond the four walls of their campus.

Um so to the city is considering this action today to really put a fine point on our continued partnership in and and the work that the university is doing to create a downtown campus core that is vibrant, vibrant, thriving, and colorful, not just again for the students, but for everyone who lives on the campus.

And I hope that you all will join me in supporting this action in support of the immense value that UWT brings to our city.

Normally, when we do projects like this, um even if it's a street vacation, someone would come back to us and ask us for funding to be able to support the project.

Well, everybody knows the budget issue that we're reflecting, which is kit probably exactly why you said why aren't we collecting the full amount?

Well, we also see this as an opportunity as a way that we can participate um in in the cap in this capital project by reducing um the actual amount um that they would have to pay for the street vacations and considering that also our contribution um to their capital campaign and all the work that they will do in the future.

So that is my explanation for the number.

We'll get a short staff presentation um when it actually comes up to talk about the street vacation, but I wanted to um get this motion taken care of before we actually vote on the ordinances this evening.

I just have a clarifying question based on comments that I received.

This number of the six percent, where does that come from?

Is that something we decided as a city, or is that come from uh the voters?

Uh Jeff Upton, office management and budget.

Thank you for the question, Councilmember.

So that six percent comes from uh proposition one, which was passed by the voters in August of 2023, which authorized uh the restoring of this EMS levy up to the 50 cents per 1,000 of assessed value and further a annual increase up to six percent year year over year.

Okay, great.

I just wanted to clarify that we are uh just doing what voters have asked us to do, just you know uh you know, logistically.

That is correct, yes.

I shouldn't let council member Sidalgay go for first, but I guess I do there were some comments made about um what this EMS uh property tax levy is for, and um there was a comment made earlier that that we're increasing taxes just to um fund our homeless outreach services.

And so Jeff, can you just talk about um the EMS tax levy, what it is used for?

Um, and I think Councilmember Sidalgay asked the exact question I was also going to get to, which is this is just a part of the requirement to continue the levy.

This is not a new levy that we are um putting on voters, it's just something we have to do every single year as a part of the process, or as a part of the budget, I should say.

Yes, thank you, Mayor.

Um, so the EMS levy funds um medical response services, mostly performed by the fire department.

And yes, you're correct.

The uh action that this ordinance would take is something that's required by the state.

The state requires us to uh notify the amount that we as a city intend to collect from uh to set the property tax levy for each year.

So and it is consistent with the language that was approved in proposition one with the six percent um increase year over year thank you.

Thank you very much for that.

I just always want to make sure that we're educating voters on um there are things that sometimes we say um that that people will actually say in their comments during public comment um that may or may not um that they may or may not understand the implications of what they've said, and I just want to make sure that we're correcting the record so that the public clearly understands um that this is not a new tax that that we are um that we are putting upon voters, but this is something that we always collect.

I good evening, Mayor uh Woodards and members of the city council.

I'm Mark Johnson, labor negotiator for the city of Tacoma.

I have two resolutions, an ordinance, and an ordinance to present this evening, and my apologies for being here a little bit late to do this.

But resolution 41794, authorized execution of accessor collective bargaining agreement with the district lodge 160 on behalf of local uh 297 of the International Association of Machinists and Aerospace Workers, the track unit, uh track workers unit.

This agreement is three years, covers approximately seven full-time equivalent positions, and was adopted by the utility board uh uh as a resolution on October 22nd.

Um of January 1 of 2026, the rates for the rail track maintenance worker um will receive a general wage increase of three percent and a market base increase of six point five percent.

Effective January 1, 2027, the rates for the railroad railway track maintenance worker will receive a general uh wage increase of three percent and a market-based increase of two percent.

Effective January 1, 2028, the rates for the railway track maintenance worker will receive a general wage increase of 3% and a market based increase of 2%.

Uh in each of the agreement each year of the agreement, the rates for the all other classifications are calculated at 10% above the railway track maintenance worker rates of pay.

Uh other changes to the agreement include a change for providing a reimbursement for leather work grubs to the employer furnishing uh replacement work gloves for those that are worn out, an increase from 250 dollars to 300 dollars uh for an allowance uh the provided every two years for reindeer, um, an increase of from 200 to 300 dollars for an annual allowance uh to provide for work clothing, uh adding June 19 or Juneteenth as a paid city holiday, uh adding an employer provided match to the 457 deferred uh compensation uh plan for employees covered by the agreement up to a maximum of 3% of base salary uh resolution 41 uh 795 recommends the approval of a letter of agreement with District Lodge 160 on behalf of local lodge uh 297 of the associate international association machinists and aerospace workers, the general unit, and was adopted by the public utility board as a resolution on October 22nd, uh, 2025.

Letter agreement provides for the creation of a new classification titled machine and fabrication welder lead.

Classification will be represented by District Lodge 160 on behalf of local lodge 297 of the association, International Association of Machinists and Aerospace Workers General Unit for the purposes of collective bargaining.

Classification will be created as a classified, designated as overtime uh, and the pay rate will be set at 10% over the rate of pay for the classification of machinist as established in the collective bargaining agreement for 2025 and 2026.

All that the terms and conditions of uh for the classification will be consistent with the current collective bargaining agreement.

Uh ordinate or ordinance 29074 provides for the implementation of the provisions of the agreements as negotiated with district lodge 160 on behalf of Lodge, Local Lodge 297 uh of the International Association, Machinists and Aerospace Workers, the track units, uh workers unit, and the general unit.

Um, and here this evening uh to introduce the first reading of ordinances, uh, ordinances plural associated with the Tide Flat sub-area plan.

Absolutely.

So uh thank you, Mayor, and uh sorry for that inconvenience for everyone following uh from home tonight.

Um the tide flat subway plan, uh, first ring of ordinances this evening.

Uh I just wanted to uh provide an overview of the ordinance package that's before the city council uh this evening.

Uh the first ordinance, number 29075 uh would adopt the tide flat sub area plan, uh replacing the container port element of the comprehensive plan and revise the future land use map of the comprehensive plan.

So the first ordinance uh would revise the city's uh comprehensive plan.

Ordinance number 29076 uh would amend Title 13 of the land use regulatory code to revise the zoning map, incorporate the new proposed zoning districts, land use tables, and associated development standards as recommended in the Tide Flat Sub-area Plan.

Um and then the third ordinance, number 29077 would amend Title 19, our Shoreline Master Program again to revise the shoreline environment designations, the allowed land uses and prohibited uses within the shoreline environment, um, and it integrates development standards for consistency with Title 13.

Um the brief overview of the three ordinances uh that are before the city council for first reading, all associated with the Tide Flat subway plan.

On September 9th, the City Council adopted a resolution uh establishing a public hearing for the sub area plan.

Uh that hearing was conducted on October 28th.

Uh that time period represents uh a 45-day public comment period, uh, which is one of the city commitments as part of our intergovernmental work plan.

Um and that was a commitment to both our broader community and governmental partners to ensure adequate time to consider uh the recommendations and any potential amendments that were under consideration uh in these ordinances.

Uh in support of the city council's public hearing, uh staff conducted an informational meeting on October 16th.

Uh, we presented the public review documents, so each of those ordinances uh was uh presented to uh interested parties and members of our community, um, and we uh answered community questions at that time.

Um in addition, uh we issued a variety of public notices to support just broad awareness of these uh ordinances and the consideration by council.

And this went out to approximately 6,500 to 7,000 uh direct mailings to taxpayers and occupants both within the tide flats and surrounding communities, uh social media advertisements.

We have a significant listserv of interested parties have been getting email notifications throughout the process, um, as well as some of the legally required advertisements, legal notices, public notice signs, um, as well as notification to the state, joint base Lewis McCord and Pialp tribe of Indians.

Um the City Council public hearing was the fourth public hearing.

Um formal public hearing and comment period conducted throughout this process uh following the planning commission's public hearing and comment period uh again uh earlier this year that they conducted on the draft plan and code amendments.

Uh prior to that, we conducted a public hearing on the draft environmental impact statement to get comments uh on that body of work and the responses to those public public comments were incorporated into the final environmental impact statement.

Um and then uh the city council also conducted a public hearing earlier on in the process in the kind of affirmation of the range of land use alternatives and scenarios uh that was considered by the council that really helped structure the scope of work for this process and the range of development alternatives that were considered through both the plan and EIS.

Um and I will just note that the notifications we provided for the city council process were similar to the same notifications that we provided uh in support of all of those prior public hearings.

Uh at the city council's public hearing on October 28th.

Um, by the time of the public hearing, uh the council had received 19 written comments.

Um and during the public hearing itself, uh the council heard from 20 individuals providing testimony directly to the city council.

Um, in staff's assessment of both the written and oral testimony provided to the city council.

Um we felt that the comments that were shared with the city council were generally within the scope of comments that were previously considered by both the planning commission and city council.

Um the comments uh in staff's review were generally supportive, not unanimously.

There were some concerns, uh, but generally supportive of adoption of the plan.

And there were some requests from individuals for further requests for consideration for amendments to the plan or the supportive code amendments.

So in general, I think what we'd characterize is while many of the parties that had requests for uh changes were still highly supportive of the direction that the plan is taking in council adoption of the plan overall.

Uh the comments that we received were generally reflective of the broad community interests that have been part of this process from the beginning.

Uh many of the individuals that commented have been involved in the planning process or uh were directly involved in the Tide Flats advisory group.

So we heard from representatives from the Economic Development Board for Pierce County, uh communities for Healthy Bay, the Manufacturing and Industrial Council, uh Chamber of Commerce, as well as uh former uh member of the board for Northeast Tacoma Neighborhood Council, um, all of whom had previously been involved directly in the Tide Flats Advisory Group and sharing uh their perspectives and helping review and provide comment to the steering committee throughout the process.

Um and um generally just a note here again uh that any new material amendments would require an additional 45 day public comment period uh to ensure adequate review and input from our partner governments uh prior to any city council action.

Um and then uh the slide just shows the tentative schedule.

So following uh this first reading of ordinance this evening.

Um this would be coming back uh on December 2nd for consideration for final reading of ordinances.

Um and then upon council action, um there are two uh final steps that we will be taking.

First would be to submit the plan to the Puget Sound Regional Council for consideration for certification.

Um, as we've informed the council before, that certification uh is critical to ensure prioritization uh for the Tide Flat sub area for future grant funding through the Puget Sound Regional Council.

Um and then, secondly, any amendments in the Shoreline Master Program must be submitted to the Department of Ecology.

There is an additional state review process to ensure consistency with state laws.

Um and the Title 19 amendments do not take effect until finally approved by the Department of Ecology.

Um with that, I'm happy to answer any questions that the council may have.

Thank you, Madam Mayor, members of council, deputy mayor.

It's actually a continuation from your special meeting that we uh did close up.

It's uh a celebration for the city of Tacoma.

I'm pleased tonight to share with the City of Tacoma that we have been officially recognized as the Vision Zero as a Vision Zero community by the Vision Zero Network, a national honor that reflects our strong commitment to eliminating traffic fatalities and serious injuries by 2035.

This recognition fulfills a key goal in resolution 40559 and highlights the hard work of our public works transportation team.

Uh while the network emphasized our uh the network and this recognition emphasized our vehicle safety efforts.

Our vision zero work is much broader, encompassing street design, speed reduction, education, and equitable enforcement.

Congratulations to the Vision Zero team for this well-earned recognition and for the continuing um efforts to make Tacoma Streets safer for all.

And um, I'm gonna go ahead and just put uh you can this is I'm gonna do this, and this is for the staff and everybody who works to make this possible, but I'm gonna do it to the leader over here, our policy leader in Councilmember Walker, who has been a Vision Zero champion since day one, and to all the staff who've been working so hard on this.

With that, I would uh move on to comments and committee reports of the council, and I'm gonna call on Councilmember Heinz, Chair of the Government Performance and Finance Committee.

Uh thank you, Madam Mayor.

The government performance and finance committee has convened twice since the last update on October 21st.

The agenda contained three briefing items.

Staff provided an insurance one-on-one overview of the city's insurance policies, and the second and third briefing items were presented by staff to discuss an ordinance for two telecommunication franchise agreements with Fat Beam, LLC, and Forge Fibers 37 LLC.

The committee met again on November 4th uh to discuss three briefing items.

The staff proposed amending to COM Municipal Code Title 12, Section 12.10.310 to revise Tacoma Water System Development Charge for new water service connections effective February 1st, 2026.

Second briefing item was by staff with recommendations to amend to coal municipal code to expand solid waste the solid waste pilot project, allowing collection and safe disposal of hazardous materials from certain customers.

And the final briefing item was a follow-up on the December 2024 adoption of the Tacoma Municipal Code on special permits and tax deductions for recyclable material hauling.

The next GPFC meeting is November 18th at 10 a.m.

in room 248 of the Tacoma Missicial Building.

The public is also invited to attend virtually.

And Penny created for me in here an advent.

I'm calling it an advent calendar because it has candy in it of my last of my last four meetings, and inside each piece of paper is a laffy taffy, which is my favorite um candy.

So um, Penny, I want to thank you for this incredible gift, and I want your mom to turn on the TV for you so you can see that I thanked you on camera.

It was very sweet, and I'm gonna enjoy eating all of the laffy taffy and maybe sharing it with my colleagues.
