- Second reading of marijuana ordinances (7.20-7.21): Both passed 4-2 (Councilmembers Winton and Rose dissenting). Public comment from Philip Nestle raised traffic safety concerns near proposed locations.
Public Comments & Testimony
- Philip Nestle (14,000 Raccoon): Expressed support for the 2,500-foot distance requirement in the marijuana ordinance but urged traffic studies at proposed locations due to safety concerns, citing a recent accident at Pennsylvania and Raccoon. He questioned whether the property at that intersection should be allowed.

Mrs. Daniels was absent (in California); she will be sworn in before the next meeting.

Heavenly Father, thank you again for all that you have done for us. We all of the blessings that you have given to us. And Father, I ask that you would just uh bless all of those that are in front of me, Father, that make sacrifices for the city and the time that they serve to serve us. I ask that you will bless them, bless their families. God, I ask that you'll um just even be with the rest of this meeting today, that God, that you will just have uh your will and way done in all of it. And Father, I ask that you will uh again comfort the Slavon family, and uh Father, I ask that you will give them the peace that only you can give, and we ask that you'll uh uh bless the council in the city as we uh select and uh Father, find a suitable replacement. God, we ask that you will just bust the whole process, give wisdom, and God, I ask that you will just uh bless us now and uh bless this meeting, and we ask all this in the name of your son Jesus. Next is item two point one, uh, which is a moment of silence for Councilman Ira Sherman Slavin, who was born on February first, nineteen forty-two and passed away August seventeenth, twenty twenty-three. Councilman Slavin is survived by his wife Gail, five children, Joseph, Judith, Joanna, Jason, and Jessica, eight grandchildren, and a great grandchild. Councilman Slavin served, was a former Taylor Fire Department inspector, Air Force veteran, grandmaster of the Masons. At this time, we will take a moment of silence to honor our colleague. And afterwards, I would like to ask his beautiful wife Gail to come forward. With that, if we could take a moment of silence to honor our colleague. Thank you. And please, if you could at this point in time, uh, we would like to uh present to you, uh, Councilman Slavin's um badge that sits at his desk, and then after that, uh, we will be taking down uh the shroud uh that has been here to remind us all and all city workers and visitors uh of your husband and his service on this council.
