Welcome to the Tempe City Council special budget meeting.

I number one call to order.

Council meetings can be watched in real time via Cox Cable Channel 11 and at Tempe.gov/slash Tempe 11.

Members of the public may also attend the meeting virtually through Microsoft Teams.

Also, as a note, once again, Councilmember Adams is attending virtually this evening.

Also, the statement played during the video early at the regular council meeting regarding the proper conduct of city council meetings still applies to this special meeting as well.

So, first of all, item two A hold a public hearing to adopt a resolution adopting the fiscal year 2025-26, 10 of the budget, and setting public hearings for June 5th, 2025 for the following.

One, adopting the fiscal years 2025-26 through 2029 30 capital improvements program, two, holding a truth and taxation hearing.

Three, approving the fiscal year 2025-26 property tax levy, and four adopting the fiscal year 2025-26 final budget.

Also, setting a public hearing for the final adoption of the property tax levy rate at a meeting scheduled for July 1st, 2025.

Uh yes, my name is Mario Martinez, and I live in Tempe.

I have some severe concerns about the budgetary priorities of Tempe right now.

What I've seen repeatedly, unf and unfortunately, is the money that we are providing the city of Tempe is not being spent appropriately.

That's just not right.

We saw that with the Coyotes deal.

We we saw that with the Coyotes deal, where supposedly we got this great election that proved that democracy worked.

We wasted uh uh 225,000 approximately that amount on an election that wasn't even necessary.

It could have gone to the next uh uh next uh uh next general election, regular election at no cost.

We had to uh Hugh Hallman, he had his uh uh he offered uh 160,000 dollars worth of free legal services.

We ended up getting in a law uh in a lawsuit over this.

We had to fork out over uh 350k uh in a lawsuit to uh city of uh Phoenix that would have not been needed.

Where are our priorities?

We had these uh Corey had these three illegal meetings.

I still have not gotten the the social media dashboard, they say it doesn't exist.

I have to make other requests.

We we got this lawsuit uh uh uh pending against the Tempe City of Tempe, uh amongst other things.

A woman uh an award-winning DUI uh uh uh uh tempe uh officer uh hit a lady and severely injured her, k uh let's see, killed her unborn child, and now we're facing millions of dollars.

Where are the priorities?

There's a lot of lip service about uh there's a lot of lip service about reimagining police, making elections, proving that they work, and I don't really see the true commitment on the council to spend our money appropriately.

I like the city manager fine, but uh, you know, she's worth she's getting over 330K a year.

Hey, the the uh clearly no one is worth that money.

That's more than the uh president uh the Federal Reserve Governor makes.

Where why do we have to spend this money and get such little in return?

And I if this entails a property tax increase, which I'm not sure it does, there's property taxes.

I'm definitely against it.

And this is is I know it's gonna pass anyway, but I think that you know the council has to be held accountable for and the high-level uh paid staff for not doing an effective job with our tax dollars.

It's just not fair.
