All right, good evening, everyone.

6:55

Welcome to the September 22nd, 2026 Development Review Commission hearing.

7:02

The Development Review Commission is created to hold public meetings and hearings to provide analysis and recommendations to City Council regarding general land use policies and applications where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power.

7:44

Any person aggrieved by a final decision of the development review commission may file an appeal to the city council within 14 calendar days after the development review commission has rendered its decision.

7:55

Development review commission recommendations to city council are not final decisions.

8:16

And to my right, we have Commissioner Charles Redman.

8:58

A party who gives testimony or who submits written comments at a public hearing shall declare whether they received compensation in any form to speak or submit written comments.

9:11

So typically we start with a consent agenda, um, but tonight we are going to move directly to the first item that we would like to hear, which is item four A, which is a request request to use permit to allow a new sixty-six-foot-tall wireless telecommunication facility for Verizon Fo Alberta, located at twenty-one oh four West Southern Avenue.

9:35

Would the applicant please um approach and provide your um case tonight?

9:48

Um good evening, uh members of the commission.

9:56

Good evening, um, members of the commission.

9:58

My name is uh Declan Murphy.

10:00

My name is Declan Murphy, 8283 North Hayden Road, Scottsdale 85258, representing Verizon on this application.

10:10

This is essentially a proposed Verizon wireless communication facility to address a gap in coverage in this area.

10:20

It's pretty standard.

10:23

It's when we basically scoured the area looking for a suitable candidate.

10:40

As in where you know, far removed from residential.

10:44

It's on an ADR properties.

10:46

Well set back from Southern Avenue.

10:50

And it meets all of the objectives from a addressing the issue that Verizon has.

10:58

So basically, it's a pretty standard monopole that's designed to be co-locatable.

11:07

So all of these wireless carriers are pretty aggressive on the retail side, but but actually cooperate quite well on the infrastructure side.

11:17

So the site is designed to accommodate other carriers if necessary, and based on my experience, this is probably a location that we'll see other carriers co-locate at some point given the proximity of the freeway and you know general growth in the city of TMP.

11:34

So with that, I would be happy to answer any questions you might have regarding.

11:40

Thank you.

11:41

Any questions for the applicant?

11:44

Commissioner Jung.

11:46

Just a point of uh order clarification.

11:50

Will there also be staff presenting on this or just the okay?

11:53

Then I can hold for staff.

11:55

Okay.

11:56

Any other questions for the applicant?

11:59

Okay, thank you for your presentation.

12:01

And and I'd like to invite up Chris Jasper for the city side.

12:11

You know, don't put your computer in the middle.

12:13

Don't do it.

12:14

I think we're not going to be able to do that.

12:15

Oh, it does it work.

12:17

Oh, it's fixed.

12:17

Okay.

12:21

Uming, Chair, members of the commission.

12:25

My name is Chris Jasper, senior planner here presenting this item.

12:29

Uh so what you have before you, this is too tall for me, sorry.

12:35

Or I'm too short for it.

12:38

Uh so what you have before you is a request for a use permit to allow a 66-foot-tall wireless telecommunications facility uh at 2104 uh West Southern Avenue.

12:49

Uh as the applicant noted, the site is owned by the Arizona Department of Transportation, ADOT, and is zoned GID.

12:56

The subject site is currently vacant.

12:59

It was home to a um uh workshop at one point, which was then demolished uh when ADOT acquired the property and has been used to facilitate ADOT operations since about I think 2013.

13:14

The uh leasing area for the wireless telecommunications facility will be located in the northwest corner.

13:20

The lease area is approximately 1200 square feet within which uh the uh electrical equipment as well as the monopole uh will be located.

13:31

There is a shared access drive on the eastern property line, uh, which is called out and secured with uh fencing.

13:39

Uh there's you can kind of see it on the south east corner where the access gate is located.

13:46

Um electrical equipment that is mounted to the walls, it will be located on the interior of the enclosure so as to mitigate as many um you know the visual presence of the electrical equipment uh to the greatest extent possible.

14:02

Uh the enclosure wall is approximately or is eight feet in height to uh fully screen all of the ground mounted electrical equipment as well.

14:11

Uh so you can see the visual presentation.

14:14

Uh it's a 66-foot tall pole as measured from grade to the top of the top of antenna.

14:21

So that's the highest antenna array.

14:24

The actual pole height is approximately about 65 feet.

14:30

Um we do require photo simulation, so this is what it would look like from uh Diablo Way and from Southern Avenue, just south of Diablo Way.

14:41

Um staff did not identify any you know potential concerns you know associated with the uh approval criteria, so no increase in traffic.
