The Development Review Commission held a regular meeting on February 8, 2022, approving minutes, a consent agenda item, and a continuance for the O'Connor residence. All votes were unanimous.
Consent Calendar
- Approval of Minutes: Minutes from the January 11, 2022 study session and regular meeting were approved 6-0-1 (Commissioner Redman abstained).
- Telidis Residence Use Permit: A Use Permit Standard to reduce the west side yard setback from 15 to 12 feet for a property at 1225 East Warner Road #22 was approved unanimously.
Discussion Items
- O'Connor Residence Continuance: The applicant requested a continuance to March 22, 2022, for a Use Permit to allow a second-story addition at 1209 East Del Rio Drive. The applicant needs time to review a deed restriction that limits homes in the subdivision to single-story. Commissioner Cassano requested that the applicant also provide a full analysis of CC&Rs regarding height restrictions, multiple occupant use, and short-term rentals. The continuance was granted unanimously.

You may begin. Welcome to the February 8th, 2022 Development Review Commission hearing. The Development Review Commission is created to hold public meetings and hearings to provide analysis and recommendations to the City Council regarding general land use policies and applications where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power, including but not limited to all aspects of a proposed and future development. The development review commission recognizes that the creation of a desirable environment throughout the city for residents, businesses, and industry is a prime requisite for the interdependence of land values, aesthetics, and good site planning by promoting harmonious, safe, attractive, and compatible development that is therefore considered to be in the best interest of public health, safety, and general welfare. Any person aggrieved by a final decision of the development review commission may file an appeal to the city council within 14 calendar days after the development review commission has rendered its decision. The development review commission recommendations to the city council are not final decisions. Today, uh in attendance. Looking for my list of who's attending today. With us today, we have alternate commissioner Chuck Redman, Commissioners Don Cassano, Scott Sumners, Phil Amarosi, and Barbara Lloyd, Vice Chairman Steve Bauer, and I'm Commissioner Mike D.Minico. Also with us today. From staff, we have Ryan LeBake, Steve Abraham, Separatna Descupta, Lee Jimenez, Lily Drosos, Joanna Barry, Obenia Kingsby, and Jason Wolfe handling the media for us tonight. And I'm not sure I may have missed somebody else. But that's who we've got. Members of the public, we have a very um abbreviated agenda today. There may be people who have tuned in or have joined us remotely to hear one of our cases. That case is going to be continued to a future meeting. So stick with us and we'll give you all the details here. But there will not be a formal hearing on that case. So don't worry, you haven't missed anything. It's just going to be delayed a little bit. Tonight, uh, on our agenda, the first thing that we're going to um uh deal with is meeting minutes uh for the study session and regular meetings from January 11th, 2022. We reviewed those minutes in our study session and have no edits or changes to them as they were uh advertised. I'd entertain a motion for approval of those two sets of minutes. Mr. Mr. Chairman, this is Commissioner Cassano. I would make a motion to uh approve the development review commission study session of uh January 11th, 2022, and the uh regular meeting of the commission January 11th, 2022. Uh do we have a second. Commissioner Amarosi. All right, we've been moved by Commissioner Cassano, seconded by Commissioner Yamarosi. I'll take a roll call vote. Uh Commissioner Redman uh will abstain. He was uh not in that meeting that day. Commissioner Cassano. Aye. Uh Vice Chair Bauer. Aye. I also vote aye. Commissioner Sumner's. Aye. Commissioner Amarosi. Aye. And Commissioner Lloyd. Aye. Motion to approve the minutes approved six to zero with Commissioner Redman staining. Uh we have one item that has been proposed for a consent agenda. That is item number four on the uh on the agenda. Uh the Toledis residents. Uh, this was a request for a variance on a side yard setback. Uh it is our intent to vote uh to approve uh this uh this use permit standard.
