Welcome to the February 14th, 2023 Development Review Commission hearing.

The Development Review Commission is created to hold public meetings and hearings to provide analysis and recommendations to the City Council regarding general land use policies and applications where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power, including but not limited to all aspects of a proposed and future development.

The development review commission recognizes that the creation of a desirable environment throughout the city for residents, businesses, and industry is a prime requisite for the interdependence of land values, aesthetics, and good site planning by promoting harmonious, safe, attractive, and compatible development that is therefore considered to be in the best interest of public health safety and general welfare.

Any person aggrieved by a final decision of the development review commission may file an appeal to the city council within 14 calendar days after the development review commission has rendered its decision.

Development review commission recommendations to the City Council are not final decisions.

Today with us on the podium, we have alternate commissioner Rihanna Corbett and Charles Redman.

With us today for uh from staff, uh joining us is City Manager Andrew Ching, uh Jeff Tamilevich, Ryan Levate, uh Separat Daskupta, Lee Jimenez, and Joanna Barry and Eddie Garcia Manning the Calm.

Uh just a reminder if you are here in public, uh, get our attention if your purpose is to actually be heard on a case.

Um, if you want to speak at the podium, fill out one of these cards, get it in to us as soon as possible so that we don't miss you.

Uh if you are joining us on WebEx, uh, just note that there's a chat box uh on WebEx.

It's not monitored.

Don't put messages in there or ask questions uh because no one's going to uh see your comments or respond back to you, and then you're gonna get frustrated and angry.

And uh so that's just the chats there because that's part of the software, but uh it's not something that's used during the course of a meeting.

Uh if you wish to be heard, uh you will be given uh three minutes to speak.

If there's not a lot of people who are attempting to speak, I probably will be a little looser with that amount of time since we don't have a lot of people, I don't believe, tonight who wish to be heard uh live.

Um, but again, respect everyone's time and get to your points and uh and make them.

Uh we went in our study session through the agenda, and it is our intention.

Uh we are going to uh vote on two sets of minutes from the January 10th uh study session or regular meeting, and also the street naming case, which is item number three on our agenda.

Our intention is to uh vote in a singular motion uh and to pass those three items as part of what's called our consent agenda.

Is anybody here uh here because they want to hear or be heard on uh those items?

Seeing none, uh the consent agenda will remain as stated.

Uh the other two items, items four and five will both be heard uh in that order, and everyone will get a chance to uh ask questions and be heard if you wish to.

Uh saying all of that, um, I will entertain a motion for approval of the consent agenda.

Um you may have to take the minutes separate from the uh I will revise my motion, and I will make a motion for approval of the design review commission study session of January 10th, 2023, and the commission's regular meeting of December uh January 10th, 2023.

It's been moved by Commissioner Cassano and seconded uh by Vice Chair Johnson for approval of the minutes, the two sets of minutes.

Um, just to make note for the record, uh five of the commissioners here this evening were in attendance uh for those meetings, and they will be voting on it.

Uh and alternate commissioners, Redmond.

Um you were not for here, um, and Commissioner uh alternate Commissioner Corbett, so they will be abstaining from voting on the minutes.

Uh all those in favor, signify by raising your hand.

Opposed.

Uh motion passes five to zero with two abstentions.

Uh item number three, our consent agenda uh and entertain a motion.
