The Development Review Commission met on March 14, 2023, at 2:00 PM (local time) to consider two agenda items. Both items were placed on the consent agenda and approved unanimously without public comment or discussion.

- Item 2 (PL220301): Request a General Plan Density Map Amendment from “Medium Density (up to 15 du/ac)” to “Medium to High Density (up to 25 du/ac)”, a Zoning Map Amendment from GID to MU-4, a Planned Area Development Overlay to establish development standards, and a Development Plan Review for a mixed-use development (IDM Fountainhead) at 2750 South Priest Drive, consisting of a new 5‑story residential development with 566 dwelling units and an existing office complex of four buildings and two parking structures. Welcome to the March 14th, 2023 Development Review Commission Hearing. The Development Review Commission is created to hold public meetings and hearings to provide analysis and recommendations to the city council regarding general land use policies and applications, where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power, including, but not limited to all aspects of a proposed and future development. The development review commission recognizes that the creation of a desirable environment throughout the city for residents, businesses, and industry is a prime requisite for the interdependence of land values, aesthetics, and good site planning by promoting harmonious, safe, attractive, and compatible development that is therefore considered to be in the best interest of public health, safety, and general welfare. Any person aggrieved by a final decision of the development review commission may appeal to the city council within 14 calendar days after the development review commission has rendered its decision. Development review commission recommendations to the city council are not final decisions. Today, uh with us uh from representing staff, uh we have Ryan LeBec, Steve Abrahanson, Lily Drosos, Jennifer Daniels, and Eddie Garcia. Uh with us from the commission uh today. Uh we have Michelle Commissioners Michelle Schwartz, alternate Robert Miller, Vice Chair Andrew Johnson, I'm Chair Mike D. Dominico, uh, and Commissioners Barbara Lloyd, Linda Spears, and Joe Forte. Tonight uh we have only two items on our agenda. Uh a very uh abbreviated agenda. It has been proposed in our study session after analysis of the cases and discussion uh that we are going to propose both cases, uh items one and two for our consent agenda. Uh the intent of the consent agenda is to have one motion and one vote on both items together. Uh, and we will not hear uh any presentation by applicant or staff. Uh that is if there is no one here from the public who wishes to be heard on the matter. Uh, do we have anyone from the public who wishes to be heard? Seeing none, uh, do we have anybody online that also would wish to be heard? No one. All right. At this point, uh, we'll close off uh any public comment and uh we will move forward with our consent agenda. Do I have a motion for approval of the consent agenda? Chair, I move for the approval of consent agenda. Uh it's been moved by vice chair. Do we have a second? Second. Uh and seconded by Commissioner Lloyd. Any discussion? All those in favor, signify by raising hand. Opposed. Motion uh to approve the consent agenda carries seven to zero. Uh with that, we have no other uh matters uh to vote on. Uh, do we have any commission member announcements? Joe. We have a cleanup this Saturday at Hayden Um Hayden But Mountain, as well as a cleanup two Saturdays from now at Tempetown Lake Northside. Keep Tempe Beautiful.org. The uh the cleanup of uh a mountain, will that be at the top of the mountain or the bottom? No. Because I work better on the bottom of the mountain.
