Tempe Development Review Commission Meeting - August 8, 2023
The Development Review Commission held a regular meeting on August 8, 2023, at 2:15 PM (MST). The meeting included the election of a new chairperson, approval of prior meeting minutes, and a consent agenda covering four items. No public testimony was offered, and all actions were taken unanimously.

- Item 4: Appeal of a staff decision to deny a Minor Development Plan Review for a building repaint at Mandi House Restaurant (1639 East Apache Boulevard). Approved.
- Item 5: Development Plan Review for Hayden Residences, a proposed two-story, 13-unit single-family development on 0.66 acres at 1916 East Hayden Lane. Approved.
- Item 6: Use Permit for temporary outdoor vending (food truck establishment) for Chef Peter’s BBQ at 1858 East Apache Boulevard. Approved.
- Item 7: Use Permit for a massage establishment for First Class Reflexology at 1938 East University Drive. Approved.
Key Outcomes
- Election of Chairperson: Commissioner Johnson was elected Chair and Commissioner Schwartz was elected Vice Chair by a unanimous motion (moved by Commissioner Spears, seconded by Commissioner Cassano).
- Approval of Minutes: The study session and regular meeting minutes from July 25, 2023, were approved (moved by Commissioner Cassano, seconded by Commissioner Spears); Commissioners Lloyd and Tom abstained as they were not present at those meetings.

All right, good evening, everyone. Welcome to the August 8th, 2023 Development Review Commission hearing. Um the development review commission is created to hold public meetings and hearings to provide analysis and recommendations to the city council regarding general land use policies and applications where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power, including but not limited to all aspects of a proposed of proposed and future development. The development review commission recognizes that the creation of a desirable environment through the city throughout the city for residents, businesses, and industry is a prime requisite for the interdependence of land values, aesthetics, and good site planning by promoting harmonious, safe, attractive, and compatible development that is therefore considered to be in the best interest of the public of public health, safety, and general welfare. Any person aggrieved by a final decision of the development review commission may file an appeal to the city council within 14 calendar days after the development review commission has rendered its final decision. Development review commission recommendations to the city council are not final decisions. With us tonight, we have our our new addition, Commissioner Tom, Commissioner Schwartz, Commissioner Cassano, Commissioner Lloyd, Commissioner Spears, and Commissioner Forte, and I'm Vice Chair Johnson. With staff, we have Jeff Tamilimitt, Tamalevich, Ryan Levake, Steve Abraham, Mylen Pankowitz, Karen Stoval, Lily Duras, Ty Templeton, Joanna Barry, and Eddie Garcia. Pardon? Oh, Jason Wolf. I I saw sorry about that. All right, sorry, Jason Wolf. My apologies. All right. Um so tonight on our agenda. We have number one will be the election of new chairperson, our former chair timed out, and so we will be electing a new chairperson. Um then we will be reviewing our study session and regular meeting minutes from July 25th. Um, and then we have six more six items um which we plan to place them all um the consent agenda unless there is anyone here from the public who would like to hear them. Um then we will continue on with uh commissioner announcements and city staff announcements. What did I miss? Anything yet? Okay. All right, so um first item on the agenda is the election of a chairperson. So during our study session, we had a um a nomination um for myself for chair and for Commissioner Schwartz for vice chair. So um I would like to hear a motion for that. Oh, should I do them separately? Is or we okay? Okay, doing the next one. It doesn't sound like we have any additional nominations that would go any other way. So I think we can do them together. Okay. So is there a motion? Commissioner Spears? Um, I move to um approve the appointment of Commissioner Johnson as chair and Commissioner Swartz as vice chair. Moved by Commissioner Schwart or Commissioner Spears, I would sense that motion and seconded by Commissioner Cassano. All those in favor signify by raising your hand. Uh all in favor. Um none in dissent. So that motion passes. And hold hold on to the Uranes, right? All right. Um next up is the uh study session and regular meeting minutes. Can I get a motion for that? Mr. Chairman. Uh Commissioner Cassano. I would make a motion for approval of the design excuse me, development review commission study session of 72523 and regular meeting of 725 23 for their approval.
