The Development Review Commission met on October 22, 2024, to consider meeting minutes, approve consent agenda items, and receive announcements. The meeting was chaired by Andy Johnson. Good evening, everyone. Welcome to the Development Review Commission. Today is October 22nd, 2024, and I'm Andy Johnson. The development review commission is created to hold public meetings and hearings to provide analysis and recommendations to the city council regarding general land use policies and applications where the commission has recommendatory power and to render final decisions on specified applications where the commission has final decision making power, including but not limited to all aspects of a proposed and future development. The development review commission recognizes that the creation of a desirable environment throughout the city for residents, businesses, and industry is a prime requisite for the interdependence of land values, aesthetics, and good site planning by promoting harmonious, safe, attractive, and compatible development that is therefore considered to be in the best interest of public health, safety, and general welfare. Any person aggrieved by final decision of the development review commission may file an appeal to the city council within 14 calendar days after the development review commission has rendered its final decision. Development review commission recommendations to the city council are not final decisions. Tonight with us on the commission to my right, we have Steph uh Commissioner Stefan Richter, Larry Tom, uh Vice Chair Michelle Schwartz to my left, Commissioner Joe Forte, Robert Miller, and Barbara Lloyd. Tonight with us from staff, we have Jeff Tamolevich, Ryan Levake, Chris Jasper, Lucas Jensen, Joanna Barry, and Jason Wolfe. During uh the public hearing process, when we open it up to the public, if you hear to speak on a case tonight, you'll be given up to three minutes to speak, and we will monitor that time. Staff will monitor that time. Um, tonight on our agenda, we have um consideration of a meeting minutes from September 24th, 2024 for the study session and regular meeting. Can I get a motion for that item? Motion. Okay, that was moved uh for by Joe Forte. Is there a second? Second, seconded, and all those in favor, please raise your hand. All right, and that passes unanimously. Item I'm gonna abstain because I wasn't at that meeting. Okay, so with one abstention, um, Commissioner Miller is abstaining. So that passes six with one abstention. Items two C and two D are the study session and regular meeting minutes from October 8th, 2024. Can I hear a motion for that item? Uh move approval as presented. Okay, that is moved by Commissioner Miller. Is there a second? Second. Okay. Seconded by Commissioner Lloyd. All those in favor, please raise your hand. I was asked. And did you reach okay? So that passes six with one abstention. All right. Um, the next item on our agenda is the consent agenda. And tonight we're proposing during our study session to have items 4a and 5a to be on our consent agenda. Is there anyone wishing to tonight to speak to either one of those items? Okay, so that consent agenda stands, and I will entertain a motion for the consent agenda. Motion to approve the consent agenda. Okay, that's been moved by Commissioner Lloyd. Is there a second? We have a 10 uh keep Tempe Beautiful cleanup this Saturday from 8 to 11 at Tempe Town Lake North. And this follows last month's, where we had a record number of volunteers, 270 volunteers. Wow.
