Um a resolution honoring city recorder Carol Krager for more than 20 years of dedicated service to the city of Tiger.

Whereas Carol Krager began her career with the City of Tiger in January 2006 as deputy city recorder, and I was appointed city recorder in 2014, dedicating more than 20 years of service to the city.

And whereas throughout her career, Carol has faithfully served mayors, city council, city leadership, staff, and the Tiger community with professionalism, integrity, and an unwavering commitment to public service.

And whereas Carol has been the trusted steward of the city's official records and election processes, while serving as a treasure source of institutional knowledge whose wisdom has benefited generations of elected officials and employees.

Police Award Presentation

Tigard Police Department Report

Chief Rogers, Assistant Chief Sitton, and Community Engagement Coordinator Bauer reported on July activities. The community policing team handled 127 nuisance-related calls, identified 158 campsites, made 170 contacts with unhoused community members, and made only one arrest.
The department addressed summer e-bike issues, including reckless riding, four eludes from officers, and paintball shootings. They conducted seven bicycle patrols and a pedestrian crosswalk enforcement operation. An online reporting tool for e-bike and e-scooter safety was launched, and a safety flyer will be included in back-to-school packets through the Tigard-Tualatin School District.

Tigard Housing Plan Briefing

Housing Planner Trinity Miller presented an overview of the state-mandated Tigard Housing Plan, which includes a Contextualized Housing Needs Analysis, Housing Capacity Analysis, and Housing Production Strategy. The plan is funded by state grants and expected to be complete by summer 2027. A visual housing survey is open (95 responses received as of the meeting).
Council members raised questions about the data supporting state housing allocation numbers, the balance between rental and homeownership opportunities, and the need for study sessions to delve into methodology. Councillor Robins asked about survey language accessibility (English only, with browser translation tools). The council requested additional study sessions to explore the data and assumptions.

Economic Development Strategic Plan Update

League of Oregon Cities Legislative Priorities

Assistant to the City Manager Nicole Hendrix asked the council to select five priorities from the LOC voting guide. Staff recommended: 1) public meetings law clarity, 2) full funding and streamlining for housing production, 3) targeted prevailing wage changes, 4) a 2027 transportation package, and 5) infrastructure funding for water/wastewater and PFAS management.
After discussion, the council agreed to keep the top four and replace the fifth with "funding and coordination for shelter and homeless response." Councillor Schlack asked staff to verify the trade-off before final submission. The deadline for submission is September 25, 2026.
