Tigard City Council and Town Center Development Agency Meeting - October 13, 2026

On October 13, 2026, the Tigard City Council and the Town Center Development Agency (TCDA) met in a regular evening session. The agenda included the city manager's election update, an update from Tigard Turns the Tide, the annual report of the Tigard Transportation Advisory Committee (TTAC), and public hearings on the FY 2027 fall supplemental budgets for the city and TCDA. The council and TCDA board each adopted their supplemental budget resolution unanimously.

Public Comments & Testimony

  • The public comment period was opened, but no in-person speakers signed up and no phone or video callers joined the queue.
  • For the supplemental budget public hearings, staff reported that no written comments had been received by noon Monday.

City Manager Update

  • City Manager Rager announced a City Council candidate showcase on Tuesday, October 20, 2026, from 6:00-7:30 p.m. at the Tigard Public Library's Burgess Community Room; it will be streamed and recorded. The November 3, 2026, ballot includes one mayor's seat and three councilor seats, with four-year terms beginning January 1, 2027. City Hall is an official ballot drop site.

Tigard Turns the Tide Update

  • Executive Director Sunshine Navarro Shively presented an update on the Tigard Turns the Tide coalition, whose mission is to engage all sectors of the Tigard community to build positive futures for youth, prevent underage drinking and drug use, and promote mental wellness and resiliency.
  • The STUD (Stop Tigard Underage Drinking and Drug Use) program has more than 60 students signed up and coordinates or produces 15 school and community events per 10-month school year.
  • The coalition uses the Communities That Care prevention framework and has entered phase four. Priority issues identified include underage cannabis use, poor youth mental health, and the need for supportive youth development and coping skills. Strategies include Talk. They Hear You. and Positive Community Norms (PCN).
  • The district-wide newsletter introduction of the campaign is expected within about a week.
  • An informal survey during the presentation showed the council and audience overestimated youth substance use: actual past-30-day alcohol use among 11th graders at Tigard High School was 9.9%, and actual cannabis use was 4.3%.
  • A PCN youth training was held October 9th with trainers from the Montana Institute; the youth theme was 'The positive is out there.' The campaign will be youth-led and adult-advised, with students from STUD and LEAP leading the work; messaging drafts are not final.

Transportation Advisory Committee Annual Update

  • Principal Transportation Planner Tiffany Gherky and TTAC Chair Michael Hendrickson presented the committee's annual review. TTAC is one of 12 boards and commissions, with nine voting members appointed by council; its membership now includes an ADA advocate, replacing the former business representative seat. It meets the first Wednesday of each month, 6:00-8:00 p.m., at Tigard Public Library.
  • In 2026, TTAC provided feedback on the McDonald Street program, Downtown Reimagined, River Terrace 2.0, and e-mobility issues, and reviewed its bylaws. It also wrote letters of support for grant-funded projects and conducted a summer walking tour with the Town Center Advisory Commission focused on downtown connections, ADA parking, the Tigard Transit Center parking permit pilot, TriMet service changes, and Fanno Creek Trail improvements.
  • Hendrickson stated that legal e-mobility devices are an asset for active transportation, but illegal or modified high-powered devices are a growing safety concern. He recommended building safe infrastructure, educating riders, and enforcing rules against unregulated illegal devices.
  • Hendrickson urged the council to prioritize safety for all transportation users even with budget constraints: 'Let's make Tigard the place to call home by building a transportation network that is genuinely safe, welcoming, and accessible to everyone.'
  • In response to council questions, the committee noted it is working on a scooter education brochure, that e-mobility enforcement is a nationwide challenge, and that collaboration with TCAC helps keep economic development considerations in transportation discussions. TTAC member Sean Martinez added that getting people downtown by walking, biking, and transit supports local business revenue.

FY 2027 Fall Supplemental Budget - City and TCDA

  • Finance Director Eric King and Budget Manager James Kennedy presented the first supplemental budget since the June budget adoption. It increases appropriations by about $4.6 million across 36 funds, combining FY 2026 carryforwards, a small number of new requests, and capital project reappropriations.
  • The package also establishes a new practice of reconciling budgeted beginning fund balances to actual FY 2026 year-end balances.
  • New requests include priority-based budgeting consultant services, utility bad-debt expense, disbursement of unspent Washington County houseless liaison IGA funds, ADA translation and sharing of city plans, photography and video equipment, and a gas tax fund transfer.
  • On the TCDA side, the universal splash pad supplemental request was removed by amendment, reducing the TCDA request from $1,348,410 to $298,410. Staff will return on December 8, 2026, with a project update, proposed solution, schedule, and funding plan for the splash pad.
  • In response to questions, staff reported that the general fund used about $2 million of reserves in FY 2026 rather than the anticipated $4 million, due to vacancy savings and underspending. The $459,000 utility bad-debt write-off equals about 1.5% of utility revenue; the typical municipal rate is 0.5% to 1%, and finance expects about 0.5% going forward.

Key Outcomes

  • The City Council unanimously adopted Resolution 26-31, approving the FY 2027 city fall supplemental budget.
  • The TCDA board unanimously adopted Resolution 26-02, approving the FY 2027 TCDA fall supplemental budget as amended.
  • The universal splash pad funding decision was deferred to December 8, 2026, pending a staff project update and funding plan.
  • No public testimony was offered at either supplemental budget public hearing.
