2026-02-12 Toledo City Plan Commission Meeting: Westgate South, Auto Sales, Rezoning, After-School Program, Historic Building Study
2026-02-12 Toledo City Plan Commission Meeting
The Toledo City Plan Commission met on February 12, 2026, at 1:00 p.m. (assumed from transcript timing) to consider four regular agenda items and a study of historically significant buildings. All items were approved, with modifications to conditions for several cases. A request for deferral was granted, and the director provided updates on upcoming hearings and the zoning code rewrite.
Deferral
- Case M423 (downtown parking lot review) was deferred to the April 2026 agenda at the applicant's request, following the Downtown Parking Lot Review and Improvement Advisory Committee's own deferral. The motion carried unanimously.
Case 1: SPR 25-0059 – Westgate South Development
- Applicant represented by Mr. Sutfin presented a site plan for three lots with two buildings and an outlot along Seacor Road, intended to complement the previously approved Westgate North project. Staff recommended approval subject to 59 conditions.
- The applicant requested four modifications to conditions:
- Reduce sidewalk widths from 6 to 5 feet to match Westgate North. Approved.
- Reduce required trees along Seacor Road from 12 to 9 (with end caps counting as 11), to preserve visibility for retail. Approved.
- Defer final landscaping plan for required trees (condition 41) to the discretion of the Planning Director, as the site plan will be revised. Approved.
- Waive the 4-foot wall offset requirement on the eastern facade of the anchor building, as it is largely blocked by an existing Hallmark building and landscaping. Approved.
- A member of the public (Richard Williams) requested copies of materials but did not comment on the merits. No other public testimony.
- Motion to approve case as amended carried unanimously.
Case 2: SUP 25-0041 – Used Auto Sales at 631 South Reynolds Road
- Applicant Devin Nichols seeks a special use permit to reopen a used car lot that has been vacant for three years. Staff recommended approval with 22 conditions.
- The applicant's engineer requested that ADA parking spaces be calculated based only on customer and employee parking, excluding display parking spaces. The commission agreed and modified condition 1 accordingly.
- Motion to approve as amended carried unanimously. The case will go to City Council on March 18, 2026, at 4:00 p.m.
Case 3: Z26-0001 – Zone Change at 3360 and 3356 Monroe Street
- Applicant Kevin Roscoe requested a zone change from CR (Regional Commercial) to CM (Mixed Commercial Residential) for three buildings (including 3366 Monroe) to allow mixed-use: commercial downstairs and nine apartments upstairs. He had lost the previous residential zoning due to vacancy.
- Staff recommended approval, noting consistency with the Ford Toledo Plan.
- A commissioner asked to add reference to address 3366 to ensure all three buildings are included; the applicant agreed. Approved as modified.
- Motion carried unanimously. The case goes to City Council on March 18, 2026, at 4:00 p.m.
Case 4: SUP 25-0046 – Community Recreation Active at 2858 and 2860 LaGrange Street
- Applicant architect Kevin Brown represented a client leasing a former tax office to convert into an after-school program. Staff recommended approval with 29 conditions.
- A commissioner questioned condition 8 requiring an outdoor grease trap, noting the use does not involve a restaurant. The commission agreed to allow staff to work with the applicant to resolve that condition. The rest of the conditions were acceptable.
- Commissioners noted that the use seems more educational than recreational, and suggested the zoning code rewrite address the category.
- Motion to approve carried unanimously. The case goes to City Council on March 18, 2026, at 4:00 p.m.
Case 6: M1-26 – Study of Historically Significant Buildings
- Staff planner Bill Harbard presented a study (combining 2024 private and 2026 public lists) identifying 139 properties recommended for potential local landmark designation. The study aims to provide a secondary review process before demolition and to create preservation programs (grants, loans).
- The study does not itself designate properties, but is a precursor to future council action via an RFP for consultant services.
- Commissioners clarified that local designation does not affect alterations or rehabilitation, only demolition review. Properties in overlay districts (with existing demolition review) were excluded.
- Motion to approve the study carried unanimously.
Director's Report
- A special hearing will be held on February 25, 2026, at 9:00 a.m. for an economic development project.
- Bids for the zoning code rewrite have closed; scoring begins next week, with interviews for top two candidates.
- The director commended planning technicians Luke and Becca for processing about 1,200 cases per year.
Key Outcomes
- All four regular agenda items (Cases 1-4) and the historic building study (Case 6) were approved unanimously with modifications as noted.
- Case M423 was deferred to April 2026.
- Cases 2, 3, and 4 will go to City Council on March 18, 2026, at 4:00 p.m. for final approval.
- The special hearing is set for February 25, 2026, at 9:00 a.m.

At the beginning of each case, I I will call the case and I will ask the applicant to step forward. Anyone in the audience who wishes to comment on a case will have an opportunity of three minutes to do so. And then after everyone has asked any questions, uh the applicant will have time for some closing remarks. We do not. A director's report. I have a quick one. I'd like to move to the end of the agenda. Okay. Do we have any final plats? We do not. We have one request for deferral. I number five is case M423. 1103, 1104, 1107, 1116 relating to the downtown parking lot review and improvement advisory committee. Surface parking lots in the downtown and warehouse districts. The applicants requesting a deferral to the April agenda. And we are the applicant on that case, correct? Correct. Basically the deploy act met and they deferred any action on their end, so we thought it would be appropriate for us to defer. Okay. Uh I'll accept a motion on that deferral. We have a first and a second to uh defer case number five to the April agenda. All those in favor say aye. Aye. Any opposed? If you were here today to talk about the park downtown parking lot improvement plan, uh we are not going to hear that case today. Staff recommends approval for the following three reasons. Vehicular ingress and egress to and from the site and circulation within the site provides for safe, efficient and convenient movement of traffic. And the proposed plan provides for the safe, efficient and convenient movement of pedestrians on the subject site. Staff further recommends approval, subject to 59 conditions which will be reflected in the minutes. Mr.
