2:29

Um we're here today for a proposed amendment to our site plan over at Toledo Trade Center over at the old North Town Mall site.

2:36

Um currently we have one building uh constructed.

2:40

Um our current existing uh site plan approval uh shows three single load uh cross stock in uh sorry uh single industrial class A buildings.

2:50

Uh we have a proposal to change the final two buildings into a single crosstalk building.

2:57

Um 400 about roughly 48,000 square foot.

3:02

Um the intent here is we have a uh a tenant in tow uh that we believe kind of brings a better opportunity uh for ourselves as well as the city of Toledo for the job opportunities within this uh building.

3:17

Um and we think that uh ultimately this this gives us a great opportunity to bring in uh good quantity of jobs uh with our uh client as previously mentioned.

3:30

The uh site has existing utilities already built around uh what was the proposed buildings uh two and three.

3:37

Uh those will be reutilized to suffice for building one or sorry, building two, the new building two.

3:42

Um other than that, if anybody has any questions, please let us know.

3:47

Yes, thank you.

3:49

Item number two is case V 524 25, a vacation of a portion of the alley located within the property at 2014 consulting.

5:23

Staff recommends approval for the following two reasons.

5:26

The proposed vacation will not impede access to any of the properties abutting the subject alley.

5:31

And the proposed vacation is consistent with forward two leader plan.

5:35

Step further after one's approval subject to four conditions, which will be reflected in the minutes and not run to the record unless there is a question that I do so.

5:42

Thank you.

5:43

Is the applicant present?

5:46

Mr.

5:46

Antonini from the diocese is here.

5:48

Rob Keelagan, who represents the diocese, is also here.

5:52

Okay.

5:53

Um Mr.

5:54

Keelahan, who who's going to present for us today?

5:56

Is it going to be you or Mr.

5:58

Antonini?

5:59

I'll start, and if you need uh counsel, we'll we'll get Mr.

6:02

Antonini to comment.

6:03

Okay.

6:04

We uh name and address first.

6:05

Rob Keelahan, 5602, Fox Hill Drive.

6:09

Raise your right hand.

6:10

Sir, do you affirm the testimony you're about to provide this commission is the truth?

6:13

If so, say I do.

6:15

I do.

6:15

Thank you.

6:16

Go ahead and tell us about your request.

6:19

Okay.

6:19

So uh I'm working with the diocese.

6:22

They have uh property that's uh in East Toledo, right off of Consul, St.

6:29

Stephen's Catholic Church.

6:30

There's an alley that's been vacated effectively 90 years ago.

6:36

Uh and then somewhere along the way it was vacated again, and then the title work's all screwed up.

6:42

So we just need to tidy this up for paperwork purposes.

6:46

Uh I've I've talked with the Plan Commission, I've talked with engineering, everybody says this is a no-brainer.

6:55

So we basically just need to tidy up the survey work for something that's already been vacated.

7:03

Uh for paperwork purposes.

7:06

And we've only been working on this for about two years.

7:09

So I'd like to hopefully rectify this today.

7:13

Well, I I hate to break it to you, but vacations do take a little bit more time than a normal case.

7:18

But um to my knowledge, looking at this, the the alley doesn't really exist.

7:23

It's part of the campus, and it's just it's on it's only on paper.

7:28

Is that is that your position?

7:30

Yes.

7:31

And I don't think there's any utilities or anything under it.

7:33

We didn't get any comments from any utility providers.

7:36

Um there was one comment in the set in the in the report.

7:41

The fire department would like the gate and the fence to remain if possible as an alternate access.

7:45

Is there any objection to that?

7:46

No.

7:47

Okay.

7:47

That that's really and then um just obviously if there are any things that the city needs to access under that under that alley, which I don't think anything is there, um, there would be an easement over that for uh continued access by the city.

8:05

Correct.

8:06

Okay.

8:08

All right.

8:09

Commissioners, any additional questions for the applicant.

8:13

Is there anyone in the audience who would like to speak on this case?

8:17

Okay.

8:18

Dana, is this your case as well?

8:20

Yes, sir.

8:21

Any emails, calls, or other communication before today's hearing?

8:24

Nope, not at all.

8:26

Okay.

8:27

Um Lisa, just to confirm this goes this goes to the border revision next.

8:32

It goes to zoning and planning on 318, 4 o'clock here in these chambers and then on to border revisions.

8:38

Okay.

8:39

All right.

8:40

So what once city council hears this, then the border revision will take care of the final aspects of the vacation.

8:46

Wonderful.

8:46

Thanks, everybody.

8:47

Well, we're gonna vote on you.

8:49

Okay.

8:49

But um at this time, uh, I'll accept a motion on this case.

8:53

This is the case number V 524-25.

8:59

Motion to approve.

9:00

Seconded.

9:01

We have a first and a second to approve the case.

9:03

All those in favor say aye.

9:04

Aye.

9:05

Any opposed?

9:06

That carries unanimously.

9:07

Good luck.

9:08

Thank you.

9:11

I don't believe we have any further business, do we, Lisa?

9:13

We do not, although I greatly appreciate everyone attending for a special hearing, and thank you to Ms.

9:18

Rising for getting these cases done.

9:20

She works some late nights to get them done.

9:22

So absolutely, thank you.

9:24

We're adjourned.

Summary of Proceedings

Toledo Plan Commission Special Meeting – February 25, 2026

A special meeting of the City of Toledo Plan Commission was held on February 25, 2026, to consider a major site plan review for a new industrial building at the former Northtown Mall site and a request to vacate a portion of an alley in East Toledo. Both cases received unanimous approval.

Consent Calendar

  • Final Plat (S 26003): The replat of Northtown Square (zero Newtown Square Drive) received final clearances and was approved unanimously. Commissioner Ball abstained. This item required no discussion.

Discussion Items

  • SPR 26003 – Major Site Plan Review (Toledo Trade Center): Brett Sioka (development manager, North Point Development) presented a proposal to modify the site plan at the former Northtown Mall site (zero Newtown Square Drive). The original approval showed three single-load industrial Class A buildings; the amendment consolidates the final two buildings into one cross-dock building of approximately 48,000 square feet. Sioka stated a tenant is in tow, which he believes will bring a better opportunity for job creation. He noted existing utilities will be reutilized. Construction is expected to start within the next month, pending permits. Staff recommended approval with 43 conditions. The applicant confirmed review of the conditions with no concerns. The commission approved the site plan unanimously.
  • V 524–25 – Alley Vacation (St. Stephen's Catholic Church, 2014 Consaul): Rob Keelahan (representing the Diocese) explained the request is to tidy up title records for an alley that was effectively vacated 90 years ago but resurfaces in current surveys. No utilities are believed to be present; the alley is part of the church campus and exists only on paper. The Toledo Fire Department requested that an existing gate and fence be retained as alternate access; the applicant had no objection. Keelahan noted the city would retain an easement for access if needed. Staff recommended approval with four conditions. The case will proceed to the Zoning and Planning Committee on March 18, 2026, at 4:00 p.m., and then to the Board of Revision.

Key Outcomes

  • SPR 26003: Approved unanimously. The applicant may proceed with construction once permits are obtained.
  • V 524–25: Approved unanimously. The vacation will be finalized after city council and the Board of Revision act on it.
  • The meeting adjourned after the two cases, with the chair thanking staff for preparing the cases.
