Personally, a young woman of your stature doing what you've done is just simply amazing.

My 21 years in child care took much prayer, and it took much preservation perseverance, and but I enjoyed every moment of it.

Even though the child care portion of my life has closed, I am thankful that I am able to stand here right now and celebrate my new beginning and my new vision.

Resolution eighty-four-twenty-six recognizing Trevor Diane Thomas Black in celebration of women's history month.

Whereas Women's History Month provides a meaningful opportunity to recognize and celebrate the lives and legacies of women whose leadership, service, and commitment have strengthened our communities and inspired future generations.

And whereas Trevor Diane Thomas Black was born in Lynchburg, Virginia, to the late Carrington W and Inez S.

Thomas, alongside her sibling Michael S.

Thomas, and began her educational journey in the early 1960s in Lynchburg before continuing her studies in Greensboro, North Carolina, where she witnessed the civil rights movement firsthand experiences that deeply shaped her lifelong love of black history and cultural pride.

Whereas in February 1970, her family relocated to Toledo, Ohio, where she completed her education, finishing the eighth grade at Robinson Junior High School and graduating fourth in her class from Jessup W.

Scott High School.

And whereas during her time at Scott High School, she served as a majorette in the Marching 100 band, demonstrating her creative talents by designing and sewing majorette uniforms, homecoming attire, and prom gowns for her classmates.

And in 1972, she was crowned Miss Black Teenage Toledo, showcasing her extraordinary creativity by designing an outfit that could be worn 21 different ways.

And in 1974, her senior year, she was honored as outstanding debutant in the Cotillion sponsored by the Toledo Club of the National Association of Negro Business and Professional Women's Clubs Incorporated.

And whereas in the fall of 1974, she enrolled at the High Ohio State University, majoring in home economics with a concentration in fashion design, where she continued to refine her talents by designing garments for Greek step shows, participating in the OSU gospel choir, and creating her first wedding gown during her junior year.

And whereas upon graduating in 1978, she launched her cottage industry, Timeless Visions of Love, while also working professionally at first National Bank and later with a private industry council, where she discovered her passion for education and in 1989 become a specialist, job specialist with jobs for Ohio's graduates, mentoring at high-risk high school seniors within Toledo Public Schools.

And whereas inspired by her work with students, she accepted a long-term substitute position teaching students with mild to moderate learning disabilities, which led her to earn a Master of Education degree from Bowling Green State University, and she faithfully served in this capacity for 27 years until her retirement in June of 2021.

And whereas throughout her distinguished career in education, she continued to share her artistic gifts by designing and creating homecoming gowns exclusively for Scott High School, beginning in 1983 as well as Afro Ball Court attire for several years, earning recognition in the Toledo Blade and in the Ohio State University's College of Education and Human Ecology 2015 alumni magazine Inspire for her outstanding service and impact.

Where she is a life member of Delta Sigma Theta Sorority Incorporated and an active member of the Maumee Bay Club of the National Association of Negro Business and Professional Women's Clubs Incorporated and is the co-founder of the HBCU Tour, which for over 21 years has provided area high school students the opportunity to visit and experience historically backed colleges and universities.

Whereas she is the widow of the late coach Dennis Black and a faithful member of Friendship Baptist Church, exemplifying strength, faith, and devotion to family and community.

Now, therefore, be it resolved by the Council of the City of Toledo that in recognition of Women's History Month, we honor Trevor Diane Thomas Black for her lifelong commitment to education, creativity, mentorship, cultural advocacy, and community service, and that her enduring legacy of excellence, leadership, and empowerment continues to inspire generations of students, families, and community members to pursue purpose, creativity, and service with pride and distinction.

It's been a long time coming.

You are one of our silent heroes.

Because of the educational background with our special needs students that you so diligently did for so many years with a kind and loving spirit.

And I know that because I watched you while I was working at Scott High School.

I had no idea that you had been doing that that long and you were still doing it.

You're not still doing it, are you?

No.

But um if if you've never been to a Scott coronation, it's an experience.

And the time that Miss Black puts into that to make sure that not only the girl girls are gorgeous, but the men and and the steps and the etiquette and all of that.

And you did that year after year after year, and it was just because you love what you do, and I hope that some of our young educators that had the opportunity to be around you will take that and know that it's not about just the education that you have, it's more so about the relationships that you will build because the kids trust you because they knew that you cared for them, and I remember that so much, and I and I I emulated that.

Um I celebrate you today because I know you you don't think it's necessary and all of that, but it is because we have amazing women in the city of Toledo that do amazing things, but because you're not a leader or you're not out front, people don't know.

And so I just wanted to celebrate for this women's month, this women's history month, some women that I've seen personally working behind the scenes, changing lives on a daily basis, and you do it and you do it so eloquently and so quietly.

So thank you, Miss Black, for what you've done for not just the young women at Scott High School, but taking all those children on Easter break where you could have been in Jamaica, the Bahamas, or anywhere else with your husband, and I'm sure he was saying, why are we doing this again?

You are but loading the bus and taking these kids to experience something that they would have never had the opportunity to experience visiting black colleges, allowing them to dream the dream that they could attend one of those black colleges.

So thank you for all that you've done and continue to do for our community.

It are words I just don't have to express just my admiration for the work that you have done in the community, have been a mentor in my life, as well as just the influence of what it means to really, as you said, those hidden heroes in Toledo.

I didn't know all of that stuff in the resolution, and I'm just amazed that you even had the time to do all of that.

But that just shows the character in your heart because just giving back, having youth have that hope, showing just different things are attainable, and and if you put your mind to it, you can do that.

You you probably just don't even understand just the influence that you've had on a lot of young people in this community.

And you know, I am honored to call you my shore.

I am honored to really have you as that mentor, especially when I became a Delta, you know.

That that in itself, you are the definition of a Delta woman, and I am just so happy and honored that you are getting this spotlight and continue, will and will continue to get that spotlight because I know your work it changes, but I know it's never done.

And I am truly honored to have you in my life, and you know, just I I just love you.

And I'm I am looking forward to all the new things that you're you have in place and want to do and what you've overcome, and you know, I am I'm here for you.

I see them out with their families and the generations of students that I have taught when I have taught their mother and father, and now I'm teaching them.

It's overwhelming.

I feel like everybody's grandmother.

Before we vote, I just wanted to clarify some misinformation on this raise grant, and that is for infrastructure improvements.

This grant, once we hear voted up or down.

There will be other community meetings to discuss as prior to this, when we received this grant in 2022, I do believe, 2022 or 23.

There were some issues with it.

And because of we do not want to hold, withhold, accepting federal funding because we know right now how things are being tripped up by your president.

So because of that, we have to approve to receive this federal funding.

We cannot wait, pass up, but once it is passed or not, there will be community meetings to discuss this.

Now as you see in it, and you can get a copy of this entirety.

That it is for infrastructure.

And when we're talking about redesigning from downtown where it is at 17th and Monroe, all the way to the overpass to Dor Street.

We have to do infrastructure.

We also, because this was a match, we have to do the bond.

We have to put the funds there too.

So this is a process.

This is the first process.

It really is the second because we've had community meetings about this.

So this is no surprise.

We had meetings at Mount Branch Library where they came in and they did the designs and they showed and they had the conversations about what would you like to see?

How would you like to see it designed?

And you put your little red or orange sticker on the So we have had conversations.

So I don't want it to be misled that we're moving on something that we have not presented to the community, and that we will not continue to present to the community.

Because these dollars have to be accepted.

They have to be accepted.

And they have to be spent in the way that it is written.

We cannot negate from that.

So if there are other questions, we will be having community meetings where you can come in and we can have that.

And I just wanted to put that out there because I believe that there is some misinformation about this, and I do not want my community to believe that I'm ignoring the needs of my community, and that I am ignoring what has happened on Door Street, or that I am not in support of redeveloping DOR Street.

That is a lie from the pit of hell.

I'm working hard with Brandon and others from this administration, Marcy Captor, who got this money for us.

I'm working hard along with my council members to write a wrong that happened to Door Street.

So please do not believe under any circumstances that we are not we are not working to do the best for my community.

Yes, this is a unique opportunity to think creatively about the Reynolds Corner area.

And I appreciate Dr.

Jones jumping on board with us.

So as we're thinking about holistically neighborhood development, the Reynolds Corner area, which used to be Adams Township, is historically always kind of been there, kind of country in the city.

But as we evolve and add more utility resources and more focus on economic development around the Reynolds main thoroughfare, over time that area has been kind of sort of getting a little depressed.

And I want to take this opportunity to really think holistically about how we're doing economic and neighborhood development, not only around land utilization, but also zoning as we're you know thinking proactively about rewriting the zoning code.

How can we make sure that we're laying resources to that area so we can have a more prosperous neighborhood with job creation, economic development, uh entrepreneurship, um, rethinking about uh how we refocus uh infrastructure and land use um I said land use, sorry, um, but really just thinking creatively uh about a focused intentional development from the administration and how we apply uh very limited and precious uh resources.

I really am glad that this is coming forth because I've said before that we can do two things at once.

We're developing downtown, but we also have to look out for the basically the inner ring suburbs because they are now experiencing what has been happening within the inner core and just over time with deterioration.

So this is a way in order to be proactive, how to attract those businesses, how to attract new homeowners, how to just really build up and preserve the resources that are are available there, and there is opportunity.

Um, and I'm not just being biased because I live out there, but there is opportunity because of what the resources are out there, and then also just how we're envisioning Toledo as a whole.

So I wholeheartedly support this.

I hope that my colleagues support this as well, and then that we do this for other neighborhoods that are also within these areas because we have to start thinking of that, especially with what's happening now with funding and how we can get ahead of the game.

I'll keep it brief.

Uh so again, a similar vein of the last uh resolution uh asking the plan commission to really look intentionally at um industrial and light industrial use in our area.

One of our big challenges, we don't have the land mass to attract large manufacturing plants, but we do have a lot of scattered site parcels that we can help um curate and specific industries.

So now that we have the what is it, the TCIC, to give them some sort of roadmap or at least some concept uh I'm sure Brendan has already thought about these probably five steps ahead of me, but want to make sure we have something in writing that we can actually also think creatively about incentivize incentivization, incentivizing small businesses to grow and expand and hire more people from our neighborhoods.

So this is just the first step in that once we have a comprehensive uh use uh of light industrial, and then how do we manage that with other neighborhoods as we uh merge the two and make sure that there's proper uh spacing requirements and really thinking about um growth and development from a manufacturing plan?

You know, Toledo is really good at building things and assembling things, and I want to make sure that we're not um missing the boat, especially with the international opportunity with the new bridge uh coming online um that we're really really focused uh on growth from the economic development sector.

So I'd appreciate everyone's support on this.

It's definitely going to be an interesting time.

But I'm looking forward to that and just learning more about what we do with CRA.

Also, I do want to give a big happy birthday shout out to my sister.

Her birthday is today.

So she's the big three five, and she doesn't live here anymore.

She's in Michigan, but she is definitely having a grand time wherever she's at right now.

I do want to give notice of on the 26th of this month.

Dr.

Scott is going to talk basically about this disease as well as the trait that's affecting a lot of our population, specifically the African American population.

Myself, I have sickle cell trait.

So saying that, I skydived and I did not know.

So if I would have gone a little bit higher, because it was three elevations, I took the middle one.

If I would have went to the highest one, I could have died mid-air because of that.

So that is the sort of information that will be shared.

Um during this presentation.

And committee meetings are open to the public, so if you want to come and learn more, please do.

That will be at 3 30 on the 26th.

Um, also in the same vein on the 21st, which is this Saturday, is National Down Syndrome Day.

Um, there's going to be a lot of festivities going on.

If you don't know my son who's twin, he was born with Down syndrome, but his sister was not.

And so that was very rare.

So on top of just having a 303 household, trying to navigate a special needs son right now.

So and I'm definitely being a proponent, learning about all of the resources, all of the organizations.

You know, myself and my husband were trudging through, and but all in all, he's making excellent process.

I want to give us a shout out to the Lucas County uh Developmental Um Department and Organization because they've helped him a lot as far as how he's reaching his milestone.

So definitely, if you know anybody with Down syndrome or want to attend any of the events, definitely support that day.

And also the organization is the National Well, the Down Syndrome Association of Greater Toledo.

Um, also I had the privilege of attending Leading Families Home with their recent merger.

I was there with my colleagues, uh, Councilwoman McPherson and Kramer and Councilmember Comy's, um, along with a slew of other community um leaders and also supporters.

Very glad that this is happening, considering what is what we're dealing with on like the the housing support front.

Um the the fight is still not over with a lot of the shelters, a lot of the housing organizations as far as funding is concerned.

So I'm glad that these two organizations took the proactive approach and merged only to supply more um resources, and they are one of the few, if not the only that actually have keep families together.

That is their whole mission is to keep the families together because there are a lot of either men only and women only or women with children only shelters, and so that is their whole mission.

So if you really support them, donations, they're looking for everything.

I specifically asked um a person, a staff person there, they need a lot of baby stuff.

So if you have cribs, if you have formula, if you have anything, please um donate to them.

Don't just donate anything, make sure it's in good condition and something that you would use if you had to be in that situation.

So I really urge a lot of organizations to really rethink how they're moving forward in the future, especially when it comes to just organizational structure, because a lot of mergers may need to happen at this point.

But other than that, was very happy to support them and looking forward to a lot of the impact that they have going forward.

And other than that, um I hope that everybody has a safe St.

Patrick's Day.

Be careful out on these roads.

I will be in the house in the bed rubbing my feet together.

Um I just want to uh say, you know, it's been a busy couple weeks.

I had the privilege of going to DC with the junction coalition, um, an organization called Healing Our Waters and the Ohio Environmental Council, among other organizations to lobby federal lawmakers to not just support but pull the Great Lakes Restoration Initiative out of a larger bill and to fund it and get that moving uh forward.

There's an attempt right now to kind of build that into a larger package that wouldn't be passed for yet another year and a half, therefore delaying the needed work that we must do to preserve our Great Lakes.

So it was a really great experience.

Um I think we did good work and uh I just want to thank those organizations that uh were a part of that day.

Um sad to have missed Democracy Day this year.

Um thank you to President Williams for covering for me so I could attend a funeral.

I really appreciated that.

Um I hope it was successful.

Um also took two big tours last week of two uh providers in our area, one being the leading families' home uh family house uh experience, which uh we we certainly made some really great investments there.

I think we should be really proud of that.

Um but the other reality that was certain that uh we're certainly learning and continually faced with is I also visited St.

Paul's last week and um St.

Paul's is full always.

They're full when they opened for the warming center over the winter, they could accommodate um nearly 50 more individuals, and they did so.

Um but they're normally not that full for the warming center, which tells us that more and more people are finding themselves in situations where they need assistance.

So uh please consider donating as uh Dr.

Jones mentioned um and find ways that you might be able to help support.

It's just gonna it takes community, so we all have to do that.

Um I also want to make note of an upcoming committee of the whole that will be around the discussion around our uh refuse contract.

Um that's gonna take place on March 25th at 4 p.m.

right here in council chambers.

Um I I believe I will be chairing that uh committee, but we will be discussing the contract that will be in front of us regarding solid waste and who's our provider.

Looking forward to that.

Um and lastly, I just want to say that um I'm really proud of this council for passing unanimously passing uh policies tonight that uh really define our relationship with ICE and immigration enforcement.

There are a lot of people uh well, quite frankly, not that many people, to be honest.

I I expected to hear more opposition on this, and we really did not hear the opposition that I anticipated.

I said I I I my guess is that it's probably because people see what ICE is doing right now and how it's being used as a political weapon, and so they obviously understand why we believe it's important to protect our um residents here in Toledo.

But we didn't do anything where we told ICE what to do.

What we did was we told ourselves what we will do.

And we are committing to maintaining ourselves as a welcoming city to all people.

We value the contributions that people make uh that come to this community, and we want to make sure that people know that they can come here and they can build a better life.

Um and so I'm just really proud of what we did today.

Uh it is something that um quite frankly, I attempted to do seven years ago.

Um and we weren't successful then.

Um but I'm really glad that we're at this point now today where we can take this stand together uh to do this, and we did it with the community out front, and I think that is the biggest piece.

Um so kudos to uh this community for continuing to support one another and so love our neighbor.

I wanna echo uh the statement of Councilman uh Comives, and I'm just impressed with uh the vote tonight, and I am very impressed with my colleagues, especially uh Councilmember Gaddis and Councilmember Comives on all of the work that went on behind the scenes.

I know there was a lot of phone calls, a lot of conversations, and I just I really appreciate that.

And I also um really respect the thoughtful process behind uh this legislation, um, all of the community meetings, all of the meetings with various stakeholders.

Um I think it's it's very impressive how thoughtful that was.

Um I also want to just mention um obviously happy St.

Patrick's Day.

We all have green on today.

Um but there will be people tonight in the warming center as well.

Um it is expected to be very cold, so there will be some folks, you know, that warming center will be open tonight.

So I wanna kind of keep that in mind.

And yeah, we all need to think about that as the weather warms up.

Um, you know, we need to make plans for next year already and start thinking about what that looks like.

Um I did have the opportunity to go to the Arts Commission open house this weekend.

Um they have a brand new facility on Adam Street, and it is really exciting.

So I encourage all of you, you know, if you haven't seen it yet, go see it.

It's gonna be great.

Um I always look forward to the mix in the spring, and that's gonna be in their new location, and so that's gonna be great.

So very exciting there.

Um and I also did want to just mention the power outages that did happen this weekend as a result of the very severe weather that we had.

Um I just think the response that we received was subpar as uh you know I'm gonna speak a little for Councilman Meldon, who's not here tonight, but um we are gonna be seeing severe weather.

We know that our weather is changing, and we need to be prepared for that.

So I think that this is just something that we need to push on as a council, and we need to push for better service and better communication because we need to make sure our residents are safe and taken care of.

You know, I heard stories of you know, people who were afraid because they couldn't charge their wheelchairs and they um you know couldn't refrigerate their medication, and so I think this is something that we really need to be paying attention to.

Um the last thing I have, I do want to give a shout out to the students at Owens Community College Saga Club, because they told me that they watch the council meetings online.

So I want to give a shout out to them, and I also want to encourage them to come here, come here and see what it's like in real life.

Councilman Martinez, first call.

Uh thank you, Madam Clerk.

Uh, two things.

Um, where do I start?

Uh so first of all, uh Aaron Gobra.

Uh District 2 has a very rich uh Irish heritage, and uh I have been blessed to be brought up in part of the Irish culture.

One of my best friends was Ryan Neary and his family were uh came from immigrants, and it is just a beautiful culture that very uh well blended with my own uh culture, and so I want to wish everyone a happy St.

Patrick's Day.

And along that lines, I find it a very heartfelt and warming the fact that we passed um this immigration legislation or resolutions today.

Um just to get it shows how diverse our community is.

So we have Irish, we have German, we have Polish, we have Hungarian, we have Latino, we have everything in between.

We have emerging um communities from the Asian community along with the Middle Eastern community, and we celebrate it all together, and that's what makes Lucas County welcoming and beautiful.

Uh my daughters have a unique opportunity where at Christmas, not only do we just eat, you know, tamales and Mexican food, but we also get German food and Irish food and Polish cakes and all kinds of beautiful, rich cultural uh food that we get to enjoy that they would never get to if but for Lucas County being welcoming, and and I echo Councilman Comide's um uh frustration doing it alone.

I tried to do it almost in back in 09 and 10, and uh I had a unsuspecting uh uh hero on the studios, uh, his name was D.

Michael Collins that helped draft a resolution that actually did get passed.

And we would celebrate his Irish culture because he was very, very Irish.

Um for that I miss him on St.

Patrick's Day because we would share a shot together.

Um but it's just part of those heartwarming things that make us all uh family in Lucas County.

And obviously, no one was talking about you know the the violent um undocumented individuals, they shouldn't be here to begin with, and there's no issues about that.

But it's the people here are lawfully legally, you know, U.S.

citizens um should not be uh treated uh any differently or identified um haphazardly.

Uh we have a process for a reason.

So I thank my colleagues and again I my hat's off to all the co-sponsor for all their hard work and mediation and conversation that was had about this.

Um seeing Patrick was an immigrant.

Surprisingly he was English.

So it was just very appropriate today, and um uh my my hat's off to uh D.

Michael Collins, you know, he would be proud.

Um so that being said, uh on a more sadder note, or more frustrating note from my perspective, uh I was informed yesterday uh that we were having a Harrow Road um neighborhood meeting to discuss the uh improvements to Harrow Road, and it's a part of the complete or not complete streets, but the uh safe routes to school.

And I was informed that the administration would not be sending support to this meeting next on the 25th, mainly because uh for a variety of reasons, but mainly because the communication is sufficient to make sure that everyone understands what's going on.

I disagree.

Uh there was some conversation that was had that where changes were made to the plan.

Um and the communication was less than uh subpar.

Uh I came into this two years after the fact.

Um there had been multiple requests from the neighbors to meet with the mayor and other uh administrators, and fell in deaf ears until it came across my desk, and I wanted to make sure that they have a right to be heard.

So I've asked uh Councilman Driscoll to host a meeting on the we haven't decided a date yet in the transportation to discuss the uh changes on Harrow Road because I think the neighbors have a right to understand how this is gonna impact their their street.

And I'm just dumbfounded uh that you know they feel that just you know social media and written communication is sufficient.

Well, that's good and targeted, but sometimes it's nice to talk to a real engineer in person to actually show you what's wrong and why your conceptual plan may not work in here's why.

And so I was very, very disappointed.

Uh so I will be canceling that meeting, unfortunately.

It's actually uh worked out that we had that uh committee of the whole uh refuse meeting that same night anyway.

Um, but I I won't let this go, and I think the neighbors have a right to understand how this is gonna impact them.

Um there were simple questions that couldn't be answered by the administration, which was very uh concerning, basically, like do we have a s do we have a uh sidewalk plan?

And the answer was no, we don't.

We just do it where we can, and eventually we'll we'll infill as we have funding as appropriate.

Um that isn't sufficient, and you know, again, part of the neighborhood plan that I'm proposing is partly came out of this because if we're gonna focus on resources, financial resources, we should make sure that we're doing it not willy-nilly, but in a very systematic and um focused approach.

So, again, I think everyone that supported um uh that resolution.

So I I don't know what else to say about that.

You know, I was just a little dumbfounded.

And the names were thrown out there on both sides, and I certainly understand the administration not wanting their staff to get beat up by the community.

But that's what happens when you don't talk to anyone for two years when they've been asking to have conversations about this.

Were they against the uh the uh sidewalks?

Absolutely, everybody is, but it's a part of our commitment to vision zero, which I understand and I again expressed, and the state routes are schools, they didn't necessarily understand where um where this was coming from or why they needed there when there's only two people, uh two students that actually would walk to school.

So I get the frustration, and I get the administration wanting to protect their staff.

I I get that.

Um, and we were taking precautions to ensure that wouldn't happen.

But again, that's what happens when you don't communicate and actually go and talk to residents.

So I'm a little frustrated by this, but we will get through this, and I appreciate Councilman Driscoll hosting a uh hearing on this so we can get some answers.

I think there is some other concerns about the the design and to see if there's anything else that we can add um to it.

So more to come on that, but I I just wanted to um make sure everyone was aware that I will be canceling next week's meeting.

Thank you, clerk.

Um, sorry to hear that you have to cancel that meeting, Martinez, because I was looking forward to that meeting, because I have had several calls in the last two years and several several emails about um residents that live on that street, and I I wholeheartedly support you and the neighbors in that community because I always say this.

Our biggest weakness in the city of Toledo is communication.

That's where we lose our residents every time we do not communicate openly and repeatedly.

Don't say we sent we sent a letter out, or we put it on Facebook, our communication page.

That's not talking to a resident.

If we're doing major changes to a community, we need to go out there.

Sorry, takes time, and knock on doors, and let them know and have community meetings about the changes so they can understand it prior to it happening, not while it's happening.

That's been the problem with the neighbors on Harrow Street, and I because I've talked to them.

And talk to our administration about it.

We've got to be better, and you just can't say we've talked or the meeting got too abrasive.

This is our job.

I mean, some meetings are gonna get heated, and we're gonna take some flak.

We took a lot of flak over on st on South Broadway.

It's a part of the job.

Everybody's not gonna like the changes or the adjustments or putting sidewalks on the code of the sack.

Everybody's not gonna like it.

But I think it's better, it's tolerable if you come and talk to them and show it to them and let them give their disdain about it, and say we understand that.

And maybe there can be some adjustments, but we have to have the conversation with the residents.

They're the ones that pay the taxes, they're the ones that's buying the home that's making it affordable for the city.

They're the ones that's paying the taxes to the school system.

So they've got a voice, and we've got to start listening to it.

So I'm I'm I'm all in with you on that one, and I get frustrated also because it's a conversation.

And if we have to keep passing out pieces and knocking on doors, it's our responsibility to make sure that our residents that our residents understand the changes that are happening in their community because this is a part of us.

I'm off that soapbox.

But thank you for bringing that up.

Um happier note, shout out to my cousin Sharon.

I was in Detroit with her on Sunday after her birthday party ended.

It was just how it happened.

I got there late.

She turned 70.

I was just glad to be there and see her and take a picture with her because uh she's more like a sister to me than a cousin, and um celebrate you, Sharon.

Um thank you to the D9 members, and we still got some hanging out with us at the end.

So thank you.

Um thank you for coming and and having the conversation with our council members, and thank you, Dr.

Jones, for putting it together, and we look forward to getting together again and having those conversations and getting you to be a part of this and understanding what we do, how we do, and how you can help us be better at what we do.

So thank you on that.

Um Dr.

Jones and President Williams, along with Malcolm Cunningham from Muncie attended Glass City board meeting last week.

And I tell you it was very interesting, but I do believe Glass City is on is on a get ready to make some changes.

Um Glass City was a school that the young man was murdered.

He didn't die.

Thank God, okay.

He was shot inside the school, and some people want to say, well, it wasn't in the butt it was a shooting.

And I believe that all students, I don't care what school it is, should be safe, feel safe, get breakfast, get lunch, and be able to be educated, and that the teachers also should be safe in their building.

So I am I was glad to stand with them.

Uh President Williams spoke very directly to the board, and um I do believe that they are going to be making some changes.

We do know that there is security in the building.

Um I want to thank Officer Belo for going out and being a part of this and and helping Glass City be better.

It's it's on it behooves us to know what's going on in our schools and making sure that our students are safe and being educated.

So I was I was glad to do that.

Um councilwoman Kramer brought it up, and I'm gonna close with this one.

First energy, you should be ashamed of yourself.

What our residents went through this weekend is unacceptable.

We had I think when it happened, they said there were something like 200,000 outages.

That was on Friday when Councilman Melden text us on Sunday, and the power was supposed to come back on on Sunday at 11 p.m.

Residents got a notice that it wouldn't be on till Monday at 11 p.m.

The problem that I have with it is that they seemed for me, just sending an a text or email or however they did it to the residents that it was almost hey, we'll get to you.

And it wasn't an emergency.

If they couldn't handle it, then there needed to be some reach out to other energy companies to come in and help us on this thing.

And I do believe that we've got to be better about supporting our residents in times of emergency.

Just in I don't know the whole all the areas, but I know just in the Lincolnshire area, because I have friends over there that lost everything in their refrigerator and their freezer.

I had one friend that went and bought a generator because she didn't have any.

She didn't have, and she's single.

Hey.

Sam emailed us and said that there was a woman in a wheelchair and her battery was dying.

And she's totally committed.

She has this wheelchair is her life.

And he reached she reached out to him.

I don't even know if she knew that he might not even have no power.

People that medicines have to be medicated.

It's unacceptable.

And I believe we reached out to some people at First Energy.

We're doing the best that we can.

Well, storms are gonna come, and we need to be better prepared.

April is April showers bring May flowers.

Well, we've had April showers before April.

And if this is in the indication of how it's gonna be, we we better get ready.

And then it's not us.

And and in that they're making money off of us, but we can't get power.

No.

Now we need to start holding them accountable.

And I remember when Councilman Sarantu brought that forth about first energy and and wanting more money.

Insulting.

And then our customers have to our residents are out for three, four days, and you keep telling them it'll be the next day.

Unacceptable.

And so I hope all of us council members will support Councilman uh Meldon and however he wants to go after uh first energy because we need to go after them hard.

I I'm done.

Her birthday is today, and we work together, and every year on Saint Patrick's Day, she went all out bringing everybody something green, having the coins.

Um just uh just four small things.

Um just wanted to say thank you to our cert team that has moved from quarterly meetings to monthly meetings, uh, and I'm very happy.

I feel like we're making some headway with some of the problem properties in our city.

Uh I wanted to thank the administration, the Lucas County EMA, and uh the fire department for having a hazmat meeting uh regarding the ammonia leak that we had at SOFO's um over in District 6.

Uh one of the things that I think it's important, and and councilwoman Kramer, you had said it, and and also Councilwoman McPherson, these storms are going to be more intense, and we have to have the ability to support our residents when these things happen.

And so it's important for us to examine what we did well and what we can do better, and it's important to have um and to practice emergency preparedness for our community.

So I was thankful that we got a chance to look at that.

Um, and then uh this past weekend was the Toledo Craftsman's Guild.

Uh, and uh it will the the next uh show of theirs will be at Tamil Shantor on Saturday uh March 28th from 9 to 4.

Please consider if you have some gifts that you need to purchase, um please support our our local vendors.

Uh this is how you can keep your money in your community.

And then uh lastly, I just wanted to say thank you to the volunteers at Friendship Park that uh hosted the Irish family event that I could not go to, but I really wanted to, and I can't wait until tax season is over.

Councilman Sarantu, first call.

Thank you, Madam Clerk.

It's absolutely outrageous what Addison did, Toledo Edison did in our community.

The lack of response, they kept telling people Saturday, your power will be restored, Sunday your power be restored, mommy, 11 o'clock, your power will be restored.

Just didn't happen for so many people, thousands of people.

And uh you know, finally, there was a uh East Toledo family that relies on electricity for medical purposes.

And their power was from Friday their power was off, and the power was finally restored today about noon.

Terrible.

Um, no heat, you know, medical equipment like nebulizers that they have to have.

Obviously, you know, you can't you can't function that way.

So uh, you know, we pay some of the highest electric rates, not just in Ohio, but uh in the nation.

And we really we really need to have Edison uh change their ways because uh I just can't recall an outage like this that took this long with so many delays and so many assurances that oh the power will be on by 11 o'clock tomorrow night, and it just didn't materialize.

And this this uh, you know, part of the problem in Ohio is we have an appointed public utilities commission.

And guess what?

Most of the five members of the Public Utility Commission are former utility executives.

So it's one happy family overseeing the utility industry in Ohio.

And you know, I I've said this before, I really mean it.

We have to have an election of Public Utility Commission members.

Michigan is already looking at this and they're serious about it.

And this is this is one way we can combat this this uh lack of urgency, this terrible attitude of well, you know, when we get to you, we'll get to you.

We need to have an elected public utilities commission in Ohio because it's not going to change.

Uh the utility industry controls the Public Utilities Commission, and we're all paying a terrible price uh for that.

On a little happier note, uh the Finance Committee will meet next Tuesday at 4 p.m.

We're gonna look at the February financials, which is important because we are approaching the deadline to pass our budget for the City of Toledo.

And uh President Williams uh notified me today that we're gonna have a special committee of the whole meeting uh on March 31st at 2 p.m., two hours before our council meeting.

And at that, it's our hope that at that point we will um have final numbers for the budget.

We have been working very hard on reducing expenditures, and we're looking for uh additional income.

And it's uh we've really spent a lot of time and I really appreciate the help, especially from President Williams on this issue.

But we have got to make reductions.

I know uh none of you will be happy about certain reductions that will be proposed, but we have to go down that road because in two years we're not gonna have a budget stabilization fund.

It's gonna be down to zero uh or nearly zero.

So we need to make some tough decisions, council members.

So um I look forward to our discussions, trying to make a budget that makes sense, but yet also uh is prepared for the future for the very near future.

Um with that I want to wish everybody a very uh happy St.

Patrick's Day, uh especially from this Greek.

It's a wonderful time.

Uh there's a there's a little Irish baby who lives in Toledo who turned one year old last week, Charles Driscoll.

Happy birthday, Charlie.

He happens to share a birthday with someone who wasn't yet recognized on this day.

Councilwoman Dr.

Brittany Jones, happy birthday, be lated.

Be lated.

I I like I said I'm a member of the Irish American community.

I'm very proud of that.

My grandfather's grandfather came over from Ireland to work on the railroad, which is not uncommon in Gibsonburg, Ohio.

And uh once uh that rail work uh dried up and Gibson Bergie moved to uh his son moved to Toledo and that's how we ended up here.

But it's it's uh you are Councilman Martinez already made this connection.

Um that there we are enriched by having immigrants in this community, and uh I have to say there was a uh at the committee of the whole when we discussed the legislation that we passed today regarding our cooperation with immigration enforcement.

There's a a young man whose family had immigrated here from Mexico who shared the story he lived on the east side, shared the story of uh living next door to a uh uh Vietnamese family and and and the kid about the same age as him and they're now best friends and they share culture and it it's uh it's this is what makes this country great.

It's amazing to me that we don't see that as an asset, because to me it's so clearly is in this in this beautiful community.

Um so I'm grateful for the work of Councilmember Gaddis, Councilmember Comives, and everybody else who co-sponsored that legislation.

Um I think we did some really really hard work to get that across the line, as well as our staff.

Uh they deserve a lot of credit for this, and uh so I thank them for that.

Uh I'm a fan of the show Succession on HBO.

I don't know if any of you are all I highly recommend it.

Uh there's a quote I've been thinking of after this meeting uh from the general counsel who works for the company who said uh she tap danced them through a thunderstorm without getting wet uh through some of their legal issues.

I've been thinking about that with regards to President Williams, who this month has been tap dancing us through a handful of thunderstorms without giving us wet.

She has proved many times over, I think that we all made the right choice at the beginning of January this year, and she continues to do a fantastic job leading this body.

Um so I want to thank her for her leadership.

Uh I'm proud to say we got the Vestrula rezoning over the line today, which is really really important for that neighborhood.

Uh we all see that there's a bright future ahead for that neighborhood.

I think the CIC is going to be involved in that.

The Metro Parks obviously is doing some great work over there.

So this is why we plan.

It's important.

Um yes, Councilman Martinez, I'm happy to host a transportation committee meeting.

But let me be clear, I don't want to, and we shouldn't have to.

Uh I don't fear our residents.

I I I what's the worst that's gonna happen?

They might change your mind.

That's a good thing.

Uh we we sh if if you're if people aren't willing in this in this body to go out into the public and face them, um I think we might be in the wrong line of work.

And if it's necessary, uh we will we will host a committee meeting.

And there are tools that uh uh at our disposal to compel cooperation if we have to, which of course I do not want to.

Um so I'm hoping that this is the first and last time we have a committee meeting of this nature.

Because I'm not sure what we're afraid of.

I didn't attend the first meeting.

Um I've been yelled at at zoning and planning meetings.

I think you know I've had people question our care j just now, just before at the head of this meeting.

We were uh uh having a very tense conversation with some folks from the Dorf Street Legacy Project.

A project I believe in.

I've been supportive the whole time.

Uh I don't I don't fear what the residents had to say to us about this.

And uh so I look forward to that meeting.

We haven't scheduled it yet, but that'll be coming.

Um I I will add to the course of just the sh the shame at of First Energy that while it was a severe event, it was not an unpredictable event.

It was not an unusual event.

We have these every year.

And we continue to pay some of the highest electric rates in the country.

They wanted to raise our rates again.

For what uh they need they need to take a little bit of money away from their bribing politicians fund and put it towards their infrastructure and resilience.

Uh it's got me thinking a lot uh lately about government monopolies, government control monopolies.

Um companies that don't have to compete for our business, don't try very hard.

And it's not just First Energy.

More on that to come, I think later this month.

But uh thank you, uh Clerk.

I have a lot as well.

So uh just to clarify, um Councilman um uh uh Serant who actually uh alluded to this.

We are gonna have a special council meeting.

Um it's a special council meeting, not a committee of the whole.

Uh at that meeting, I will um be able to field questions from colleagues and we can discuss the budget.

But we will have some things to you soon.

Thank you to I gotta shout out building inspection and co-compliance.

They've been working with me with the issue with the gas leak at Madonna Homes.

We did find out that Madonna Holmes, they had a suspected gas leak from a repair that was done last month.

Everything is safe and they're uh working through with a uh a great organization.

I think uh the code enforcement and building inspection for helping me with that.

Um Glassy Academy.

Um thank you to Dr.

Jones, um uh councilwoman McPherson, just uh the fact that um you guys showed up for the kids where a lot of times um people tell us not to show up in places because of certain reasons that was important because though those kids at that school were not safe.

Officer B Lo did go out today and help.

Um and we have Monsi in the school and also our um workforce uh person, um Dr.

Covington, she's still working over there.

So Glass City is it's gonna do a good work.

Um the sheriffs and TPD are projecting there.

So um thank you to my colleagues for um supporting all of my colleagues that have supported me with helping Glass City get what they need.

Uh the raise grant is going to be my last topic.

Um it's unfortunate that um it's been put out to the community that this council has not listened and heard uh from a neighborhood that I actually still live in.

Um my colleagues live in uh district four has had the most investment out of all districts since I sat on this dais.

Prove me wrong.

District four has had more investments since I've sat on this dais than any other district.

My colleagues and I have fought to invest in disinvested neighborhoods since I've been on this dais.

I take issue when people come for what we have done and say we have not talked to the community.

We have, and we have forced the administration to do so if they weren't willing, but they've been willing.

Brandon has done an amazing job with trying to take everything that was put out to the community.

There has been some miscommunication and confusion, and I take issue with that because I have worked what little but I have on making sure that the community that I was raised in, that most of my colleagues live in, a lot of my colleagues live in District 4.

We have fought for more investments and not just downtown.

Because downtown is taking care of itself, not the city of Toledo.

The city of Toledo has had more investment in District Four.

Yes, we've had more money than other councils has had, but since I sat on this day as District 4 has had more investment than any other district, and my district colleagues will tell you we we have.

Crime has gone down in District 4 since the investment has happened.

More development has happened in District 4.

And I take pride in that because we have worked our butts off to do this.

So please, if you have any concerns, 419, 245, 1050.

We are not scared of residents.

And I do take issue that transportation didn't want to come to that meeting.

Um, because I was coming to that meeting if I was gonna be in town.

I was scheduled to come, but I know other colleagues were too.

We are we are not about having the community um not having their voices heard, and we do it within reason and decorum.

So having a transportation meeting, which is why we created that transportation, because we need to have this discussion and have more community out to our residents on the projects that are going on.
