0:02You just stay in your top.
0:04And then just kind of get up with that line out of my house.
0:09And I suppose I need to put my arm.
0:13Hit my dog, I don't think it's getting off.
0:20This guy that honestly step aside.
0:25That's been a long time ago.
0:32Well, it has been for me, but I've had to be back in with and then my son set me up with uh brand new pairs.
0:44So now I have to move so the logic using.
0:49I think I've done it for the season, but next fall definitely definitely self-equipped.
1:07So the priorities go in the pack, you may see the version of the public use individual council members.
1:47So if you send a meeting on all of the plane comes in contact with questions, that meetings.
2:06The consequences if council uh replies that says, oh, let's get five of us on the phone.
2:13Okay, then that gets conceived.
2:16The public record law doesn't apply to representatives of the private entities term business but nothing.
2:25So maybe I'm tested, so I assume it was an acting recently.
2:34And then what we're not allowed to do is you occur as an administrator or banker, and we're meeting three to get five council members are here.
3:13Just as long as it's above board and it's not uh fraudulent or it's not disparaging, then we get a private uh matters.
3:22Um I gotta kick out someone's set uh email of attachments and it looked like a couple of news paper articles, but it didn't indicate the date or the publication, but I read like the newspaper article that was written in the style of the newspaper article, but it was clearly off a piece of persuasion where uh councils need to consider the following characteristics when it comes to making a decision that it was just all the resolved scripting have it to inline sphere of decision for kind of stable entity that provides the years of stable consistent service.
4:13So it's clearly uh great part.
4:28Um I wouldn't be surprised if the public records comes in from all the couples if there are allegations of process being done with corrupted permanent correctly, I've said containment part.
5:21Good morning, everyone.
5:22Welcome to City Council Chambers for this the March 19th, 2026, 10 a.m.
5:28Uh duly noticed and scheduled City of Toledo Board of Revision of Assessments.
5:32Uh the meeting is now called to order.
5:34Uh this board meets in accordance with the charter of the City of Toledo and advises city council on matters uh on a couple of matters involving the city administration, particularly as it deals with public rights of way.
5:49There's one matter on today's agenda.
5:51It's a resolution regarding a vacation.
5:54And if my understanding is correct, that's the only item on the agenda.
6:00Uh we have with us the administrators to the board, uh Roberto Martinez from the finance department.
6:06We have a board member, director Melanie Campbell, Director of Finance.
6:10The second board member is Joe Fossnaw.
6:13Uh to my left, Director of Public Service.
6:16My name is Paul Searing on behalf of the City Law Department as the designee for the director of law.
6:21So the three members are here, our administrators here.
6:25Uh the procedure is to read the case, hear from a representative of the city administration, uh hear from the applicant, open it up for uh discussion, questions and answers, comments from the public, and then we conclude with a recommendation to City Council.
6:41If there's nothing holding us up, we'll continue on with the one item on the agenda, which is resolution number four six five-25 declaring the intent to vacate 25-foot wide alley located behind 2024 Champlain Street, located in the city of Toledo Lucas County, Ohio, and declaring an emergency.
7:00The applicant is Uvalon, pardon my pronunciation, uh at 2024 Champlain Properties LLC, located at 2024 Champlain Street.
7:18The uh cost of land is 1,711 and 25 cents.
7:24Uh with work required, 250 dollars, engineering cost $25, recording fee of $100 for a total cost of $2,136 and 25 cents.
7:35Is there a representative of the city here to present the case?
7:45What do you have for us?
7:46Well, we have here is an alley line between Michigan, Champlain, Galena, and oh this is supposed to be Vendalia.
7:55Um a lot of this has been all redesigned due to the fact that uh when Department of Transport Oh Department of Transportation came in, relocated things for the uh Buckeye Basin through here.
8:10You can see Galena Street's been relocated.
8:12We've they vacated this part of Champlain and lifted it a little to the north, but this alley is undisturbed at this point.
8:20Um this is the alley we're talking about vacating that has been petitioned to vacate within Nickel's second edition.
8:30We do have a utility through here, a sanitary line, which will require the maintaining of an easement for any repairs and or servicing of that line.
8:49This easement can be redefined if there's to be construction and they need to uh use more of this alley.
8:57That's kind of a wide easement that can be defined.
9:00The city has no objections to this vacation.
9:09I notice uh as a matter of practice the matter this has gone before the plan commission and they recommend approval with the standard uh conditions with that understanding.
9:22Any questions for Mr.
9:23Sweeney from the board?
9:26Hearing none is the applicant here or a representative of the applicant.
9:33Uh not seen in the applicant.
9:34Is there any uh concern about proceeding in the absence of the applicant?
9:39Have we heard from the applicant?
9:41Are they notified of this hearing?
9:43Yes, the applicant and the owners of the surrounding proper the property surrounding the area to be vacated.
9:48We're all notified by certified mail.
9:50Uh I have not received any response from any of those property owners.
9:55Anyone in the audience wishing to be heard?
10:00Any interest in being heard?
10:05Oh, Alan, I'm sorry, I didn't recognize you.
10:08And that low lighting out there in my old eyes.
10:11Good to hear from you.
10:12Appreciate all your work, I see emails and documents.
10:16Um that being the case, uh further discussion.
10:21Hearing none, is there a motion?
10:30Move to approve by Director Campbell.
10:32Second by Director Foss now will proceed to a roll vote.
10:41Searing says approved.
10:42The vote is three in favor, zero opposed.
10:44Resolution number four six five-two five will be forwarded to City Council by this board with a recommendation of approval.
10:52Any other matters before the board?
10:55There are none at this time.
10:56Uh hearing none, we will adjourn and stand in an adjournment until the call of the next meeting by the chair.
11:03Thank you, everyone, for your time and attention.
11:52I thought I had this control.
12:31She caught it before this.
12:55Yeah, they usually want to be able to send you our first one.
13:06Just pull it in the world.
13:12Because I had to find out.
13:32They already had a resolution.
13:34I guess what you know.
13:40I understand the possibility.
14:00So I was just trying to do that's why they think this is possible.
14:10So we can't take the first thing that's asked for that.
14:17So got to be got here.
14:23In theory, so I don't think we should not get the series in that case.
14:37I I do see that you guys just there are questions.
15:53But uh that is done as last and ah yeah, at August is my final plan I've got plenty of vacation and use that high end.
16:10So I want to go to Mayo July or trying to find some.
16:34How long are you going to?
16:40Sixty four or not before.
16:47I grew up in Mark, but I've been told since ninety five since I start.
16:52You have long enough.
17:00I've been spelling employees since eighty six.
17:20Uh golf horses like volunteers.
17:30Yeah, I was doing the sequence for us, but that's not the happening.
17:34Um like sounds really well.
17:49Uh so I'm built this weekend, but I'm very good force.
18:01You have to make crystal.
18:13This was given to us.
18:19Just a few years back.
18:21So we have an ad on now responsible for it.
18:28You keep in touch with that?
18:50So that's all right now.
19:01Just to see if it's for control.
19:07I'll keep as he but still got one property.
19:20I don't want to find some cells and you have it for years.
19:28I don't know what's the work uh is your wife working.
19:46Yeah, it's all the two.
19:52I think you're gonna return.
20:59We need to get that.
21:00So you have to find everything.
21:10So that was uh good select.
22:09So that's what I'm talking about.
22:18So it's not very good.
24:47So I see the number.
25:00So I see the number of right and I just there's a piece of real estate where she has D T I District.
25:27Nine out of ten people just understood one setup just happening as much as the password.
25:52Uh the president of the council president is the number of personality.
27:05So they are saying two sixty four.
27:29So I start off with that.
27:51That's not possible.
27:53That's why we have to do it.
28:13So we just uh and they of course add out the keys to actually pull out the phone creative.
28:37Yeah, we used to know the right part.
29:22That looks magically five sure.
30:32Actually, you're not a problem with your from this operation.
30:42Starting on the issues, that's what it is.
30:48It's also the first time we called the path or something.
32:23Uh using treasure backgrounds.
33:41Couldn't be stressed.
33:48Yeah, I'll show you a whole way and I don't know.
34:24You can sit there while you want.
34:29So you write these this down with these?
34:34I'm sure I cleaned your office in the house.
34:40I had to probably easily put it in the problem.
34:51But I asked after he said they have the keyboard.
35:02It's called the um hey, actually, well looking at prepared film.
35:10So this morning I had to write a resolution.
35:13And I pull up an old one of 2025.
35:18And I copy and pay it, and I thought, ah, just use this format.
35:24That the clerk of council will send a certified letter notifying the applicant of the process moving forward.
35:36This is the taking on the easement from a sidewalk project.
35:42And I called Christine and I'm like, oh, she was I supposed to do that because I don't read session for another organism.
35:50She goes, I don't know if we got it from a rear.
35:54So she's going through it and she's like, no, it was taken care of, it was Jamie Miller, blah blah blah.
35:59She goes, you know, this goes to computer.
36:03They want to call this.
36:04I go, don't bet on it.
36:08So you know, I'm gonna say something to us to today and show the director.
36:12No, if you're gonna slide anything like that in something, I don't care.
36:20You know, you just gotta let me know, because I'm like I don't know.
36:31Okay, so the the the next one is like the board 3525 is disapproved by the time commission and I believe that's only the panel.
36:42Okay, it's a vacation?
36:45So we still secure it at a board of revision, and it can also have a permission so usually the ordinance is windows, but that's part of it.
36:57I mean, they're at always had this situation.
37:03Just because we make a recommendation over the other, it's not dead.
37:07And you mean the scenario for a vacation?
37:14And it's gone through my commission, they recommended this approval, it's gone for us, we recommend this approval.
37:19Does it go to the board of revision get made into an ordinance to be denied?
37:24Or do we just or is the recommendation not to forward it to the board of revision, therefore it's not in the case?
37:41Go to the board of revision?
37:44Because I do tell the planning commission.
37:47I don't care if you like it or not.
37:49People still have them right.
37:57Although it's a statistic remote chancellor's still having that document.
38:06So we generally have to find this one on the upside one of them.
38:17I don't know if we've ever had it.
38:18A lot of times we don't allow them to send it forward because they'll tell us don't worry about it.
38:24But yeah, I would say if the applicable consists we should send it forward.
38:31And then to make sure the house is aware of our problems, but recommendation.
38:41So the app can go up on to the planned commission hearing and then the city council's only.
38:49I mean, because if that didn't have background that's going to move forward with this regardless of the application shows up or not.
38:57Well, we don't move anything forward completely direction if they don't want to show.
39:16If that's not signed, by them being here, we don't do anything with it.
39:29I mean, some of them are not a year old.
39:31I have some people below 20 years later, you know that.
39:57I had any attention to case numbers.
40:00Oh, uh that I think that's a function.
40:05Yeah, I think we have a intention to case numbers.
40:07The fact that I can remember that portion of that.
40:09Lisa does it to me all the time too.
40:11I might just give me an address.
40:15I just fly with the law school.
40:17I just want you to know.
40:20So I didn't clean up in the office.
40:34Well, it is because your ordinance was written.
40:38And they changed it to be the last.
40:52I think they already have to expect.
40:55Because they're kind of somebody's calling saying it.
41:05Do we need ourselves?
41:07And we sold our products to the public.
41:13So that was a three.
41:20No, I'm just saying one of the numbers came and said, so they're having it for me at the whole thing.
41:34I'm trying to think what was it?
41:45Well, then we're going to mark uh when was it present?
41:54I think the reason I say is it's terrible when it died.
42:01He ended up retiring.
42:04And he ended up retiring because of you know the whole thing was old enough.
42:09But like he would tell me how big open people's backyards hold the garbage hands up front and novel and then they are hands back.
42:16I mean, maybe we're just city.
42:21He said that when you was ready to retire for this whole time, I'm sure that stuff.
42:26But the very nice guy would have said you should say the shit we used to do.
42:30Well that's back in the day when it was back.
42:41Yeah, the problem is they were one and then a second bathroom, right?
42:47With with uh with two four lives and two former sets of kids at all.
42:57It's almost uh tier two, uh tier two costs in range.
43:10And then there's a little word thing, which is related to setup.
43:14So the birth, the capital building the recycling.
43:18Why don't they do that?
43:19There it's coming along.
43:21It's taking a million sitting there.
43:30Yeah, there's always that or just be that's all the same.
43:37Well, I remember it was close to the uh system.
43:51Yeah, just select one.
44:06This is plus if you want to find whereas all these years later.
44:23Yes, five dollars a month, I think.
44:25So now they can afford it, five minutes most of it that would be for the years.
44:39How often do you clean things?
44:42This is the first time I came down here.
44:45I think I'll include I don't know if this is up, but here's the thing.
44:49Years ago, they used to clean this at night.
44:57I didn't have to back in my office, they won't make you have this.
45:01Yeah, you should mind.
45:11I mean, maybe they have to be very happy with the sounds at the end of the boat they have you had.
45:15I'll never forget one time to pay people not the picture frame that I have on my desktop and broke the glass.
45:25I would be happy to replace it.
45:26I'm so sorry, blah blah blah.
45:29I think they just walk in my office now and then shut the door on it.
45:35And if you ever notice any window that this high ours.
45:42I cleaned all of them.
45:45The run along the low library.
46:13I thought you doing the signs.
46:16I didn't clean this guy like this.
46:18Well, I don't think so because it's paper.
46:20I think it'll eat this paper.
46:24Yeah, it'll eat some of it.
46:26I just yeah, this looks like it's staying in mind, so I'm not yes, yes.
46:31But you know when you can do this.
46:38I've got a cane of nice uh orange glow stuff.
46:50As would say to me upstairs.
46:52That's kind of functional.
46:55No, you're thinking two very important things now today.
47:01Alright, we'll kick that thing around on those cases.
47:06That guy's shouldn't do this everywhere.
47:20So we have a ship control.
47:31See, here's I hope you've driven it.
47:35Obviously, yeah, I'm in this one.
47:37But um I don't that's an either.
47:41I know without any practice.
47:53But I would have driven practice.
47:55It was really funny because the whatever had the first appointment in the morning had to be in the back.
48:07Because just joke about it.
48:10And so we would start trying to schedule not.
48:16I used to leave my law off this early so that I can pick my kids up from school that's very large.
48:22So I have all the early morning appointments.
48:26So you know I'm thinking you are too important.
48:32I mean, sounds like I can do it.
48:33So okay, and you know, the first approach didn't sound right, because it seems like one person's not gonna always have to point it, but sounds like you did, but it seems like that would be a good way to digging it up.
48:46Well, I just have a sacrifice probably should have done it at the end of the day.
48:55Yeah, or a secretary was what the attorney's wife said.
48:58She was a tier who did everything else.
49:00So it didn't have it, right?
49:01But it's just so funny.
49:03That um when people say, well, you probably you know when I'm trying to be around this or that.
49:11You know, I mean you would be like the best attorneys are the ones that just dig down the video has to get down close to the past.
49:23Alright, we're good there.
49:35It's just thick in front of everything.
49:42Um is there a media here today?
49:47No, I want a bunch of these and down and always know.
50:06Are you feeling these two?
50:12Yeah, should I take it off scared?
50:17Or I'm just wiping down.
50:21I'm going to grab all water.
51:00Oh, you're still doing wash like that, though.
1:02:30I forgot my tag, so I couldn't get back there.
1:02:33I forgot my tag, so I couldn't get back.
1:02:36Um I mean, yeah, name this show more.
1:02:51But oh well, it's good.
1:02:55Oh, we used to have a problem.
1:03:17Oh, because they should never go under here because this gets all rough and it'll shoot these arms up.
