You just stay in your top.

0:04

And then just kind of get up with that line out of my house.

0:09

And I suppose I need to put my arm.

0:13

Hit my dog, I don't think it's getting off.

0:20

This guy that honestly step aside.

0:25

That's been a long time ago.

0:31

Long time.

0:32

Yeah.

0:32

Well, it has been for me, but I've had to be back in with and then my son set me up with uh brand new pairs.

0:41

I moved you back.

0:44

So now I have to move so the logic using.

0:49

I think I've done it for the season, but next fall definitely definitely self-equipped.

0:59

Good morning.

1:07

So the priorities go in the pack, you may see the version of the public use individual council members.

1:27

Is there a change?

1:47

So if you send a meeting on all of the plane comes in contact with questions, that meetings.

2:06

The consequences if council uh replies that says, oh, let's get five of us on the phone.

2:13

Okay, then that gets conceived.

2:16

The public record law doesn't apply to representatives of the private entities term business but nothing.

2:23

It applies to us.

2:25

So maybe I'm tested, so I assume it was an acting recently.

2:34

And then what we're not allowed to do is you occur as an administrator or banker, and we're meeting three to get five council members are here.

3:13

Just as long as it's above board and it's not uh fraudulent or it's not disparaging, then we get a private uh matters.

3:22

Um I gotta kick out someone's set uh email of attachments and it looked like a couple of news paper articles, but it didn't indicate the date or the publication, but I read like the newspaper article that was written in the style of the newspaper article, but it was clearly off a piece of persuasion where uh councils need to consider the following characteristics when it comes to making a decision that it was just all the resolved scripting have it to inline sphere of decision for kind of stable entity that provides the years of stable consistent service.

4:13

So it's clearly uh great part.

4:28

Um I wouldn't be surprised if the public records comes in from all the couples if there are allegations of process being done with corrupted permanent correctly, I've said containment part.

5:21

Good morning, everyone.

5:22

Welcome to City Council Chambers for this the March 19th, 2026, 10 a.m.

5:28

Uh duly noticed and scheduled City of Toledo Board of Revision of Assessments.

5:32

Uh the meeting is now called to order.

5:34

Uh this board meets in accordance with the charter of the City of Toledo and advises city council on matters uh on a couple of matters involving the city administration, particularly as it deals with public rights of way.

5:49

There's one matter on today's agenda.

5:51

It's a resolution regarding a vacation.

5:54

And if my understanding is correct, that's the only item on the agenda.

5:59

That is correct.

6:00

Uh we have with us the administrators to the board, uh Roberto Martinez from the finance department.

6:06

We have a board member, director Melanie Campbell, Director of Finance.

6:10

The second board member is Joe Fossnaw.

6:13

Uh to my left, Director of Public Service.

6:16

My name is Paul Searing on behalf of the City Law Department as the designee for the director of law.

6:21

So the three members are here, our administrators here.

6:25

Uh the procedure is to read the case, hear from a representative of the city administration, uh hear from the applicant, open it up for uh discussion, questions and answers, comments from the public, and then we conclude with a recommendation to City Council.

6:41

If there's nothing holding us up, we'll continue on with the one item on the agenda, which is resolution number four six five-25 declaring the intent to vacate 25-foot wide alley located behind 2024 Champlain Street, located in the city of Toledo Lucas County, Ohio, and declaring an emergency.

7:00

The applicant is Uvalon, pardon my pronunciation, uh at 2024 Champlain Properties LLC, located at 2024 Champlain Street.

7:18

The uh cost of land is 1,711 and 25 cents.

7:24

Uh with work required, 250 dollars, engineering cost $25, recording fee of $100 for a total cost of $2,136 and 25 cents.

7:35

Is there a representative of the city here to present the case?

7:39

Good morning.

7:44

Good morning, Mr.

7:45

Sweeney.

7:45

What do you have for us?

7:46

Well, we have here is an alley line between Michigan, Champlain, Galena, and oh this is supposed to be Vendalia.

7:55

Um a lot of this has been all redesigned due to the fact that uh when Department of Transport Oh Department of Transportation came in, relocated things for the uh Buckeye Basin through here.

8:10

You can see Galena Street's been relocated.

8:12

We've they vacated this part of Champlain and lifted it a little to the north, but this alley is undisturbed at this point.

8:20

Um this is the alley we're talking about vacating that has been petitioned to vacate within Nickel's second edition.

8:30

We do have a utility through here, a sanitary line, which will require the maintaining of an easement for any repairs and or servicing of that line.

8:45

Um at later date.

8:49

This easement can be redefined if there's to be construction and they need to uh use more of this alley.

8:57

That's kind of a wide easement that can be defined.

9:00

The city has no objections to this vacation.

9:04

We encourage it.

9:09

I notice uh as a matter of practice the matter this has gone before the plan commission and they recommend approval with the standard uh conditions with that understanding.

9:22

Any questions for Mr.

9:23

Sweeney from the board?

9:26

Hearing none is the applicant here or a representative of the applicant.

9:33

Uh not seen in the applicant.

9:34

Is there any uh concern about proceeding in the absence of the applicant?

9:39

Have we heard from the applicant?

9:41

Are they notified of this hearing?

9:43

Yes, the applicant and the owners of the surrounding proper the property surrounding the area to be vacated.

9:48

We're all notified by certified mail.

9:50

Uh I have not received any response from any of those property owners.

9:55

Okay.

9:55

Anyone in the audience wishing to be heard?

10:00

Any interest in being heard?

10:05

Oh, Alan, I'm sorry, I didn't recognize you.

10:08

And that low lighting out there in my old eyes.

10:11

Good to hear from you.

10:12

Appreciate all your work, I see emails and documents.

10:16

Um that being the case, uh further discussion.

10:21

Hearing none, is there a motion?

10:25

Motion to approve.

10:26

Move to approve.

10:27

Is there a second?

10:28

I'll second.

10:30

Move to approve by Director Campbell.

10:32

Second by Director Foss now will proceed to a roll vote.

10:36

Uh Ms.

10:36

Campbell.

10:37

Approved.

10:38

Mr.

10:39

Fosno.

10:40

Approved.

10:40

Mr.

10:41

Searing says approved.

10:42

The vote is three in favor, zero opposed.

10:44

Resolution number four six five-two five will be forwarded to City Council by this board with a recommendation of approval.

10:52

Any other matters before the board?

10:55

There are none at this time.

10:56

Uh hearing none, we will adjourn and stand in an adjournment until the call of the next meeting by the chair.

11:03

Thank you, everyone, for your time and attention.

11:52

I thought I had this control.

12:00

Okay.

12:31

She caught it before this.

12:55

Yeah, they usually want to be able to send you our first one.

13:06

Just pull it in the world.

13:12

Because I had to find out.

13:32

They already had a resolution.

13:34

I guess what you know.

13:40

I understand the possibility.

13:57

Add to K4.

14:00

So I was just trying to do that's why they think this is possible.

14:10

So we can't take the first thing that's asked for that.

14:17

So got to be got here.

14:23

In theory, so I don't think we should not get the series in that case.

14:37

I I do see that you guys just there are questions.

14:53

Sure.

14:59

Okay.

15:45

Oh yeah.

15:46

So I have the app.

15:53

But uh that is done as last and ah yeah, at August is my final plan I've got plenty of vacation and use that high end.

16:10

So I want to go to Mayo July or trying to find some.

16:25

Okay, so fast.

16:34

How long are you going to?

16:35

Every third moment.

16:36

Okay.

16:37

Yeah.

16:40

Sixty four or not before.

16:47

I grew up in Mark, but I've been told since ninety five since I start.

16:52

You have long enough.

16:53

I do I'm back.

17:00

I've been spelling employees since eighty six.

17:07

Okay.

17:20

Okay.

17:20

Uh golf horses like volunteers.

17:30

Yeah, I was doing the sequence for us, but that's not the happening.

17:34

Um like sounds really well.

17:49

Uh so I'm built this weekend, but I'm very good force.

18:01

You have to make crystal.

18:13

This was given to us.

18:16

Uh yeah.

18:19

Just a few years back.

18:21

So we have an ad on now responsible for it.

18:26

Yeah.

18:28

You keep in touch with that?

18:31

Not really.

18:41

But it's military.

18:50

So that's all right now.

19:01

Just to see if it's for control.

19:07

I'll keep as he but still got one property.

19:20

I don't want to find some cells and you have it for years.

19:28

I don't know what's the work uh is your wife working.

19:38

Yes.

19:46

Yeah, it's all the two.

19:49

Congratulations.

19:50

Thank you.

19:52

I think you're gonna return.

20:00

Okay.

20:02

All right.

20:16

Well, you're right.

20:59

We need to get that.

21:00

So you have to find everything.

21:08

Well, I think six.

21:10

So that was uh good select.

21:29

Yes.

21:32

Oh, I got it.

21:33

Yeah.

21:56

So that's the wall.

22:09

So that's what I'm talking about.

22:18

So it's not very good.

22:34

Oh, yeah.

24:47

So I see the number.

24:56

Right.

25:00

So I see the number of right and I just there's a piece of real estate where she has D T I District.

25:27

Nine out of ten people just understood one setup just happening as much as the password.

25:52

Uh the president of the council president is the number of personality.

26:38

So that's weird.

27:05

So they are saying two sixty four.

27:29

So I start off with that.

27:51

That's not possible.

27:53

That's why we have to do it.

28:13

So we just uh and they of course add out the keys to actually pull out the phone creative.

28:37

Yeah, we used to know the right part.

29:22

That looks magically five sure.

29:56

So it's so nice.

30:32

Actually, you're not a problem with your from this operation.

30:42

Starting on the issues, that's what it is.

30:48

It's also the first time we called the path or something.

32:23

Uh using treasure backgrounds.

33:41

Couldn't be stressed.

33:48

Yeah, I'll show you a whole way and I don't know.

34:16

Are you guys done?

34:17

Yes.

34:24

You can sit there while you want.

34:29

So you write these this down with these?

34:34

I'm sure I cleaned your office in the house.

34:40

I had to probably easily put it in the problem.

34:51

But I asked after he said they have the keyboard.

35:02

It's called the um hey, actually, well looking at prepared film.

35:10

So this morning I had to write a resolution.

35:13

And I pull up an old one of 2025.

35:18

And I copy and pay it, and I thought, ah, just use this format.

35:22

Section 4.

35:24

That the clerk of council will send a certified letter notifying the applicant of the process moving forward.

35:36

This is the taking on the easement from a sidewalk project.

35:42

And I called Christine and I'm like, oh, she was I supposed to do that because I don't read session for another organism.

35:50

She goes, I don't know if we got it from a rear.

35:54

So she's going through it and she's like, no, it was taken care of, it was Jamie Miller, blah blah blah.

35:59

She goes, you know, this goes to computer.

36:03

They want to call this.

36:04

I go, don't bet on it.

36:07

Don't bet on it.

36:08

So you know, I'm gonna say something to us to today and show the director.

36:12

No, if you're gonna slide anything like that in something, I don't care.

36:20

You know, you just gotta let me know, because I'm like I don't know.

36:31

Okay, so the the the next one is like the board 3525 is disapproved by the time commission and I believe that's only the panel.

36:42

Okay, it's a vacation?

36:44

Vacation, sorry.

36:45

Alright.

36:45

So we still secure it at a board of revision, and it can also have a permission so usually the ordinance is windows, but that's part of it.

36:57

I mean, they're at always had this situation.

37:03

Just because we make a recommendation over the other, it's not dead.

37:07

And you mean the scenario for a vacation?

37:14

And it's gone through my commission, they recommended this approval, it's gone for us, we recommend this approval.

37:19

Does it go to the board of revision get made into an ordinance to be denied?

37:24

Or do we just or is the recommendation not to forward it to the board of revision, therefore it's not in the case?

37:41

Go to the board of revision?

37:42

Orvision?

37:44

Because I do tell the planning commission.

37:47

I don't care if you like it or not.

37:49

People still have them right.

37:57

Although it's a statistic remote chancellor's still having that document.

38:01

Right.

38:05

Yeah.

38:06

So we generally have to find this one on the upside one of them.

38:17

I don't know if we've ever had it.

38:18

A lot of times we don't allow them to send it forward because they'll tell us don't worry about it.

38:23

The applicant.

38:24

But yeah, I would say if the applicable consists we should send it forward.

38:31

And then to make sure the house is aware of our problems, but recommendation.

38:41

So the app can go up on to the planned commission hearing and then the city council's only.

38:49

I mean, because if that didn't have background that's going to move forward with this regardless of the application shows up or not.

38:57

Well, we don't move anything forward completely direction if they don't want to show.

39:16

If that's not signed, by them being here, we don't do anything with it.

39:29

I mean, some of them are not a year old.

39:31

I have some people below 20 years later, you know that.

39:34

Right, right.

39:47

Okay.

39:52

Which one is it?

39:52

43525.

39:56

Right.

39:57

I had any attention to case numbers.

39:59

What's the address?

40:00

Oh, uh that I think that's a function.

40:05

Yeah, I think we have a intention to case numbers.

40:07

The fact that I can remember that portion of that.

40:09

Lisa does it to me all the time too.

40:11

I might just give me an address.

40:14

Understood.

40:15

I just fly with the law school.

40:17

I just want you to know.

40:20

So I didn't clean up in the office.

40:34

Well, it is because your ordinance was written.

40:37

Okay.

40:38

And they changed it to be the last.

40:44

Okay.

40:52

I'm not.

40:52

I think they already have to expect.

40:55

Because they're kind of somebody's calling saying it.

41:05

Do we need ourselves?

41:07

And we sold our products to the public.

41:13

So that was a three.

41:20

No, I'm just saying one of the numbers came and said, so they're having it for me at the whole thing.

41:28

Right.

41:29

Okay.

41:32

Appreciate it.

41:34

I'm trying to think what was it?

41:40

What did I go six?

41:44

Oh, it was there.

41:45

Yeah.

41:45

Well, then we're going to mark uh when was it present?

41:52

I think it was six.

41:54

I think the reason I say is it's terrible when it died.

42:01

He ended up retiring.

42:04

And he ended up retiring because of you know the whole thing was old enough.

42:09

But like he would tell me how big open people's backyards hold the garbage hands up front and novel and then they are hands back.

42:16

I mean, maybe we're just city.

42:21

He said that when you was ready to retire for this whole time, I'm sure that stuff.

42:26

But the very nice guy would have said you should say the shit we used to do.

42:29

So yeah.

42:30

Well that's back in the day when it was back.

42:41

Yeah, the problem is they were one and then a second bathroom, right?

42:47

With with uh with two four lives and two former sets of kids at all.

42:54

Yeah, yeah.

42:57

It's almost uh tier two, uh tier two costs in range.

43:10

And then there's a little word thing, which is related to setup.

43:14

So the birth, the capital building the recycling.

43:18

Why don't they do that?

43:19

There it's coming along.

43:21

It's taking a million sitting there.

43:30

Yeah, there's always that or just be that's all the same.

43:37

Well, I remember it was close to the uh system.

43:51

Yeah, just select one.

44:06

This is plus if you want to find whereas all these years later.

44:23

Yes, five dollars a month, I think.

44:25

So now they can afford it, five minutes most of it that would be for the years.

44:35

Uh okay.

44:39

How often do you clean things?

44:42

This is the first time I came down here.

44:45

I think I'll include I don't know if this is up, but here's the thing.

44:49

Years ago, they used to clean this at night.

44:54

Stuff like that.

44:57

I didn't have to back in my office, they won't make you have this.

45:01

Yeah, you should mind.

45:06

Yes.

45:11

I mean, maybe they have to be very happy with the sounds at the end of the boat they have you had.

45:15

I'll never forget one time to pay people not the picture frame that I have on my desktop and broke the glass.

45:25

I would be happy to replace it.

45:26

I'm so sorry, blah blah blah.

45:29

I think they just walk in my office now and then shut the door on it.

45:33

They go up.

45:34

Yeah.

45:34

Right.

45:35

And if you ever notice any window that this high ours.

45:42

I cleaned all of them.

45:45

The run along the low library.

45:48

I wouldn't.

45:56

Oh, you did it?

45:56

Yes, you did it.

45:58

Oh.

46:02

Yes.

46:11

Don't do that.

46:12

Oh.

46:13

I thought you doing the signs.

46:14

I was.

46:15

I didn't clean.

46:16

I didn't clean this guy like this.

46:17

Don't do that.

46:18

Well, I don't think so because it's paper.

46:20

I think it'll eat this paper.

46:24

Yeah, it'll eat some of it.

46:26

I just yeah, this looks like it's staying in mind, so I'm not yes, yes.

46:31

But you know when you can do this.

46:35

Don't do that.

46:38

I've got a cane of nice uh orange glow stuff.

46:43

Yeah.

46:45

It doesn't go down.

46:47

Yeah.

46:48

Yeah, like I said.

46:50

As would say to me upstairs.

46:52

That's kind of functional.

46:55

No, you're thinking two very important things now today.

47:01

Alright, we'll kick that thing around on those cases.

47:06

That guy's shouldn't do this everywhere.

47:20

So we have a ship control.

47:31

See, here's I hope you've driven it.

47:35

Obviously, yeah, I'm in this one.

47:37

But um I don't that's an either.

47:41

I know without any practice.

47:44

Originally.

47:45

Ow!

47:47

Slipper.

47:49

Oh man, be careful.

47:50

I'm glass slippers.

47:53

But I would have driven practice.

47:55

It was really funny because the whatever had the first appointment in the morning had to be in the back.

48:07

Because just joke about it.

48:10

And so we would start trying to schedule not.

48:15

Why?

48:16

I used to leave my law off this early so that I can pick my kids up from school that's very large.

48:22

So I have all the early morning appointments.

48:24

Right.

48:26

So you know I'm thinking you are too important.

48:31

Right?

48:32

I mean, sounds like I can do it.

48:33

So okay, and you know, the first approach didn't sound right, because it seems like one person's not gonna always have to point it, but sounds like you did, but it seems like that would be a good way to digging it up.

48:46

Well, I just have a sacrifice probably should have done it at the end of the day.

48:55

Yeah, or a secretary was what the attorney's wife said.

48:58

She was a tier who did everything else.

49:00

So it didn't have it, right?

49:01

But it's just so funny.

49:03

Toledo Board of Revision of Assessments - March 19, 2026

The City of Toledo Board of Revision of Assessments convened on March 19, 2026, with three board members present. The sole agenda item was a resolution to vacate a 25-foot wide alley located behind 2024 Champlain Street. The board heard from a city representative, received no public testimony, and voted unanimously to recommend approval to City Council.

Discussion Items

  • Resolution 465-25 – Alley Vacation at 2024 Champlain Street: The applicant, 2024 Champlain Properties LLC, petitioned to vacate a 25-foot wide alley. City representative Sweeney presented the case, noting the alley is part of the Nickel's Second Edition and includes a sanitary sewer line that will require a maintenance easement. The Department of Transportation's Buckeye Basin project had re-aligned nearby streets but left this alley undisturbed. The Planning Commission had recommended approval with standard conditions. No applicant representative appeared, but all required property owners were notified by certified mail. No responses were received. The board discussed that even if the Planning Commission had disapproved, applicants still have the right to have their case forwarded to City Council. The board proceeded with the applicant absent as no objections were raised.

Key Outcomes

  • The board voted unanimously (3-0) to approve Resolution 465-25, forwarding it to City Council with a recommendation of approval. Board members Campbell, Fosnaw, and Searing all voted in favor. The motion to approve was made by Director Campbell and seconded by Director Fosnaw. The meeting was then adjourned.

You just stay in your top. And then just kind of get up with that line out of my house. And I suppose I need to put my arm. Hit my dog, I don't think it's getting off. This guy that honestly step aside. That's been a long time ago. Long time. Yeah. Well, it has been for me, but I've had to be back in with and then my son set me up with uh brand new pairs. I moved you back. So now I have to move so the logic using. I think I've done it for the season, but next fall definitely definitely self-equipped. Good morning. So the priorities go in the pack, you may see the version of the public use individual council members. Is there a change? So if you send a meeting on all of the plane comes in contact with questions, that meetings. The consequences if council uh replies that says, oh, let's get five of us on the phone. Okay, then that gets conceived. The public record law doesn't apply to representatives of the private entities term business but nothing. It applies to us. So maybe I'm tested, so I assume it was an acting recently. And then what we're not allowed to do is you occur as an administrator or banker, and we're meeting three to get five council members are here. Just as long as it's above board and it's not uh fraudulent or it's not disparaging, then we get a private uh matters. So it's clearly uh great part. Um I wouldn't be surprised if the public records comes in from all the couples if there are allegations of process being done with corrupted permanent correctly, I've said containment part. Good morning, everyone. Welcome to City Council Chambers for this the March 19th, 2026, 10 a.m. Uh duly noticed and scheduled City of Toledo Board of Revision of Assessments. Uh the meeting is now called to order. Uh this board meets in accordance with the charter of the City of Toledo and advises city council on matters uh on a couple of matters involving the city administration, particularly as it deals with public rights of way. There's one matter on today's agenda. It's a resolution regarding a vacation. And if my understanding is correct, that's the only item on the agenda. That is correct. Uh we have with us the administrators to the board, uh Roberto Martinez from the finance department. We have a board member, director Melanie Campbell, Director of Finance. The second board member is Joe Fossnaw. Uh to my left, Director of Public Service. My name is Paul Searing on behalf of the City Law Department as the designee for the director of law. So the three members are here, our administrators here. Uh the procedure is to read the case, hear from a representative of the city administration, uh hear from the applicant, open it up for uh discussion, questions and answers, comments from the public, and then we conclude with a recommendation to City Council. The applicant is Uvalon, pardon my pronunciation, uh at 2024 Champlain Properties LLC, located at 2024 Champlain Street. The uh cost of land is 1,711 and 25 cents. Uh with work required, 250 dollars, engineering cost $25, recording fee of $100 for a total cost of $2,136 and 25 cents. Is there a representative of the city here to present the case? Good morning.
