Is there a change?

So if you send a meeting on all of the plane comes in contact with questions, that meetings.

The consequences if council uh replies that says, oh, let's get five of us on the phone.

Okay, then that gets conceived.

The public record law doesn't apply to representatives of the private entities term business but nothing.

It applies to us.

So maybe I'm tested, so I assume it was an acting recently.

And then what we're not allowed to do is you occur as an administrator or banker, and we're meeting three to get five council members are here.

Just as long as it's above board and it's not uh fraudulent or it's not disparaging, then we get a private uh matters.

Um I gotta kick out someone's set uh email of attachments and it looked like a couple of news paper articles, but it didn't indicate the date or the publication, but I read like the newspaper article that was written in the style of the newspaper article, but it was clearly off a piece of persuasion where uh councils need to consider the following characteristics when it comes to making a decision that it was just all the resolved scripting have it to inline sphere of decision for kind of stable entity that provides the years of stable consistent service.

So it's clearly uh great part.

Um I wouldn't be surprised if the public records comes in from all the couples if there are allegations of process being done with corrupted permanent correctly, I've said containment part.

Welcome to City Council Chambers for this the March 19th, 2026, 10 a.m.

Uh duly noticed and scheduled City of Toledo Board of Revision of Assessments.

Uh the meeting is now called to order.

Uh this board meets in accordance with the charter of the City of Toledo and advises city council on matters uh on a couple of matters involving the city administration, particularly as it deals with public rights of way.

There's one matter on today's agenda.

It's a resolution regarding a vacation.

And if my understanding is correct, that's the only item on the agenda.

That is correct.

Uh we have with us the administrators to the board, uh Roberto Martinez from the finance department.

We have a board member, director Melanie Campbell, Director of Finance.

The second board member is Joe Fossnaw.

Uh to my left, Director of Public Service.

My name is Paul Searing on behalf of the City Law Department as the designee for the director of law.

So the three members are here, our administrators here.

Uh the procedure is to read the case, hear from a representative of the city administration, uh hear from the applicant, open it up for uh discussion, questions and answers, comments from the public, and then we conclude with a recommendation to City Council.

If there's nothing holding us up, we'll continue on with the one item on the agenda, which is resolution number four six five-25 declaring the intent to vacate 25-foot wide alley located behind 2024 Champlain Street, located in the city of Toledo Lucas County, Ohio, and declaring an emergency.

The applicant is Uvalon, pardon my pronunciation, uh at 2024 Champlain Properties LLC, located at 2024 Champlain Street.

The uh cost of land is 1,711 and 25 cents.

Uh with work required, 250 dollars, engineering cost $25, recording fee of $100 for a total cost of $2,136 and 25 cents.

What do you have for us?

Well, we have here is an alley line between Michigan, Champlain, Galena, and oh this is supposed to be Vendalia.

Um a lot of this has been all redesigned due to the fact that uh when Department of Transport Oh Department of Transportation came in, relocated things for the uh Buckeye Basin through here.

You can see Galena Street's been relocated.

We've they vacated this part of Champlain and lifted it a little to the north, but this alley is undisturbed at this point.

Um this is the alley we're talking about vacating that has been petitioned to vacate within Nickel's second edition.

We do have a utility through here, a sanitary line, which will require the maintaining of an easement for any repairs and or servicing of that line.

Um at later date.

This easement can be redefined if there's to be construction and they need to uh use more of this alley.

That's kind of a wide easement that can be defined.
