Lucas County Plan Commission Meeting – August 26, 2026
The Lucas County Plan Commission met on August 26, 2026, with a quorum present. Brandon Rickow, Megan Melchowski, John Muhort, Leotley, Right round back?, Lisa Saveki, and Jason Sisko were in attendance. Megan Melchowski recused herself from an unspecified case. The commission considered two final plats, a conditional use permit, and two text amendments. All votes were unanimous.
Final Plats
- S226 – Apple Blossom Plat 12: Located north of Garden Road between Alban and Holloway, Springfield Township. Staff recommended disapproval without prejudice because all final clearances had not been received. Commission voted to approve the staff recommendation (motion and second, all ayes).
- S726 – Bridge Creek Plat 7: West of Hare Road, South of Sylvania Avenue, Sylvania Township. Staff recommended disapproval without prejudice due to missing clearances. Commission voted to approve the staff recommendation (motion and second, all ayes).

- Conditional Use Permit (Z20-C1097): For a residential care facility in Sylvania Township. Staff recommended approval subject to four conditions (not read into record unless requested). The applicant (from Chicago) expressed support, thanked staff and Sylvania Township for their assistance, and accepted the conditions. Commission voted to approve staff recommendation (motion and second, all ayes; no opposed).
- Text Amendment (Z20-C1098): To modify Article 8 (supplemental regulations, section 803 agricultural) and Article 19 (definitions) to clarify regulations for hoofed and non-hoofed animals in platted subdivisions. Sylvania Township zoning inspectors had received complaints about livestock (e.g., pigs kept as comfort animals) hindering other homeowners. Staff recommended approval to bring the resolution into compliance with Ohio Revised Code and give zoning inspectors enforcement authority. A commissioner asked about enforcement; staff confirmed enforcement would be by the zoning inspector. Commission voted to approve staff recommendation (motion and second, all ayes).
- Text Amendment (Z19-C708): To amend Section 15 (M1 Limited Industrial) and Section 17 (Airport Highway Overlay) in Springfield Township. Staff recommended approval. Township staff expressed agreement. No public comments. Commission voted to approve (motion and second, all ayes; carried unanimously).

- Introduction of two new planners, Luke Fullop and Rebecca Brown, who will begin handling county and city cases. Meeting adjourned.

Yeah, we have two final plates. S226, final plat of Apple Blossom Plat 12, located north of Garden Road between Alban and Holloway, Springfield Township. All final clearances have not been received. Staff recommends disapproval with no prejudice. Make a motion for disapproval without prejudice. Second. Motion second to approve the staff recommendation on final plat S226. All those in favor say aye. Aye. Next final plan. S 726 is the final plat of Bridge Creek Platte 7, West of Hare Road, South of Sylvania Avenue, Sylvania Township. All final clearances have not been received. Staff recommends disapproval, no prejudice. Motion for disapproval without prejudice. Second. Sylvania Township staff recommends approval for the following two reasons. One, the conditional use permit for the residential care facility will not impact surrounding properties. And two, the future site will not impact essential public facilities and services. Staff further recommends approval. Subject four conditions, which will be reflected in the minutes and not read into the record unless there's requested I do so. Okay, sir. Could you raise your right hand? Um just wanted to thank uh Molly and and the Lucas County staff for for all their support alongside Sylvania Township. They've been uh really great to work with, and um obviously we uh are in agreement with their uh recommendation and understand our and are acceptable to the uh conditions.
