And I will start with the actual interest alright. We come into the end of C Dg funds have to be used by June Force. Um as part of that part of the urban months that requires the committee to make a recommendation to move those funds somewhere else so we don't lose them. So we've we've looked at all the projects that we funded. We've tried to find a project that can fund that could do a large volume of money within a short period of time. For the um helps feed uh elderly um disabled people basically they told us yeah they can spend $50,000 basically in a month or six weeks. So our recommendation from staff is that we award it to that program. Um we've kind of talked to the May's administration there on board as well. So this is on to you guys now if you want to make our recommendation. So anyone have any comments or statements relative to the recommendation? If not, I need a motion and a second. Just one moment. You did say 50,000, right? Yeah, because I thought I heard something else first, but it's one makes your roughly 50,000. Okay. I just wanted to say just uh a quick little shout out at um uh food on the move. They do a lot of really good stuff for our community, and they are volunteer led, so a lot of the money will go to directly to the people receiving the support. So approved. Uh on to the program year 2026 annual action plan presentation. Good afternoon. HUD's consolidated planning process serves as the framework for the city to identify housing and community development priorities that align and focus funding from the four CPD formula block grant programs. The five-year consolidated plan is carried out through annual action plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the consolidated plan. The City of Tulsa process to allocate the HUD dollar it receives is outlined in the City of Tulsa ordinance, Title 12, Chapter 8. It outlines the structure of the HUD's community development committee and requires the committee to conduct specific actions which include solicit public interest regarding the short and long-term needs of the community, develop funding priorities for the consolidated and annual action plan, and recommend activities for funding during each program year. The actions conducted to date include the needs assessment public hearing that was held July 10th, 2025, the release of the PY26 RFPs on September 2nd, 2025. Uh the submission deadline for those RFPs was October 21st, 2025. The HUD CDC meetings for funding recommended recommendations were held January 29th and February 3rd. The draft annual action plan comment period is March 2nd through April 1st, and the annual action plan public hearing is today. Nine priorities were approved by the committee and mayor in September of 2025. These include affordable housing units, housing assistance, homelessness services, neighborhood investments, assistance for people experiencing and fleeing domestic violence, mental health treatment, assistance for those with disabilities, services for low-income households to meet basic needs, job creation, and employment opportunities. Eleven goals were also established and approved by the committee and mayor, and they include acquisition and new construction of affordable housing, housing rehabilitation, rental housing subsidies, homelessness services, housing and services for people with HIV aids, services for special populations, services for low-income populations, public infrastructure and facilities, clearance and demolition, small business loans, and employment opportunities. This is our PY26 project highlight. Marshall Manor is a 71 unit senior living facility. And these drawings are were provided by vintage housing in their proposal. These available funds are an estimate of what we might receive as HUD allocations, prior period carryover funds, and program income from currently funded activities. Contingencies were outlined for any increase or decrease in actual HUD funding. And as a reminder that funding allocations for specific projects are subject to change until the final approval by the city council. And based on priority need, these amounts are allocated as shown here. The next three slides will show the five-year strategic goals in the 202025 through 2029 column and the second year annual action plan projected goals to be achieved in PY26. The PY26 annual goals were determined by the goals listed in the recommended proposals.
