HUD's consolidated planning process serves as the framework for the city to identify housing and community development priorities that align and focus funding from the four CPD formula block grant programs.

The five-year consolidated plan is carried out through annual action plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the consolidated plan.

The City of Tulsa process to allocate the HUD dollar it receives is outlined in the City of Tulsa ordinance, Title 12, Chapter 8.

It outlines the structure of the HUD's community development committee and requires the committee to conduct specific actions which include solicit public interest regarding the short and long-term needs of the community, develop funding priorities for the consolidated and annual action plan, and recommend activities for funding during each program year.

The actions conducted to date include the needs assessment public hearing that was held July 10th, 2025, the release of the PY26 RFPs on September 2nd, 2025.

Uh the submission deadline for those RFPs was October 21st, 2025.

I know uh I can have been on committee for quite some time and remember it being chaos, and now we are much closer to order, at least the part we participate in.

I know that staff uh probably deals with a little bit more chaos, but again, I think you got a great process, great staff.

We're really fortunate, and at least from that perspective, I'm able to have so thank you very much for you and the thank very much for the public that participates because that the organization that staff provides really facilitates you know a good focus, I think, as we go through the public sector of trying to bring uh goals and you know it seems it can seem like a lot of funding that goes, but it's uh it gets sliced pretty thin, and it's leveraged very well with the all the community uh organizations that we have.

I think and it probably from a perspective side, I can share that every city does not allow public use of these funds.

A lot of them are taken entirely to the city and not uh involved all the community side.

And so Tulsa is unique in their in the way it uh put engages the community, but that also the community is engaged too.
