The Tulsa City Council Urban & Economic Development Committee convened on August 19, 2026, at 10:30 AM in Room 411 of One Technology Center. Chair Lakin was listed on the agenda, but Councillor Bellis acted as chair. Co-Chair Archie was present. The committee reviewed appointments to city authorities, three rezoning requests, four supplemental budget ordinances, and received a presentation from the Tulsa Council of the Blind. No votes were taken; recommendations will be forwarded to the full City Council on August 26, 2026.
Marilyn Sanders, president of the Tulsa Council of the Blind, presented on the organization’s mission and provided an educational overview of vision loss. She described five categories of vision loss, the legal blindness definition (20/200 acuity or less with best correction), and noted that approximately 24,000–25,000 Oklahomans are legally blind, with perhaps 2,500–3,000 in Tulsa. Key challenges highlighted:
Sanders invited councilors to attend the Oklahoma Council of the Blind annual convention, Sept. 25–27 at the downtown DoubleTree. Commissioner Drew France noted that the Human Rights Commission re-established an Accessibility and Inclusion Committee to provide a forum for residents’ lived experiences; 311 remains the primary channel for filing complaints. Councilor Bellis encouraged collaboration on defining accessible infrastructure priorities.
All right, we are live. Good morning, everyone. It is the August nineteenth Urban and Economic Development Committee meeting. I'm Councillor Bellis chairing this meeting. First item on the agenda. I call this meeting to order. Second item. Aaron Wing appointment to the River Parks Authority replacing Shanese Sladen. Expires April first, twenty twenty-seven from Council District Four. Hi, if you want to join us at any MTC. Yeah, thank you so much for being here this morning. If you wouldn't mind sharing a bit about yourself and why you're interested in serving on this authority. I've been in Tulsa for 18 years. The accent you're hearing is not Oklahoma. I'm from Minnesota. Everybody everybody guesses Michigan, Wisconsin. They're like, where's that one come from? But I've been in in town for 18 years. I'm married, have two kids. Um I really I can't I came across the river parks 30 a few years ago when uh Mariah Judd was on the board because I sat on the board for the pencil box as well. So we overlapped there, and so I knew Mariah. She said she was on the board as well for the river parks, and it was just something I was interested in. And then when she's backed off, then with Shanice, and then with Shanese, it just kind of opened up a spot for me. So I'm just excited to get involved with what the River Parks does. I think there's a lot of value that I can bring for the city and for the for the community. So I mean, yeah, that's yeah, and and just to help Jeff pull through his vision for what he has. So as a follow-up, is there um as far as your kind of like work background or just general interest, any specific kind of uh skill set or perspective that you think you'll be bringing the already? That's a good question. So I you know I grew up in Minnesota, so I grew up going to boundary waters, grew up in the outdoors. I love mountain biking and hiking and running and being and so I've spent a lot of time in Northwest Arkansas exploring those trails. I think there's a lot of synergies that we can do there. But just I mean, I I went to Wash to got my MBA, I work for a major pharmaceutical company in corporate America. I think there's a lot of skills that I can bring to the board and just try to help get more people just comfortable with the Arkansas River, yeah, everything that we're doing. So that's exciting. Yeah, any follow step, Counselor Bank. I know, I know. I don't understand your question. It's just in my DNA. Obviously, everybody loves the river. Um so um thank you for willing to spend time serving in this capacity. Yeah, thank you. Certainly important and great amenity. Yeah, thank you. And I'm just excited to kind of get started and dig my feet in and see what I can do. Absolutely. Anything else from the council? No, I think your question about just the history and we love uh Turkey Mountain, uh which is in my district, and the pencil box. Yeah, so yeah, we may have to just get together and so um what brought you to Tulsa? Uh work okay. Yeah, so I look we we lived in Duluth, Minnesota, which is two hours north of Minneapolis.
