1:39

All right.

1:40

Has everybody had a chance to review the minutes?

1:45

Is there any discussion?

1:48

Can I have a motion to approve the minutes as submitted by the staff?

2:18

Great.

2:19

On um Wednesday.

2:21

Um wow.

2:24

Uh just going through the facility now.

2:27

Seeing it months ago, it's just unbelievable that it's come together this quickly.

2:32

But um we will be waiting on kennel installation, um, some artwork.

2:40

So we should get the keys by the end of September.

2:44

Um we haven't given a specific date to open.

2:49

Our guess is probably end of December, 1st of January, everything would be installed.

2:55

Um we had some information that the generator might come later, but now we think it's gonna come maybe sooner than later.

3:05

So that's good getting into the winter uh months.

3:09

But um if you drive by it, it just looks very different than it did.

3:15

You guys came and toured and so different than months ago.

3:21

So we're very close to getting keys to a brand new facility and very close to opening it.

3:28

So um I will uh continue to update you as we move forward, make sure we have everything that we need.

3:35

Um but right now it's it's on target for completion on time and then just waiting on the regular uh kennel installations that took a little longer than we thought just for contracts and purchasing because I had to run through a couple of different um organizations so we could get shelter discount.

3:57

So if we would got it done a little bit quicker, we'd probably get in a little bit quicker, but that's okay because we want everything to be great when we move in, everything ready to go.

4:08

So it was a great video.

4:10

I saw the city council was able to come out and tour it.

4:12

Yeah, that's a great last night.

4:15

I bet they were very impressed.

4:16

Yeah, good to see that continued support.

4:19

And we should have a special guest this week for 918 day out at the new facility, so that'll be kind of fun.

4:26

I think there's several stops our our mayor's gonna make, so we're super excited about our stop.

4:31

Good.

4:35

All right, we will go on to item number four, and this is uh future meetings at good evening.

4:43

Uh would be following city ordinance for two meetings per quarter action item for approval.

4:51

So this was on the last agenda.

4:53

I want to make sure we have the right language.

Summary of Proceedings

Tulsa Animal Welfare Commission Meeting – September 14, 2026

The Animal Welfare Commission met on September 14, 2026, at 11:30 AM (time inferred from meeting start). Commissioners Suarez, Hull, and Kingsweiler were present. Animal Services Director Sherry Carrier provided updates on the new animal services facility, the meeting schedule for 2027, the pound seizure law, and the August Clear the Shelter month results. The board approved minutes and voted to change the meeting schedule to two meetings per quarter in 2027.

Consent Calendar

  • The minutes from the previous meeting were approved unanimously (Suarez, Hull, Kingsweiler all voted yes).

Public Comments & Testimony

  • No public comments were made.

Discussion Items

  • New Animal Services Facility Update: Director Carrier reported that a punch list meeting was scheduled for the week of September 14. Kennel installation and artwork are pending; keys are expected by the end of September 2026. The facility is estimated to open by the end of December 2026 or early January 2027. A special guest (the mayor) is expected to visit for 918 Day. The project is on target for completion on time.
  • Future Meeting Schedule (2027): Commissioners discussed whether to hold two meetings per quarter as allowed by city ordinance. Legal guidance indicated low liability risk if quorum is occasionally not met. The board decided to schedule two meetings per quarter for 2027.
  • Pound Seizure Law and City Ordinance: Director Carrier clarified that Tulsa already has a city ordinance (Title II, section 109E8) prohibiting release of animals for experimental or research purposes. The Oklahoma pound seizure law (Title 4) allows cities to set restrictions. The Oklahoma Coalition for Animals is seeking repeal of the state law. Carrier recommended reviewing and possibly strengthening the existing ordinance. The board tabled the action item and will revisit after review.
  • Update from August Clear the Shelter Month: Carrier reported that August 2026 adoptions reached 509 (goal was 500), with total outcomes (including return to owner and rescue pulls) around 650. Live release rates hit 98% and 97% in two separate weeks, with a final month-end rate of 93%. The success was attributed to community collaboration, fosters, volunteers, and rescue partners.

Key Outcomes

  • Minutes approved (unanimous).
  • Motion passed to adopt a 2027 meeting schedule with two meetings per quarter (unanimous vote: Suarez, Hull, Kingsweiler, Specky – all yes).
  • Pound seizure ordinance – No vote taken; the item was tabled for staff to review and potentially bring back stronger language for approval.
