1:34

Consider, discuss, approve, amend, revise, or reject the resolution approving the use of the TDA rehab loan and grant fund for alternative community development purposes.

1:49

Okay.

1:50

So as part of Lynn's work, and she's been doing a fabulous job, has been to clean up a lot of um the finances within the organization, identify what's been used, what hasn't been used, where it's been, have we allocated funds to anything that we either you know in the past didn't execute on or things had changed.

2:14

And so in this process, um Lynn had discovered um money under the model cities fund.

2:21

Um I guess I'll let you.

2:23

It's 115,000.

2:25

So which hadn't been used for years.

2:29

So we asked the city about those funds, um, what they were to be used for, or can we reallocate that money?

2:37

And so after getting a city's consent that we can reallocate those funds, I decided that um to put that 115,000 towards funding our community impact initiative where we build capacity with neighborhood associations.

2:52

Um next year would be the third year that we're doing it.

2:55

Um it's a great way that we um promote community development, neighborhood development, but also um you know, understand priorities by city councillors.

3:05

So even with this year's um CII program, we sat down with the city councilors, um asked them about which neighborhood associations within their districts that they believe need a bit of support that we can help out with.

3:17

Um, and so now you know we have this year's cohort.

3:20

So I would like to reallocate this 115,000 from the model cities program to our community impact initiative for next year so that we sustain it going forward.

3:31

I call that the uh Dwayne Visit Fund.

3:34

Is there a correlation to any of the neighborhoods that were urban renewed, removed tied to that, or is it just anybody who applies?

3:44

Like is there a targeted look at how model cities because it stopped being funded, then left like communities in a lurch.

Tulsa Development Authority Meeting – September 24, 2026

The Tulsa Development Authority (TDA) met on September 24, 2026, to consider routine appointments, approve a resolution reallocating funds, receive financial and staff reports, and hear an update from the Greenwood Legacy Corporation. The meeting was chaired by Ashley Phillipson with Carl Bracie as Vice Chair. All actions were approved unanimously.

Appointment of Chair and Vice Chair

  • The board acknowledged the mayor's appointment for chair and vice chair. Ashley Phillipson was elected Chair, Carl Bracie as Vice Chair. Motion by Jennifer Griffin, seconded by Steve Mitchell. Unanimous approval.

Resolution – Reallocation of Model Cities Funds to Community Impact Initiative

  • Lynn (TDA staff) reported discovering $115,000 in unused Model Cities funds. With city consent, staff proposed reallocating the funds to the Community Impact Initiative (CII) to sustain the program for a third year. CII builds capacity among neighborhood associations. The resolution specifies that future use of the money must be separately approved by the board. Discussion included the history of Model Cities (a 1960s federal anti-poverty program tied to urban renewal) and ensuring the funds align with the program's original intent. The board approved the resolution (motion by Carl Bracie, seconded by Steve Mitchell) with all four members voting yes.

Monthly Budget to Actual Report – August 2026

  • Lynn presented the TDA operating fund and pooled cash reports. Revenue items (TIFIA grant reimbursements) were one month behind but approved for payment on September 24. Expenses were timing-related. The Lansing Fund showed seasonal utility variances. No questions or actions taken.

Staff Reports

  • Gary (Community Development): Provided updates on the Kaparick Heights Green and Master Plan grant. An engineering analysis (water, sewer, stormwater) is expected in October. New development scenarios based on infrastructure constraints will be presented in November, with community meetings tentatively scheduled. A cooperative agreement and land transfer with the Greenwood Legacy Corporation (GLC) is being prepared. A joint RFP for missing middle housing on the northwest portion of the core site (near Emerson Elementary) is planned. The Community Impact Initiative has four cohort members; one (South Haven) lost its fiscal sponsor, requiring a new contract.
  • Keith (Real Estate & Asset Management): Black Wall Street Square Phase 1 construction is anticipated to complete in February 2027. The Moton site is awaiting revised conceptual configurations from the architect; drafting of a Phase 1 RFP has begun.

Greenwood Legacy Corporation (GLC) Presentation

  • Dr. Lana Turner Addison, GLC Board Chair, provided an update. Key points: GLC has transitioned from organizational development to implementation of the Kirkpatrick Heights Greenwood Master Plan. Financial snapshot: GLC is tracking over $100,000 under budget for 2026 (budget $427,837.50). No expenses have been charged against the $2 million allocation held by Port of Tulsa/TDA; remaining funds estimated at $1.5 million. Governance: board currently has five members, expanding to up to 11 (including Council of Elders and Resident Council seats). Executive director search is pending with interim capacity being arranged. Council of Elders inauguration set for October 24. Requested continued partnership with TDA. No formal action taken.

Key Outcomes
