0:06Good evening, everyone.
0:07The Tuscaloo City Council has now come to order.
0:09We ask that everyone please stand for a prayer and then remain standing for our pledge of allegiance.
0:14Let's bow our heads, please.
0:16Dear God, bless our proceedings tonight.
0:18Give us the wisdom to know what is just and the strength to do what is right.
0:24I pledge allegiance to the flag of the United States of America.
0:28And to the report for which it stands, one nation under God, indivisible with liberty justice for all.
0:39We approve the minutes.
0:43We approve the minutes.
0:49Minutes stand approved.
0:50Proclamation savings by Mayor and Council.
0:52Tonight we have two really significant announcements.
0:56So first we're going to begin with Chief Markdale.
0:59Chief, if you would come forward and please address the city council.
1:07Good afternoon, Council.
1:09Today's a good day for Tuscaloosa Fire and Rescue.
1:12We have an outside partner with New Core Steel who has decided to make a donation to our department.
1:20They had some issues on site and saw a need for upgrading some of their safety equipment.
1:26And instead of maintaining that safety equipment and keeping it on site, they decided to help out the entire community donating that to us.
1:34So that's on a truck in our in uh councilman Tiner's territory that can be used all over the city and can be the first truck that responds to New Core Steel.
1:46So at this time I'd like to call up Chris Brubeck and Julie Prijan from New Core Steel.
1:59We've got the new Corps Steel representatives here with us today.
2:07Who said who said this whole plan came to fruition when Chris brought it up?
2:11He said, Why would we keep that stuff here and not get the use that it needs?
2:15Why don't we let the community get the use out of it?
2:17And this is a significant donation.
2:20Over $50,000 of equipment is here.
2:23So with their donation, with their efforts, our city's safer with this equipment here today.
2:30So I think it's it's it's definitely without asking.
2:33I think it's definitely a round of applause, and if we can get some uh thank you.
2:41And if if the council would, can we come up here and get some pictures with with the new core representatives and just see the equipment that was here?
2:48The Colonel wants to turn some of this on.
2:50Hey, we've got fresh batteries ready to go.
2:53And Chief Chief Delk, would you mind introducing our firefighters that are here from station four as well?
2:59We have Lieutenant Adam Kisner.
3:02Um we have apparatus operator course cadden and Trace Hannah who just graduated paramedic school.
3:10So y'all don't be shy.
3:16Y'all get around here.
3:27All battery out, all battery powered, yeah.
4:23At this time, um Councilor Busby has a presentation.
4:28We uh last year the uh interfratorney council out at the UA contacted us about doing uh a cleanup around the district and um and Chris's department of environmental services coordinated with them and supported and they had right around 70 people show show up and we were kind of blown away this year.
4:51I'm gonna let them tell uh I've heard several hundred.
4:55Um, but we've got Max, uh Ike and Eric here.
5:00Um Chris, why don't you and Reggie are y'all here?
5:04Come on up and let's guys come up and uh introduce yourself, uh what attorney you're with, and give us uh about a minute or so recap of what went on this week.
5:15So, first of all, thank y'all for having me.
5:18My name is Max Brown.
5:19I'm a senior here from Louisville, Kentucky.
5:21Um, I'm a five gamma delta here.
5:23I'm also serving as the IFC president.
5:25Um, so this past week we had our council cleanup.
5:29Uh we involved all four major Greek councils.
5:32We had over 350 volunteers and collected over 600 pounds of trash in the community.
5:45Just introduce myself.
5:46My name is Eric Nielsen.
5:48I'm the director of public relations, and I'm also from Louisville, Kentucky.
5:51Thank y'all for having us here.
5:53And then I'm Ike Sheets, I'm director of community outreach, and I'm a Theta Kai here.
5:57Chris Reggie, tell us what y'all saw out there.
6:01Anytime we have a community or a district cleanup, but to see one this size is something to see.
6:06And it takes some coordinating for 350 troops moving through a district, and uh it's something to see.
6:14Um massive amount of bags, massive amount of vests.
6:16It looked like uh we had a SWAT team on the ground.
6:19So we appreciate them.
6:21They're they're doing some great things out there.
6:23If you can get tickets to the uh the boxing matches, you all gonna do it in February?
6:31I think that's right.
6:32Um at the farmers market.
6:35And then uh you made a big impact, and we'll see you at the gauntlet.
6:41You gotta keep it up though.
6:51Hey, um, two great reports.
6:53Any other council announcements?
6:56I will not be a jacks, mate.
6:58I know everybody's disappointed, but I won't be a jack so their PL will take a loss, but do all you can, Mr.
7:06Um, do we have any agenda item comments by citizens?
7:10Uh no unfinished business, consent agenda, clerk.
7:13This approves items A through D on the consent agenda.
7:19Yes, yes, yes, yes, yes.
7:22Consent agenda is adopted.
7:24Public hearings, clerk.
7:25This authorizes zoning amendment number 17.
7:31All right, good afternoon.
7:34Um this is a rezoning request.
7:36Bradley Wyatt is petitioning to rezone approximately 5.52 acres located at and around not 3910 Foster's Ferry Road from GC to IL.
7:45Um, and this is council district one.
7:47So here's the location of the property close to Foster's Ferry Road, Culver Road, and Joe Mallisham intersection currently vacant today.
7:58You can see it's surrounded by um the PJs, so the county with a little bit of residence up there in the corner.
8:04Uh they're requesting a rezone from GC to IL to allow for a tire sales business and mechanic shop for large vehicles, and uh, my understanding is um all different types of vehicles as well.
8:14Uh here's a site plan that they had presented at planning commission that um has actually changed from this rendering, but they're working through that um today.
8:24The rezoning request does conform to framework, framework identifies uh this is corridor commercial, and you can see that here on the future land use character map.
8:35Planning commission did uh not recommend to approve this rezoning um on their July 21st, 2025 meeting.
8:42I can answer any questions that you guys might have.
8:49Okay, the applicant or applicant's representative would come forward.
8:57If you both would, please give your name and address.
9:02Uh Brad Wyatt, 15573 Highway 69 North Northport.
9:07Michael McGuire and McGuire Associates um here 2615 Gary Fifth Street.
9:14You want to tell us a little bit about the project?
9:17Yeah, uh well, we're wanting to do uh we're wanting to get it zoned for industrial from commercial to industrial.
9:24Um it's gonna be a tire store, but uh we're gonna service all size cars, regular cars and uh larger vehicles and to service larger vehicles.
9:38It's got it it's got to be for my understanding zoned to industrial.
9:42Uh it's gonna be a huge investment.
9:45I I we I don't know if we have copies of the renderings, but um but yeah, that's what we're wanting to do.
9:51I don't know uh if you guys have any more questions.
9:54Um courts from an engineering's perspective.
9:57I mean, everything's available at the site.
10:00I don't see any issues.
10:00We actually started a land development process and uh it's on hold waiting this outcome tonight.
10:08So if y'all have any questions maybe from an engineering standpoint, uh answer them.
10:15Any questions of Mr.
10:21Thank you very much.
10:23We may if if there's any additional questions or follow-up after the public hearing, they may ask the question.
10:29All right, that's fine.
10:30Thank you very much.
10:31This is a public hearing.
10:33Is there anyone here wishing to speak for or against the zoning amendment?
10:41Any other questions to the council?
10:43Seeing none, voting, Mr.
10:46Yes, yes, yes, yes, yes, yes, yes, zoning amendments adopted.
10:52This approves of more than 30 days special retail license for MBC Suites downtown.
10:58It's been moved and second, Mr.
11:00All right, good evening, Mayor and Council.
11:01This is ABC Alcohol Application 25-048 for Crestline Hotels and Resorts LLC, DBA Embassy Suites, Tuscaloosa, Alabama downtown.
11:10They're applying for a special retail more than 30 days, uh located at 2410 University Boulevard.
11:17Uh the first picture shows the area map of the location.
11:20Second picture shows the zoning map.
11:23Um, all my reports have been approved by the city clerk.
11:25Well, see the city clerk office, officer champion gives report, followed by the applicant asking any questions.
11:34Good evening, Mayor Council.
11:36Police Parmer doesn't have any objections to the applicant.
11:41Mills or Officer Champion?
11:43Is the applicant here?
11:46If you would please come forward and give your name and address.
11:52James Pittman, uh 2206 Main Street, Daphne, Alabama.
11:56Um, I'm an attorney representing Crestline Hotels, which is a group out of Virginia.
12:00They've acquired this existing hotel.
12:03It's an existing licensee in your city.
12:06Not aware of any ABC citations or infractions.
12:10I've done some work in the past for Crestline Hotels.
12:12They're very responsible, uh, good operator, and so appreciate your consideration and the opportunity to be heard by you all this evening.
12:20Happy to answer any questions if anybody has any questions.
12:24So, Anthony, this is just a change of uh not ownership but uh proprietorship, right?
12:31And why again the nature of this license is 30 days special retail?
12:37Uh, because it allows for them to cover the entire property, the restaurant and uh hotel rooms.
12:45It also allows the operation you all have seen in a lot of hotels these days.
12:49They call it a market or a pantry, which is an area immediately adjacent to the check-in.
12:54It has food items, non-alcoholic items, but also has alcohol, which would not fall under a typical restaurant retail license.
13:02So this special retail encompasses those different operations all under one roof.
13:08Pretty typical for hotel applicants and transfer orders and transferries these days.
13:13But the 30-day really has no it doesn't.
13:17It's a really good question.
13:18A special retail less than 30 days is typically like a special events license or a festival or something, like if you used to have just thinking of like city stages in Birmingham would be a special retail less than 30 days.
13:32All right, thank you.
13:33Any other questions?
13:35Thank you very much.
13:36This is a public hearing.
13:38Is there anyone here wishing to speak for or against the application?
13:42Seeing none, voting, Mr.
13:44Yes, yes, yes, yes, yes, yes, special retail license is approved.
13:51This approves a restaurant retail liquor license for MX Bar and Grill.
13:55Moved options second.
13:56Move and second, Mr.
13:57Okay, Mayor and Council.
13:58This is ABC Alcohol Application 25-049 for Broadway BMLM LLCC, DBA MX Bar and Grill to applying for a restaurant retail liquor license located at 1817 University Boulevard.
14:12The proposed hours of operation will be closed on Sundays, Monday through Wednesday, 11 a.m.
14:17Thursday through Saturday, 11 a.m.
14:20Um this is a first picture shows the area map of the location.
14:24Second picture shows the zoning map.
14:27Um this was a uh unanimously approved, recommended by um at the committee meeting to be to be presented before council for a public hearing.
14:35All my reports have been filed to city clerk office, officer chairman gives report followed by the applicant asking any questions.
14:41Officer champion council, police department doesn't have any objections as of now.
14:49If the applicant can come forward and please give your name and address I'm uh Joseph Monts uh 516 Greensboro Avenue, Apartment B.
15:09Could you please give your name and address?
15:10Uh my name is Anna Hernandez.
15:12I live in 516 Greensboro Avenue Apartment B.
15:18Good to see y'all up here again.
15:20We for those that didn't see committee.
15:23We had them in the committee uh a week or so ago to move this forward to council.
15:29Uh I I did my full sermon there on restaurants that serve alcohol versus bars.
15:36I look forward to eating.
15:38Are y'all serving now already?
15:40We open if you I will be in shortly.
15:46Do you have a question?
15:48This is a public hearing.
15:49Is there anyone here wishing to speak for or against the application?
15:53Seeing none, voting Mr.
15:58And by the way, your hours reflect ours.
16:02I would expect to see of a restaurant.
16:09Applications approved.
16:11Resolution ordinances not of a general nature or permanent operation.
16:15This approves a less than seven days special events retail license for downtown social LLC.
16:23All right, Mary and Council.
16:24This is ABCI Call Application 25-051 for Downtown Social LLC.
16:29DBAKA Halloween Party to apply for special retail less than seven days for the premises located at 416 University Boulevard.
16:37This is an area view at a location.
16:39All my reports have been filed by the city clerk office.
16:42Officer Champion gives report followed by the applicant.
16:52If the applicant come forward, please give your name and address.
17:01Hi, my name is Taylor Wright.
17:03Um 6A Dunbrook Tuscle Saladin.
17:06I'm taking the training wheels off here.
17:10She's taking the training wheels off of you.
17:18Bill, all the other council members are jealous.
17:20They don't get nearly as many alcohol applications as I did.
17:26Somebody try to do it.
17:35I'm feeling exceptionally cooperative and supportive towards the journalist.
17:39Well, councilman, I I think I told you this before.
17:42You know, one thing we care about is taking care of the kids.
17:45They bring a lot of revenue to the city.
17:48And our goal has always been to make sure that we keep them safe, have them have fun, but keep them safe.
17:54So that's our commitment to the council as well.
17:56I did bring the question up in the uh pre-counted what we call it.
18:01How do y'all some of those houses I know from my membership are non-alcoholic?
18:07Their insurance coverage is void if they have alcohol in the house.
18:13How do y'all deconflict or verify that?
18:18Do y'all deal with that?
18:21We have security guards that we hire.
18:23The house has their own security guards that are approved by the university.
18:27So I'm not talking about security.
18:29I'm talking about insurance.
18:30I have to have a separate policy for all premises, which I have to have to even get the ABC license approval, which I've got to submit through the University of Alabama.
18:40They approve it, and ABC approves it, and then come see Tony.
18:46So it's four or five layers that have to be approved, but at the beginning of it, you have to provide your uh your insurance coverages.
18:54So that's probably the main thing we're concerned about as well.
18:57I hope that answers that question.
18:59You have to provide your insurance coverage.
19:02We go through what's called a permissive use process with the university.
19:05So we submit all that to them first.
19:08They're listed as a additional insured on the policy, and so then they get that, then they approve it, then they send it to the ABC for approval.
19:16That answers my question.
19:17So we like this more often because I mean there our goal is to do more things with the Greek system, other than just game days and events like this.
19:27So you'll see us more often.
19:30Any other questions?
