This is the renewal the third or the third year, so we're having to renew it.

But we have uh 19 flow monitors in our sewer system on water tamer lines.

It helps us understand infiltration, how rain flow affects how much flows in the system and trends like where the development is and how that's impacting our system, things like that.

So 19 flow meters, five rain gauges.

We uh get an annual report from CSL, and then we have an option to install two temporary flow meters for three months at a time if something comes up and we we want to do some study.

Um it's funded through our uh water and series special project center search flow monitoring analysis operations account.

How's the pricing been on it from you at a year?

So the prices last time we had this contract was three years ago, it went up five percent.

So the price stayed the same.

We just took out previously we had three temporary meters.

We took one of those out.

So what does that mean?

Is it easing up five percent?

Is it up twenty percent?

So this is similar to the last contract as in we renew it every three years or have to bid it every three years.

Um we we bid it this August.

We had two bidders on price civil service with a low bidder.

Um, this is our so this contract is our reactive sewer repair contract.

Um previously we averaged about 50 work orders a year on that contract.

Um it's funded out of our water sewer special projects pipe manhole rehab slash repair account.

It is within our budget.

Um so any questions.

So we set a number that's an up to and then if it if the because we obviously don't know how we're gonna have to use it, right?

We don't exceeds that you just come in here and ask for uh revision.

Yeah, you remember that uh I guess about six weeks ago.

Okay, so it's just based on historical averages of what we think, right?

What we think it would be.

Well, we've been we've been we've been unit prices, so we've been we have a large list of quantities that it could be and we we get unit prices on those, and so when we do a work order, we have unit prices.

So that's how you compare separate bids is unit prices, and there's all these broken down pieces that they're pricing.

Item number three, authorization for joint funding agreement with U.S.

Geological Survey Water Resources Division for stream stream flow gauging station on North River near Samantha and the stage gauge and rain gauge at Lake Tuscaloosa.

So joint funding agreement with USGS.

Um the North River gauge has been installed and active since 94 and the Lake Tuscaloosa gauge since 2007.

Um it's just provides you know, so the North River gauge provides flow data and the the stream height, the gauge height, and then the Lake Tuscaloosa uh gate provides the lake elevation along with the uh a rain gauge.

And are you using North River just as a geological uh geographical description?

I mean it it's it's gone, right?

It's underneath the lake.

Well, this at this point it's still it's north river, it's well north of the lake.

It's on the Samantha?

Yeah, okay.

That's right.

So it's it's North River up there.

Um but you know that tells us hey, how much water is flown at the lake, and we can use that for various things.

Geological survey water resources division for stream flow gauging station at Cribs Mill Creek the total is thirteen thousand five hundred and seventy five dollars Mr.

Kearney yes sir so same thing um this one is at the Chris Mill Creek is the creek through the water the wastewater treatment plant and so this is used for operations if the river is too high to discharge to the times where we have to discharge the criminal chrismill creek and we use this gauge to make that determination I should have on this one and the past the the previous item the the prices are the same as they were previously and this both this is funded from the the WERF plant outside services operational account.

Okay Cripps Mill Creek that's you in the cash yes orange second motion second all in favor say aye aye item four is approved item five is approval of a minor public works contract with Meeks environmental services for as needed cleaning services at various lift stations in the fiscal year 2026 total not to exceed 9500 Brian yes sir so this will allow us to call out Meeks um to vac out the the lift station wet wells sometimes they get uh matted with debris and grease and things that are uh tougher for the equipment we have to handle so this is more heavy duty equipment and so this allows us to call them out when we have issues at lift stations what's the Greensboro Avenue water vault that's the next one that's a shift in one we'll wait okay other questions but that that sorry but that's that's this one is also worth plant outside services in our operational budget motion second motion second all in favor say aye aye item five is approved item six is approved change order number two with apex civil construction for 601 Greensboro Avenue water vault it's a deductive total of 1036 dollars right so this is the one the project we had at the Austin building is that's right there yeah that's uh below ground big vault um and then we we had this is change order number two because we found a another spot we had to address during the construction so this is the closeout change order for that project product's been done since May but we're finishing out the closeout so is all the underground work associated with that um upgrading down there is that done yes sir I mean we're with that we're doing the street scaping down there no this is um this is strictly isolated to this oh I thought we hit that I thought we hit that water vault that was collapsing and caving in the process of doing the sort of streetscaping upgrading we're doing for the one or two blocks south on Greensboro is that not what happened that that's not exactly accurate it was hit I believe it was hit by a fiber company boring and that's when the condition of the vault was you know determined that it needed to be addressed.

Now the vault's in good shape vault's great yeah sidewalk streak okay deduct it total motion motion is second all in favor say aye aye item six is approved item seven is approval of minor public works contract with main stage theatrical supply and that's oh for purchase and installation commemorative lighting at city hall total is 22400 off yes sir good afternoon good afternoon so this is funded by the CFG five year plan uh the intent here what we're trying to accomplish is to get the commemorative lighting that's on city hall as well as the lighting that's on the parking deck onto the same control system that which is the same system that operates the lights at Parker Hond park and the pedestrian bridge the goal is to streamline operations have one system running everything hopefully uh save hours and times of doing updates and changes and we'll also have the ability to make most of these changes from a desktop rather than having to go in person to each of these locations.

Yeah, it'll be similar to the information and access that's available on the city's website currently.

Um the aim is just to make it more interactive and engaging and easier for people to navigate.

So that's good.

Kind of places this is a new website for HR.

Is are the departments of the city not harnessed all into the same website template provider and capabilities?

Not always.

Um so when there are specific uses that are different than the then the uses of the city website.

So for example, TPD recruitment has their own website.

Um arts and entertainment has their own website.

So when the needs of the website become very specific, it can't really be fit into the template that the city has.

Item 11, authorization to execute underpass and license agreements with Canadian Pacific, Kansas Southern Railroad for the Martin Luther King.

Jack Warner Parkway phase three.

Sir, good afternoon.

This is our uh the totality of our agreements with uh with the railroad regarding uh NLK Jack Mortar Parkway phase three.

As you probably remember, there are actually two railroad overpass bridges there.

There's the main line, there's the spur line.

Uh these agreements work a little bit differently because on the main line, the railroad owns uh the property in fee beneath it, and so we get an easement uh from them to run a roadway across their property on the spur line.

The city actually owns that property and fee.

So they get an easement for us to have uh the railroad over our uh over our property.

Uh because of that, this is worked a little bit differently because these agreements can't just be mirror agreements for the same bridge.

Um what this does is this combines so you have uh you have the plans that OCE has worked on with our consultant engineers.

These take this takes the plans and mirrors all the other agreements we have to have with the railroad to actually begin the project.

Uh there are agreements as to uh when keeping things open.

Um there are uh large requirements that our contractor is ultimately going to have to look at in these agreements that discusses the format forced main account, uh liability for design issues off into the future.

These are kind of the overarching agreements to say, okay, you've got these plans.

We approve these plans are a good plan for these bridges and the underpasses.

Now, here are all the agreements that say we're signing off on y'all completing construction on this.

Um they have been a long time coming.

We've reviewed several different versions of it to the point of just completely taking away one reversion instead of doing a red line and subbing it out with uh with a newer version is frankly been uh quite helpful.

I am hopeful that we will be ready to execute as early as tomorrow.

The only thing left to pin down is exhibit A is the railroad plan is the actual plans document.

Uh when we've been communicating back and forth, that exhibit has been blank just because as you can imagine, the engineering plans uh for this construction are a large file size.

Um hopeful we can identify that by a version number or something else.

So our engineers and then engineers can look and say, yes, we're agreeing to the same plans.

Once we have that uh pinned down, we'll have it executed by the mayor, and and I expect it shouldn't take long for the railroad to execute as well.

Scott, this has been a long process for the last I guess a couple of years trying to get to this point.

Once this is executed, what's the best idea or best guess of when we could proceed with this project after this is signed?

Um that is Mr.

Crow, a far more complicated question than probably most people would realize.

We had that conversation with uh with our friends in OCE uh the other day, Bill was was actually doing some good work and trying to to timeline that um and send it over to Ms.

Standridge and I, and of course, when you get engineers, lawyers, and accountants all trying to work on a timeline, it gets complicated.

Um so really step one A is getting this done.

Step one B will be updating a funding agreement uh with ticket to to include the the updated amount.

And what how long does that usually take?

Um that usually doesn't take all that long.

Tick rec meets once a month, and so as soon as it can become on their agenda when everybody's satisfied that the updated engineering estimates we have are what we need to have in that agreement, and they vote to approve it.

They and they vote to approve it.

Now that's all real easy until you start getting to uh advertising, letting for bid on top of the the bonding process.

Uh so is as you're aware, we will go to the go to the bond market to uh to to debt the payment for this, and the funding agreement will pay us back from tick rig.

Part of that process is having to go to circuit court to validate the ticker agreement.

So we go to court to say, court, look at this agreement.

This we we can enter this agreement, they can enter this agreement, this is a valid agreement because ultimately the bondholders want to have all of that locked up, they don't want the money that is repaying us back to all of a sudden go go away.

Um we will and this is where it gets really complicated.

We did this for McWright's Ferry, and and it was it worked very well.

It is it you have to really thread a needle because you have several things that have windows of time.

For instance, once you advertise our bids, that's gonna have pre-qualification time, it is gonna have it's gonna have our question-answer time in it, uh or the print pre-bid meeting, sorry, uh pre-bid meeting, when we're gonna open the bids.

Once we open the bids, we have between, depending on what our our bid paper works is between 45 and 60 days to award it.

On the financing side, you're gonna have the validation, which has certain time frames that it can run, and you're gonna have certain uh preliminary warrant ordinances that the council will pass that we have to line up all those windows to where when we shoot this, it it goes through each of those.

Um that's what we're in the process with with uh ANF OCE in my office trying to get all those nailed down.

That's a lot.

That's a that's a lawyer answer to your question.

I think the mayor has said that he's hoping he hopes to award the bid on this, I believe sometime in early 26.

Okay, then there's my answer.

And I think we can the best case scenario we would be early 26.

So early 26.

We ought to be moving and grooving, maybe.

And even though the engineering plans, which are the heart of this, are not finalized in substance.

Two-year project probably.

It's probably a little old too.

30 months.

So if you just remember, if we do go to bids first quarter, it's likely gonna be April or May before you really see any construction.

That's so you go to bids, you go through that six-week process, you award the bids, they get mobilized.

I really think summer, you know, late spring summer is when you're gonna see actual construction.

If everything else we're able to shoot that arrow through all those windows as we're endeavoring to get is this bond issue separate because it's then going to Tikric, or is it allowed to be bundled anything else we're doing?

That is a very good question.

And it's one we're talking about internally.

Um I've got as you as Scott alluded to.

I I've asked these three departments to get with me on a to give me a recommendation for us to look at how we want to approach that.

When we go to the bond market for MLK phase three, do we go ahead with Greensboro Avenue or any other project that may be out there that was anticipated in the fiscal 27?

We're trying to figure that answer out.

We're asked, we've asked ANF to look at cash flow, although that's not as simple as one may think just because of the timing, availability of funds, etc.

All those options with the goal of coming back to this committee or the finance committee with a series of recommendations and options.

Other questions on this, and then I have another question for our call for a vote.

Do we have what's the latest update on the funnel bridge?

And Al Dot, have there been any meetings or it's actually been a delay in anything?

What's the latest?

Do you do we have any latest prognostication?

Just from a utility standpoint, our projection to build our utility project is April next year.

So I think that's more late summer.

And Brian, just so we're clear, that's the O dot reimbursed uh board with the water line under the river to be another.

Put the line under the boring under the river, right?

There's other utilities, but that's so if that happens as scheduled, when do we think construction would commence on that two to three years?

It's a three-year project, isn't it?

How long is that project gonna be if you start the the boring?

I mean the utility, yeah.

Yeah, our utility project's a year.

Um so it'd be at least the next year before the actual gets started.

Sooner that's but please I because I don't want any uh media stories or uh out there that we think when this project will get underway, that is strictly an OL dot absolutely question, L dot dot determination.

Well, and all I'm asking is the best prognostication of what Al Dot would decide potentially.

You'll know in a few months.

Well, I don't know about that, but but I think it's uh it it's important for everybody to know Al Dot's managing that project, but I know we we should be getting to the point to let the citizens know, and we will as soon as Al dot and we will let people know what the schedule that they put together is.

You know, I know that's important for us is the Julia Tutmaller project road project, which will be funded locally.

I'm processing does come into play and with what they announce and yes, what the schedule is for that, right?

Yes, because I keep getting questions asked about that.

I've told people it should start 27, is what our best guess is, but again, we don't we don't know that.

I mean, but we think that's what's managing that's their project.
