Seated uh counselor councillor Tiner is out today, so we are still wishing him a speedy recovery.

0:07

But um we will now call the pre-council meeting to order.

0:10

Can I get an approval of the minutes?

0:13

Okay, uh in favor.

0:18

Minutes have been approved.

0:20

So uh first up on our agenda today, we have Mr.

0:23

Pines.

0:26

Good afternoon.

0:29

I have a rezoning request for you guys.

0:31

So this is called Ivory Bluff.

0:34

Um this is Mr.

0:36

Crawford Nixon, Jimmy Duncan, and Chandler Overcash's project.

0:40

Uh but this is to rezone approximately 1.3 acres in this area.

0:46

I'll show you where it is.

0:47

It's a lot easier than just saying all that.

0:50

Uh from R to RPD for a riverfront planned development for 20 townhouse lots and one open space lot.

0:57

And this is in council district five.

0:59

So this is the location of the property.

1:01

This is kind of where you get off uh Jack Warner to get on uh McFarland going northbound or getting off there.

1:09

Um I think Watercrest is that larger um evolve or watercrest.

1:16

They change names so often, but that's that apartment complex there on that corner.

1:21

So it's currently zoned riverfront.

1:24

Um they want to rezone to RPD, so it's essentially this process.

1:28

This is kind of the new process of riverfront development district, so it's almost like a planned unit development, but in the riverfront area.

1:36

Um and they want to construct 20 townhomes.

1:39

So it's a townhome development, it's currently uh comprised of seven single family residential properties that were built in the 30s and 40s.

1:48

Um the intent is to build these townhomes for young professionals, retired households, and game day residences.

1:54

They will be three bedrooms each, three stories in height.

1:58

You can see the units um being priced at around 579 to 79 and about 1700 square feet.

2:06

Uh the development's approximately gonna increase the area of 50 people uh maximum, or there's gonna be about 50 people within this development, which is 2.5 people per unit.

2:18

Uh it has common areas which will be owned and managed by the owners associate homeowners association.

2:25

Um the townhomes will be brick, cementitious siding, uh, heavy timber framing, Florida floor heights include nine foot ceilings at the ground level and ten on the main living floor, um, and nine on the upper floor.

2:39

And then they're gonna have this nice courtyard area.

2:42

And so I'll get through this.

2:45

It's got 44 parking spaces.

2:46

They are overparking a little bit, or sorry, it's required 44, they're providing 48.

2:51

Um, and then they'll have a sidewalk around the whole area.

2:54

So let me get into the what you really want to see.

2:57

So this is ex this is what uh exists today.

3:01

Um just some you know, kind of smaller homes in this area.

3:05

This is a hard to see site plan.

3:07

I'm gonna go in a little bit closer for you guys, but this is the overall development.

3:11

North is pointing up, that's why it's like that.

3:14

Um but we'll go in a little bit closer.

3:18

So this is that northern side, so you can see these units on the left-hand side here are gonna have garage garages, two car garages.

3:27

Um you also see the other units 14 through 17, they're gonna have um one car garages and one car um stacking space.

3:36

So and then moving more towards the middle section, you have some additional parking, you've got um a sidewalk around the whole property, and then you've got this common area uh which I'll show you the renderings of looks really nice, and then on the southern side you have kind of mimicking the the northern portion.

3:55

So this is the rendering showing what those will look like.

3:59

Looks good.

4:00

Yeah, and the um elevations, so you can see in your bottom right corner what they pertain to, which buildings they pertain to.

4:07

So uh but the rendering really kind of shows what they're gonna look like.

4:11

These are those sides, and then those one car garage units.

4:19

And then this is the pavilion within that courtyard and kind of a view of the courtyard.

4:24

Um, and then this is that overall kind of plan for the courtyard.

4:28

So lawn, a lot of trees, landscaping, area to kind of hang out in, as well as a gaze or that um pavilion with looks like they're gonna have some you know grills and outdoor furniture.

4:40

So this was recommended unanimously by planning and zoning commission at the August 18th, 2025 meeting.

4:47

I can answer any questions that y'all might have.

4:50

Yes, sir.

4:52

Uh believe it's probably content uh contingent upon the approval of this project.

4:57

They have it contracted, yes, sir.

5:00

And is that that time frame from August 18th to October 8?

5:04

Is that a normal time frame?

5:06

It is, yes, to move from planning to yes, sir.

5:12

Okay.

5:12

Any more questions or comments from Mr.

5:15

Pines?

5:16

Thanks.

5:16

All right.

5:17

Um next, we have Mr.

5:19

Mills.

5:27

All right, good afternoon, Councilman Mayor.

5:29

We have one application tonight, is for downtown entertainment LLC uh DBA to apply to Delta Kai Alumni Missouri Watch Party and applying for special retail lesson seven A's at 511 Jefferson Avenue.

5:45

That's all I have.

5:46

All right.

5:49

I hope so.

5:53

All right, anything else?

5:56

Thank you, Mr.

5:57

Meals.

5:58

Mayor, do you have any comments?

5:59

Yes, ma'am.

6:00

Just uh a few quick things.

6:02

Number one, Stillman College is hosting the 2025 National Night Out tonight from 4 p.m.

6:08

to 8 p.m.

6:09

It's gonna be on Stillman's campus, and we certainly appreciate them doing that.

6:13

Uh law enforcement across our community will be there.

6:17

Um, and so for families who want to come out and enjoy live music, food trucks, fun, connect with our first responders in our community.

6:26

It's really a great event.

6:27

I was able to go last year.

6:29

Um, and so very proud of that event that gets put together and very thankful for to Stillman College for hosting it.

6:36

Um, tonight we will not be able, we unfortunately to have our full assets displayed out there because as I texted you yesterday, there are three significant events that are taking place simultaneously at on the university campus that we will be providing full tactical and operational support for.

6:53

Um just the nature of what we do now as at the city of Tuscaloosa and the time and place that we're living in.

7:00

Um I do want to give, as I I normally do following game days, a thank you to our team members.

7:07

Um course you saw what was placed on TPD beginning with game day all the way to early Sunday morning that you received communications from me.

7:18

Um fire and rescue, CFG, uh, environmental services, um, revenue inspections, everyone who played a role, hundreds of employees over from Thursday to Sunday, did an outstanding job.

7:33

And what really made me proud, Chris and Eric, is Sunday morning as I'm going through the strip area and the campus, it's clean.

7:42

And that didn't happen by accident.

7:44

It's it's people working long hard hours to make it happen.

7:48

So our team, all of you do not get enough credit.

7:52

Sometimes I don't know when our people sleep.

7:54

Um, I worry about you, all of you that don't get enough rest.

7:58

Um very thankful.

8:00

And so I just want to brag on them and say thank you to the council for the resources.

8:07

Um we couldn't do the job we do without the resource that you and this city provides our team members.

8:13

So thank you for that.

8:14

We do have two items for executive session, and that's all I have, Miss Allen.

8:20

Okay.

8:20

Um thank you, Mayor.

8:22

So tonight is national night out, but tomorrow morning, um, the first week in October is National Community Policing Week.

8:28

So tomorrow morning, I am hosting along with the City of Tuscaloosa uh coffee with a cop at a Chick-fil-A on Greensboro, but it will be a complimentary breakfast with our law enforcement officers.

8:40

So I would like for all of you all to come out.

8:42

It's from 6 a.m.

8:43

to 9 a.m.

8:44

at Chick-fil-A.

8:45

So just come into the lobby and uh it's for all of our law enforcement, the county, the city, and the city of Northport.

8:52

So that's tomorrow at Chick-fil-A from 6 to 9 a.m.

8:55

in my district, yeah.

8:58

Of course.

9:00

Um, so yeah, so hopefully we can make it tonight since we start at 5 to national night out, but then come out in the morning and have breakfast with us.

11:55

I you lost me.

11:57

I mean uh or you or Mr.

12:06

Eatman what's being voted on specifically in full council related to the public safety.

12:15

This just the job specification.

12:17

Yes, just the job class.

12:21

I mean, I and I I'll say this.

12:22

I know we may kind of differ on this, and I know it's kind of been divided, but I think with as mentioned with the events we've got going on in the city, you know.

12:33

I represent a district who has historic historically had challenges with public safety.

12:40

And I really feel it's important that we move this forward because I don't want all these events to take away from the progress that we're having in my district with cutting down on public safety.

12:53

Now I know there's some question about overtime and salary and all that, but you know, and I I just sent the email.

13:01

I hope you all read it, but you know, in my mind, I asked, you know, what what how much is a life really worth?

13:09

You know, we may say we don't know if this position is gonna solve that problem, but at the same time, we don't know if it will it won't stop.

13:18

Um, and if one life is saved by this, I think it'll be well worth every penny we spend on it.

13:26

Um our public safety department does a good job, and I think this is an opportunity for us to be great.

13:33

Um Chief, I thank you for all that you did this weekend.

13:36

We had a lot going on.

13:38

Um and we're really good at locking folks up real fast when they uh uh when they commit crimes, right?

13:46

But what's wrong with being great and maybe stopping some of this stuff on the line?

13:50

And I really feel like we need to move forward with this.

13:53

I agree.

13:54

So, you know, we while we work out the overtime and pay, which I hope we can do that as quick as possible.

14:01

I think is important that we go ahead and move this forward with at least the job specification moving forward.

14:07

Okay, Ms.

14:08

Johnson, I follow this for you or Mr.

14:12

Holmes.

14:13

Um vote is only three tomorrow.

14:17

Is that fairly require a majority or is that this is a majority?

14:24

Thank you.

14:26

Okay.

14:27

Um is there anything else?

14:31

Okay, concerning the agenda tonight.

14:34

Um before we move forward, we have a full schedule today.

14:40

Public projects, finance, admin, and properties.

14:43

And then Wednesday, we have the Historic Preservation Commission meeting in the council chamber and the fire and pension board meeting on um Monday morning at 9 a.m.

14:54

So if there's nothing else, can we get a motion for oh Mr.

14:58

Holmes?

14:59

We have executive sessions.

15:00

Yes, ma'am.

15:00

If we have a uh motion in a second.

15:02

Can I get a motion for execution?

15:04

Sorry.

15:05

Okay.

15:05

Yes, sir.

15:06

As your uh city attorney and attorney licensed practice law in the state of Alabama, I can certify that this executive session is to discuss the consideration uh the governmental body is willing to offer or accept when considering the purchase, sale, exchange, lease, or market value of real property.

15:20

Okay.
