1:49And whereas under the outstanding leadership of head coach Jeff Sparks and his dedicated coaching staff, the Jaguars demonstrated remarkable skill, determination, and teamwork throughout the season, excelling in sprints, distant events, jumps, and relays alike, and representing Northridge High School in the city of Tuscaloosa with distinction.
2:11And whereas the Jaguars championship performance, highlighted by standout efforts from student athletes across all events, reflects a longstanding tradition of discipline, perseverance, and sportsmanship that defines Northridge athletics and inspires continued success within our community.
2:29And whereas this historic achievement symbolizes the culmination of countless hours of training and dedication, serving as a powerful example to young athletes across Tuscaloosa of what can be accomplished through commitment and teamwork.
2:45And the success of the Northridge Jaguars embodies the core values of hard work, unity, and pride in community that strengthen the spirit of our whole city.
2:55Now therefore, be it resolved that Mayor Walt Maddox, on behalf of the City Council of Tuscaloosa, do hereby extend heartfelt congratulations and deep admiration to the Northridge High School track and field team for their outstanding achievement as 2025 AHSAA Class 6A state champions.

30:05This program trains our young people to be leading.

30:31I have had the wonderful opportunity of being a youth leadership initiative member as well as an alpha chapter boys club member.
30:39And I just want to thank you all for all that you do within the city of Tuscaloosa, and it is very eye-opening to me to see your leadership in action.

31:11Of course, we have been here with you before, but it's been a while, and it's as the young man stated.

31:20We appreciate everything that you do, especially Mayor.
31:24Thank you so much for your leadership and all you've done for the Tuscaloosa area.
31:30We are on the map, and we thank you for that.
31:34And the only request he had here now is that he get a picture with you and the councilman.

32:06My name is Annalise Skerpin, and I live at 601 Bryce Lawn Drive.
32:10I'm here today to request your support for Tuscaloosa residents needing energy assistance.
32:15I'm a social work student at the University of Alabama, graduating in December.
32:20As you representative Howard know, the social work program UA culminates in an internship.
32:25And I was placed with community service programs of West Alabama.
32:29I know some of y'all have um provided some funding to CSP before, but if you are not aware of the agency or need a little refresher, um, our mission statement is to empower low-income and vulnerable populations by providing resources and services that resolve immediate needs and lead to long-term self-sufficiency.
32:47The agency is made up of three departments housing, education, and supportive services.
32:52I'm an intern with the supportive services department, and we provide utility food and some rent assistance.
32:58We have multiple programs that we administer in order to help clients, and one of the major programs is a low-income home energy assistance program known as LIHEAP.
33:07While it's my understanding that the Continuing Appropriations Act of 2026, which opened the federal government, um extends funding for LIHEAP through January 30th at fiscal year 2025 levels.
33:19There is likely to be a delay in agencies receiving these funds since the process of determining award amounts for each state typically takes multiple weeks with a fully staffed federal office.
33:29However, according to an article published on NPR, the entire federal LIHEAP staff was laid off earlier this year in April.
33:37Um and the article cites Mike Wolf, the executive director of the National Energy Assistance Directors Association, who states that agencies likely won't see any LIHEAT funds until late December or January.
33:50This is a dangerous reality for Tuscaloosa families.
33:53Although utility companies are not allowed to disconnect household services when temperatures are lower than 32 degrees for that calendar day, according to the general rules of the Alabama Public Service Commission 2005.
34:04This is not protect households cut off prior to a temperature dip.
34:08Even if the temperatures do not go below freezing, 35, 40, and even 45 degrees is still too cold to be living in a house without heat.
34:16From October 2023 to October 2025, we assisted households in West Alabama 21,520 times.
34:24Every day we receive regular calls and walk-ins of people seeking assistance that we have to turn away because are functioning with little to no funding.
34:31So with limited protections for Tuscaloosa residents against the upcoming cold temperatures, there are thousands of households at risk.
34:38Therefore, as we are entering winter months, I'm requesting the city council support for Tuscaloosa residents while we wait for the LIHEAP grant.
34:51Thank you very much.
34:53And just to briefly let you know, last week uh Mr.
34:57Howe and I met with the new CSP director, I believe Dr.
35:01And we have been coordinated, the city's been coordinating since the uh really for the last 60 days before the shutdown and then after with our agencies, including CSP, to make certain none of these safety nets are out there for the most vulnerable in our community, anyone who falls through.
35:16So although our actions haven't been as public as others, uh Perry Howell and his team have been coordinating with those groups, and we can continue to do so to try to mitigate the things, the very things that you care about passionately, and we appreciate you coming up here and discussing this.

35:56My name is Keishon Colvin.
35:59My address is 8230 Baptist Campground Road.
36:04I um first I would like to say good evening.
36:08I want to thank the mayor and the council for your leadership and for allowing me the opportunity to speak tonight.
36:14I recognize the work that you all are doing to improve our city, including recent efforts in community engagement and crime reduction.
36:22I appreciate the positive changes that we've seen.
36:25However, there is still serious room for improvement, particularly within the police department.
36:31Over the past several months, I have personally witnessed actions by certain officers that raise concerns about fairness, accountability, and respect for civil rights.
36:42I'm not here to attack all officers.
36:44I know many officers serve with integrity and professionalism, but I am here to address behaviors and patterns that I and others in this community have seen and experienced.
36:56These concerns manifest in several ways, including excessive use of force in situations where cooperation was already present, unjustified stops and searches that seem to lack clear probable cause, inconsistent treatment of citizens where race, age, and neighborhood appears to influence how people are approached, mishandling or deprivation of property during stops, failure to properly document incidents, leaving citizens without clear accountability or recourse.
37:30Each of these incidents arose the trust between our community and those sworn to protect us.
37:36They create fear instead of safety and make honest officers look bad and divide rather than protect.
37:50Both were handcuffed.
37:52The man was placed in the back of the police car, even though he was not resisting and he provided his information.
37:58And the woman was handcuffed and physically searched in a way that crossed professional boundaries.
38:12No drugs, weapons, or contrap were found.
38:16The couple was eventually released with only a warning ticket.
38:19And the original concern, which was the window tent, was never addressed.
38:24These are civil rights concerns, and they should matter to this council.
38:28Many residents, especially in certain neighborhoods, no longer feel comfortable filing complaints, either because they believe nothing will change or because they fear retaliation.
38:39Silence does not mean that everything is fine.
38:42It means that trust has been lost.
38:45To restore that trust and protect civil rights, I respectfully ask the council to consider the following measures.
38:52Strengthened oversight and accountability, including tracking and reviewing complaints, like use of force, stops, searches, and outcome data, and making some of the information publicly available to us.
39:05Mandatory use and review of body cam footage, ensuring that the cameras are active during the entire shift and not just with stops.
39:13Some of these officers have personal vendettas against people of color.
39:18And I feel as though if the body cams were on the entire time, then maybe y'all would pick up on some of that.
39:26Improved community policing efforts, such as building relationships between officers and residents, and not only showing up when there's trouble, because I also understand the officers' point of view in this, they only get called when there's trouble.
39:39So they only have you know badness in their mind.
39:43You get what I'm saying.
40:00It's become evident to us that at times the color of our skin results in harsher treatment.
40:03So we're not asking you that you treat others the way that some of us have been treated.
40:08I'm simply asking that you treat us the way that you treat them with dignity, fairness, and respect.
40:14I'm not asking for special treatment.
40:16I'm asking for equal treatment, fairness, accountability, and respect under the law.
40:22Because when citizens feel protected and when officers feel supported by clear policy and public trust, I feel like we all win.
40:30Tuscaloosa can be a leader in this area.
40:33We don't have to wait for a major incident to take action.
40:36We can be proactive.
40:38We can set the example for transparency, justice, and accountability, not just in Alabama but across the country.

40:48I hope that we can work together and make Tuscaloosa safer, fairer, and stronger for everyone.
