0:08Good evening, everyone.
0:10The Tuscaloose City Council will now come to order.
0:12If everyone would please stand for our council prayer and then remain standing for our pledge of allegiance.
0:18Let's bow our heads, please.
0:19Dear God, bless our proceedings tonight.
0:22Give us the wisdom to know what is just and the strength to do what is right.
0:27I pledge allegiance to the flag of the United States of America and to the Republic for which it stands.
0:34One nation, under God, indivisible, with liberty and justice for all.
0:41Approval of the minutes.
0:42Make a motion to approve the minutes.
0:44It's been moved and second that we approve the minutes.
0:53Minutes stand approved.
0:55I'm a little off rhythm.
0:56We've been out for a couple of weeks, so I'll try to find my C legs.
1:00Um I don't know if it's not my.
1:03I hope that's not my phone.
1:05Um we now have proclamation and statements by Mayor and Council.
1:10Uh tonight we are recognizing World's AIDS Day, and I know we have members here from Five Horizons Health Services.
1:17And I would ask uh Landon Nichols to join me.
1:20Kilpatrick, we'd love to have you as well as I read this proclamation into the record.
1:26Whereas World AIDS Day is observed globally on December 1st to raise awareness regarding HIV AIDS, honor those who are living with the virus, and remember those who have lost their lives.
1:37Whereas the City of Tuscaloosa recognizes the importance of providing education, resources, health care, and supportive services to individuals affected by HIV AIDS and encourages community initiatives, outreach programs, and partnerships that foster understanding, reduce stigma, and strengthen the well-being of those that are impacted.
1:58Whereas though through continued awareness campaigns, outreach program, testing, initiatives, research, and access to health care services, our community can work together to reduce the stigma associated with HIV AIDS, provide early detection, and advance towards a future that is free from this disease.
2:17And whereas the global fight against HIV AIDS strengthened by research, medical advancements, and the dedication of organizations, health care professionals, and volunteers who work tirelessly to prevent the who to work tirelessly to improve prevention and prevention, treatment, and care, demonstrating the power of collaboration and innovation in addressing this public health challenge.
2:42Now therefore it be it resolved that I want Maddox on behalf of the City Council to hereby recognize December 1st, 2025 as World AIDS Day in Tuscaloosa.
2:52And I know that date is since passed since we didn't meet last week, and encourage all citizens to support this day with meaningful programs, educational activities, and hopefully we did, and acts as services initiatives that raises awareness, provides care, and demonstrates support.
3:09On a personal level, I think you know, uh maybe I speak for others.
3:13I think I would to see the evolution of this in my lifetime, to see the health care improve dramatically, to see the stigmatism be reduced dramatically is a result of so many people on so many levels in so many ways.
3:29And here locally, I can't say enough about Five Horizons Health Service and what it's done.
3:34Um we certainly are proud of you and honored to have this proclamation.
3:38So if you were just on behalf of Five Horizons and all of our clients and all people living with HIV, we just want to thank the city of Tuscaloosa for this proclamation.
3:53You know, science really has given us the tools to completely end new transmissions between treatment for people living with HIV, which can reduce the viral load so low that that person becomes untransmittable, and through prep.
4:04So one pill once a day or an injection every couple of months that can keep people who are at risk from contracting HIV.
4:10If we can just get that knowledge and those tools in the hands of everyone that needs it, we will stop new transmissions.
4:16And a big part of that is breaking down the stigma and getting people tested.
4:20And so uh we've taken a step on that journey today by passing this proclamation and helping to educate the community.
4:25So we're very grateful to you guys.
4:32Do we have any council announcements?
4:35Any agenda item comments.
4:36I will be a jack's mayor.
4:38I know that's a shock, but Saturday morning.

6:31No other repairs have been done to date.
6:42Do we have a representative here for 3113 Riggs Road?
6:49Do we have anyone here wishing to speak for or against the demolition?
6:57Any comments or questions for a call vote?
7:00Seeing none, voting, Mr.
7:06Demolition is ordered at 3113 Riggs Road.
7:10This will order demolition of the structure located at 3153 Riggs Road.
7:15It's been moved and second, Mr.
7:17This is for the condemnation of 3153 Riggs Road, condemned August 21st, 2025.
7:22This property has 48 housing code violations.
7:25The owner has been contacted, is aware of this hearing.

7:48If you would you would please come forward and give your name and address, assuming you're the owner or the represent representative of the owner at 3153 Riggs Road.
8:00I am the owner of 3153 Riggs Road.
8:04I didn't have but 30 days to do the repairs, but I need another 30 more days to try to work up on it.
8:10It's been the holidays, it's been the weather.
8:13I work at Birmingham, and by the time I get home, it's dark.
8:17So at least 30 more, or at least after the holidays, because I'm doing this by myself.
8:22I don't have a contractor or anything like that.
8:26So I know I gotta get a contractor, but right now I don't have one.
8:31Any questions or comments?
8:33Do you I mean, do you think you can make any kind of improvements in 30 days?
8:38I I a little bit, not a lot, but I can do something on it, you know, to show that I'm trying to keep the house.
8:46It might not be all of it, but I can you know try to fix on it to make it look presentable.
8:53So do you know what code enforcement is expecting to see in the amount of time that you're requesting?
8:59I got a list of the things that need to be done, but I wasn't sure how long it was gonna, you know.
9:04I didn't think 30 days is gonna be enough because it is a lot of work needs to be done.
9:12Well, what what are you?
9:13I mean, what are your plans for the property?
9:15I replaced some of the wood, like on the side, and um, I was gonna try to paint it, and you know, it's been um sanded and everything, so I was gonna try to paint it, and I know some repairs got to be done to the back, so I'm trying to do the best I can myself.
9:31So you're saying by January the night.
9:36Yeah, at least by January.
9:39Maybe the end of January.
9:43I mean, I I'm okay with 30 more days.
9:46Um, but I mean, I don't know how much work you can.
9:50I mean, it's a lot of work that's gonna have to be done in 30 days to be honest with you.
9:55Um, but I'm okay with 30 days.
10:00This is gonna be very expensive.
10:02I guess you know that.
10:04I'm just trying to keep the home because it was my family's home, so that's all I have left of my family, so I was just trying to keep it.
10:14Any other questions?
10:17Okay, thank you, ma'am.
10:19Uh is that a motion to table for the motion on the table for 30 days and a second move and second table for 30 days.
10:26This was a public hearing when it was introduced.
10:28Anyone here wishing to speak for or against seeing none, voting to table for 30 days.
10:36Yes, yes, yes, yes, yes, demolition is tabled for 30 days.
10:45Consent agenda, clerk.
10:46This approves items A through O on the consent agenda.
10:51Then moved and second.
10:57Consent agenda is adopted.
10:59Public hearings, clerk.
11:00This will order demolition of the structures located at 2013 or 2317 Jack Warner Parkway.
11:08It's been moved and second.
11:17So this is for the condemnation of 2317 Jack Warner Parkway.
11:21Condemned August 6, 2025.
11:23This property uh was a previous building that was demolished by the owner, and the slab was left remaining.
11:29The owner has been contacted, is aware of this hearing.
11:31The owner is aware that if this condemned and demolished, the cost of demolition will be charged back to the owner.
11:36The owner is here to represent.
11:39Any questions of Mr.
11:44If the owner would come forward and please give your name and address.
11:53I'm at 907 Indian Hills Drive.
11:56Does the council have any questions for Mr.
12:00I'm asking for just a little bit more time to get the repairs done.
12:04What's the plan, Marcus?
12:08I'm sorry, I didn't hear you.
12:10What is what's the plan?
12:11What do you plan to do with it?
12:12I think I have to have some repairs to the roof and some windows replaced.
12:18Yeah, there's two properties.
12:19Uh they're based contiguous to me.
12:21Um, I was going to ask to keep the slab and to put food trucks on the slab.
12:28And then I was gonna repair the building to get it in condition to uh to get it done.
12:33Um my skip my plans of doing these things were held up because I had a potential buyer, and I still have a potential buyer uh working with the planning department on you know what's permitted to uh in the area for them to build what they want to build.
12:47Um so I I'm patiently waiting on my buyer, hopefully and patiently waiting on my buyer to uh make his decision, but apparently it's taking longer than I expected, so I'll need to make the repairs in order to you know not get my building tore down.
13:03Um I guess I need to fill out the proper paperwork to uh leave the slab uh uh for a specific purpose.
13:13I understood it was city code that you couldn't leave the sled.
13:18Is that is that correct?
13:21So the code is correct.
13:26And one of the problems that uh puts us in, Mr.
13:29Minges is that I can for an hour name all the properties that we've required them to do it, and they complied, so it kind of puts us in a bad situation here to make an exception when we were not able to make exceptions prior to this.
13:46It's kind of it's not a good dilemma for us to be in.
13:55Okay, so Virgil, what exactly are we voting on tonight to take?
14:00So this one here would be to demolish the slab on the property to remove it and take it back to original ground.
14:11If we vote to do that, would he have time for it to do it himself?
14:16Yes, yes, he would have time to demolish it himself.
14:19I mean, by the time we would get our crews out there, you're looking at three to four months.
14:24And he might could do it cheaper himself, and he could he's got he's got equipment stuff like that.
14:29He has this opportunity to do it, and in the meantime, he would still have the opportunity to sell the property to someone.
14:35It's just whoever purchased it knows would know that it has been condemned, and the slab has to come up.
14:44Any other questions of Mr.
14:50All right, thank you, sir.
14:52You want me to just keep standing because I'm sure I'm next and that's fine, unless somebody wants to come up as this is a public hearing.
15:00Anyone here wish to speak for or against seeing none?
15:03Uh voting on the demolition, Mr.
15:13Demolition is ordered at 2317 Jack Warner Parkway.
15:17This will order demolition of the structure located at 2327 Jack Warner Parkway.
15:23It's been moved and second.
15:27Uh this is for the condemnation of 2327 Jack Warner Parkway.
15:30Condemned October 6, 2025.
15:33Property has 47 housing code violations.
15:36This owner has been contacted, is aware of the hearing.
15:38The owner is aware that if it's condemned and demolished, the cost of demolition will be charged back to the owner.
15:43They have made some repairs to the building.
15:50Any questions for Mr.
15:52Do we have the pictures of the repairs?
15:55Yes, if you uh see that's what it looks like.
15:58That's what it looked like at on December the 9th, or well, actually last Friday.
16:02If you go back to the beginning, you can see um so there was some windows busted out on the other side.
16:10Move back up to the go to the next picture.
16:14All right, so back in the back above the four doors, there was a roof, some roof panels coming off there.
16:21Those have been repaired.
16:22The doors have been partially repaired.
16:24There's still one that's slightly ajar.
16:27Uh the two repairs on so now you can see uh well no slides.
16:34All right, go to the next one.
16:36All right, so this is December 9th.
16:38So you can see you got one door that's slightly ajar, and that other door is ajar, but the and you have two holes still in the roof, and then of course the debris and and materials that are on the site, but he has made some repairs.
16:59Minges, just for the record, would you mind giving your name?
17:02My name is Marcus Minges, I'm the owner of the property.
17:05Any questions for Mr.
17:08What do you want to do with this property, Mr.
17:11Um, so I mean, is this something you want to repair and keep?
17:15Yeah, I'm gonna repair it.
17:16Repair and sell it or what?
17:17Uh I'm just gonna repair it to keep it from being condemned.
17:20Um, and and uh I'm it's off on the market for sale.
17:25Um clean it up, yeah.
17:27But oh yeah, I cleaned up the the if boy, if you'd have seen a picture of what the slab looked like uh a few months ago, it was horrifying.
17:34Uh it I spent days and days and days loading everything off of it.
17:38Um and then I finally got power re-established to the building.
17:42They dropped my overhead power when they did the Jack Warner Parkway improvements, and I had to go with the underground service.
17:49Uh so I put in underground service and got that inspected and done, and then I waited for months after the storm uh for Alabama Power to set me a transformer.
17:59Uh and I have power owned to the building now, and so that makes things a lot easier to do repairs on the building, obviously.
18:07Um I you know, 15 days I could easily get these things done.
18:10You know, whether I may I'll make a motion for 30 30 days.
18:15It's been moved and second table for 30 days.
18:17This was a public hearing when it was introduced.
18:19Anyone here wishing to speak for or again?
18:27Yes, yes, yes, yes, yes, yes, demolition is table.
18:34This will order demolition of the structure located at 3620 23rd Avenue.
18:41Second second, move and second, Mr.
18:44This is for the condemnation of 3623, I'm 3620 23rd Street.
18:49Condemned October 6, 2025.
18:51This property has 47 housing code violations.
18:54The owner has been contacted, is aware of this hearing.
18:57The owner is aware that if it's condemned and demolished, the cost of demolition will be charged back to the owner.
19:01The owner has pulled a permit, has secured the property, and I was told that they had started making some interior repairs.
19:09No repairs have been made to the exterior of the building as of yet.
19:12The owners are supposed to be here.
19:15Any questions to Mr.
19:18Are the owners or the owners representative here tonight?
19:21If you would please come forward and give your name and address.
19:28I'm sorry, you're gonna have to speak up.
19:30Oh, my name is Theseus O'Neill.
19:32I am the owner of the property.
19:40Uh 6615 35th Street.
19:50I'm anxious to get this resolved.
19:54Well, the you know, we're working on that property.
19:57What's happening is as you know, you know what neighborhood it's in.
20:01So we've got we've got supplies in the home, getting ready to fix it.
20:08To be honest, my mom just died like last month in uh October.
20:13So I was taking care of her.
20:16Then so other things have been going on, but we were getting the materials to fix the home.
20:23So we did uh cut the grass, remove some of the limbs.
20:28You want to see some of the pictures?
20:29We got pictures where we have the material inside the home fixed.
20:34I think I I'm certainly believe you, but how much time do you how much time are you asking for?
20:4090 days, maybe since it's the holidays and everything, at least 90 days.
20:47I mean, okay, let's what about 60?
20:49I mean, we can have it uh 60 days, 60 days frame.
20:53I'm working on the framework and get the frame and inspector, but we can do the roof.
20:58Uh that's what we've got.
20:59We gotta do we gotta go through inspection.
21:06She has any sixty days.
21:0760 days, so not not in January, but February.
21:12Okay, she would be good.
21:13We think we'll be good because we are fixing it, so I appreciate it.
21:17So is that a motion for 60 days?
21:19Yes, I'm now seconded.
21:21Okay, we have a motion and second to table for 60 days.
21:24Uh this is a public hearing.
21:26Is there anyone here wishing to speak for or against seeing none?
21:30Voting to table 60 days, Mr.

22:14The owner is here to represent.
22:2130 days 30 days, yes.
22:25When when when is that a motion?
22:28We can go ahead and get the motion on the table.
22:3113 days for 30 days.
22:32I think the attorney that was representative won't be out until so we're gonna table to January 6th.
22:42We still are there's a motion and second to table for 30 days to allow for the uh the uh the owner to have legal representation present to the city council.
22:55Um before I call for a vote.
22:57Is there anyone here wishing to speak for or against this demolition?

24:15So this is a rezoning request by JLP Construction petitioning to rezone about 0.84 acres located at 2100 and 2102 Fifth Avenue East from SFR1 to MR1.
24:28And this is in Council District 2.
24:30So you can see the location of the property, the current zoning, SFR1, and then what it looks like today.
24:38So there are two structures on the property.
24:41They're requesting to rezone from SFR1 to MR1 to allow more dense housing, like the adjacent lots to the south and the east.
24:48So again, this is what it looks like from the ground, and this is what they are proposing.
24:53So five structures with parking in the rear, and then some renderings showing what those might look like.
25:03It does conform to framework.
25:04Framework identifies this as traditional neighborhood edge.
