0:00Notes that he gave me.
0:04We understand you don't really know much about this.
0:07You know, I just I just wrapped the ore.
0:11So the first one you've got is 2646 25th Street.
0:15That is in Council District 2.
0:16It's over next to Elizabeth Baptist.
0:18Um with that one, Mr.
0:21Williams has wrapped his phone call and he's here to save me.
0:29I think it's just we're on the first slide.
0:32All right, so this is 2646 25th Street.
0:35They've made all the exterior repairs.
0:37The only thing they lack is painting.
0:39Uh it's my suggestion we go ahead and just cut them loose and let them finish their repairs through their uh permit on this one.
0:47Is that a mobile home?
0:48No, sir, it's a house.
0:55Next one's that right.
0:582327 Jack Warner Parkway.
1:01This is old house garage.
1:05He fixed the holes in the roof.
1:07Uh he did fix the garage door there, and he locked up the other big door on the other part of the building.
1:16Uh, but the front door, if we go back to the front first slide, so you can see it's open to the public.
1:23And he also has not cleaned up anything on the outside.
1:27Uh I still think at that location that that just looks really bad.
1:31I mean, I only do I think it needs to be.
1:34You know, he he said he was gonna have it completely fixed uh within the 30 days.
1:38Uh I think it needs to come down.
1:40I mean, I don't see uh from what I understand.
1:45I don't see this building fitting the uh framework for that part of the city either.
1:52So that's too much working in that area to let that just sit there in my opinion.
1:57Virgil, can you remind us of the what there are two buildings involved in this parcel?
2:02Uh there was a building, and then the other part part was a slab the slab.
2:06Yeah, we see we we condemned the slab, which was the property next door, the old Jerry's cleaner's property.
2:11Do you think he should have already had been finished?
2:14Uh no, well, he hasn't removed the slab yet.
2:17I said you think he should have he should have been.
2:20Oh, he had uh yes, he has the resources to have finished this, and he didn't.
2:27He's he's done it with this property ever since we've been dealing with it.
2:32How long have you been dealing with this?
2:35Since before the um upgrades to Jack Warner Parkway.
2:41That's so we just yes.
2:43We we were dealing with him then.
2:45We gave him time because of the renovations to the Jack Warner Parkway.
2:50Uh then once it got fixed where he could get his trucks and things in there.
2:55We got on him again, and he was oh, I'm doing a project across town.
3:00I can't get to it right now.
3:03Um so and code enforcement also dealt with him on the trash and debris and junk that was on the slab for several years as well.
3:12So I would say go ahead and uh move forward with the condemnation of this one.
3:21All right, all right, so this one's 3153 Riggs Road.
3:26This is also another rehash.
3:28Uh the lady begged for time, said she's gonna do something.
3:32The house has not been touched since then.
3:35Uh she doesn't realize you can if you can see you look at the back wall here, that whole back wall is rotted out.
3:43I don't think she has any clue of just how bad this house is.
3:47Uh she's not gonna be able to do that.
3:49It would take a lot of money to fix all that.
3:52Yes, it would take a lot of money.
3:53So this condemnation would be for the condemnation and any accessory buildings that's on the property.
3:59This is her second uh chance to make some improvements, and she hasn't made any, so I would say go ahead and uh move forward with the condemnation of this one as well.
4:11All right, so this is two new ones.
4:13The next two are two new ones.
4:14This is 2790 Elm Street.
4:19It's open to the public.
4:20I spoke with the uh owner of it, and he does not seem to want to try to fight this battle.
4:29I I don't believe that he's going to contest this one.
4:33Well, what's the big problem with it?
4:36The first photo you showed.
4:37It looks like a pretty open to the public.
4:39It hasn't been taken care of.
4:42Uh you can see the the windows busted out, the foundations breaking.
4:49And it's sat there in this condition for quite some time.
4:53I bet the inside is really.
5:03This it's uh there's a it's actually okay so and I didn't realize I actually thought this was the only thing on this parcel but if you look in the left hand side of there you see the end of a trailer which is backed up to an old building that was used for a church up until last year if I'm not mistaken.
5:20And all is all that one property.
5:22It's all one property right now we're dealing with just this house I don't know what they're going to do with the church properties.
5:33The roof the roof is in pretty good shape but the house like I said it was open to the public a lot of trash debris overgrown vegetation.
5:44And he just doesn't want he doesn't want it he's not gonna want to do it so we should condemn it.
5:54You know there's a lot of people that I'm thinking of in my mind right now that would love to go buy that house if they can that property actually has it's pretty good size property you've got where that house is you've got the the building that was used as a church with that old trailer behind it and then there's another piece of uh it's almost like it's three parcels but it's one okay so but we'll just be going after that house and actually the address on the house itself is 2770 Elm Street.
6:24So because of the parcel we maybe is 2790 okay all right and the last one is 2715 Oak Street once again this is a house that's been grown up around and everything been sitting in this condition for quite some time it's open to the public in several places got several windows open doors open this property is owned by a bank I called the the bank's number it was disconnected so the bank the the the number that I got for the that was given to me for the institute of the financial institution was disconnected.
7:11Is it local no sir they were out of Florida so it's our recommendation to move forward with condemnation on this I don't uh expect anyone to be here to can uh contest this you're recommending all of them today go forward except for the first one the first one the first one we would uh vote no to condemn uh let them just finish up but all the rest of them I would say unless unless somebody comes and just wows y'all with their please uh I don't see any reason to save anything today except for the very first one any more any questions Virgil hey thank you once again I apologize for being late I would know you're fine in you know there's always always and by the way I want to thank uh if y'all saw make sure you do actually the the uh email she put out about you know they got about bad landlords it was pretty eye telling if y'all let were able to look at them and see I didn't know but several of them I was I was really surprised at one of them especially but have we contacted them are they aware of the award sober see we have not notified them of their most recent standings on the bad landlord list no sorry um but we are happy to do so that's great to have it because I think they give if we've decided that it's gonna have to be well most of them call me already said you know all the excuses in the world but the ones that I've been dealing with almost since I've been up here same ones over and over and over all righty okay Mike good afternoon good afternoon today I have for you a street vacation this is a piece of the Jordan McGee Road right away so we're out here at the old JVC facility just south of J Bird Road the road to the north of the arrow there where you see that's the Jordan McGee Road and then you'll see a segment on the south side of the interstate that says old McGee Road and that's that's where that road used to go so there is a small sliver of right of way that remains on this piece of property that track of land right there is in between JVC Road and the interstate and the the the owners want to vacate that that segment of road and there's no no visible remnant of the road whatsoever and this is just a little bit larger and this is actually the the piece of right away that uh they won't vacate it it's 50 feet wide and roughly 200 200 feet long something like that.
10:00And the owners want to vacate that that segment of road.
10:03And there's no visible remnant of the road whatsoever.
10:08Um this is just a little bit larger.
10:11This is actually the piece of right-of-way that uh they won't vacate it.
10:15It's 50 feet wide and roughly 200 200 feet long, something like that.
10:19What's the benefits of vacating?
10:22It's it takes the encumbrance off the property.
10:27You know, today puts it where the encumbrance just goes away.
10:33Oh, it just goes away.
10:34There's no there's no restriction of a road right away.
10:38If if they wanted to put something in that 50 foot strip that is a public right-away, technically they couldn't do it.
10:50Is there anything that would go in that 50 foot strip?
10:54I mean, the use of it would be for a public road, but you you can't connect to the interstate.
10:59So there's no value in it whatsoever.
11:03No, sir, not not at all.
11:04I wouldn't be here if it was a negative.
11:05Well, yeah, presume that.
11:07Somebody's got to ask.
11:09No, don't mind you asking.
11:31So I have alcohol application for downtown entertainment LLC.
11:36They're applying for a special event retail less than seven days.
11:40Um they're wanting to have five events in the months of January through March.
11:46So three of those events will be held at fraternity houses, and then two of those events will be at Brighton Denny.
12:01Um, the ATO alumni dinner party.
12:05The ATO alumni dinner party and the Tri-Delta Parents Weekend is at Bryant Dini.
12:11The rest will be at fraternity houses.
12:18That being the special room where they do parties and things at Denny.
12:22I believe it's in the North Zone.
12:26That's all I have for you.
12:29Thank you, Mayor Beth.
12:31All right, you're welcome.
12:41Um other department comments or announcements before we go to Scott.
12:48Good afternoon, council.
12:50Um I will skip over the uh few items that Mr.
12:55Williams covered and be on page 19.
12:58We'll be setting the cost of demolition of the building located at 3313 16th Street and authorizing the filing of the lien.
13:04Uh then on page 20, you'll be saying the cost of demolition of a building located 2214, 26th Avenue, and authorizing the filing of lien.
13:12And then we will skip down past uh the vacation past the alcohol license.

13:37for uh utility location management services.

13:53This is a total of 592,811.31 cents.
13:57This was discussed last week in finance.
13:59On page 32, you'll be authorizing a minor teleports contract with Amazon and Associates.

14:34On page 35, you'll be authorizing amendment number four to the 2022 A warrant series budget.
14:40This came to you in finance last week.
14:42On page 36 through 37, you'll be introducing zoning amendment number 25 rezoning approximately 0.33 acres located at 5921 New Watermelon Road from GC to MFR.
14:55This is for the McRights Ferry Land uh LLC.
15:00This came from the Planning Commission in December.
15:02On page 38 through 39, you'll be introducing zoning amendment number 26, rezoning approximately 0.42 acres located at 5921 New Watermelon Road from M Fr to GC.
15:15And this again is the Vic Right Security Land LLC.
15:18This came to you also from the Planning Commission in December.
15:21On page 40, you'll be introducing zoning amendment number 27, reasoning approximately one acre located at 820 21st Avenue East from NC to GC.
15:34This came to you from the uh petitioner back in December.
15:40Then on page 42, 43, and 44, you'll be setting February the 10th of 2026 for the public hearing for those three uh zoning amendments that we are introducing this evening.
15:52Any questions for me?
15:54Questions Scott, you know, are we gonna phone the um what was this watermelon work road to page 36?
16:07Are we gonna get a brief on what that is?
16:10Yes, sir, it's just for introduction tonight.
16:13And so I believe before the public hearing, UD will give you kind of the full rundown in here.
16:19Um is that the same for page 38?
16:24That will be the same for all three of those other amendments.
16:26Those are all just for introduction.
16:29All right, any other questions?
16:35All right, we have projects 230 and finance three, then public safety.
16:42Uh, you don't want to miss 330, then council meeting at five.
16:46Rem uh reminder from the remainder of this time moving forward.
16:51Um, if all goes as we're expected, and and councilman crow wins today.
16:56Uh remember, John, you're the alternate and um on finance, and Joe, you're the ultimate on projects, right?
17:05So you'll be just actually full members.
17:08I have a suggestion that I wanted to bring value, and please, we don't have to decide anything today, but if y'all think about it and get back with me, uh, I think after the election the election of the new council person, we need to go back and refigure committees.
17:24And uh it's only fair.
17:26And uh plus there's some a new person I think wouldn't need to step into certain positions.
17:33And um, so do we all have to be on a committee?
17:39Well, I can't force you to, but I think that's only fair.
17:43Um, but please let me know your thoughts.
17:46And um, and but but I think it I think we do need to go back and redo it.
17:52And if you've got a certain interest in the what the ones that Norman held, um also let me know, please.
18:01We have our um January 29th.
18:04Um we have our next meeting with the University of Alabama uh staff.
18:09Um, and I think I think President Moeller, who uh we were very excited to have him at the um Alberta Street uh improvements.
18:18Uh can't remember that happening before with the UA president, and um I thought it was very respectful and very kind of him to be there and his finance guy.
18:28Um, but he's gonna think we're gonna address this first and then leave, and then we'll do our thing.
18:34I'm not sure where we're touring this time.
18:36Um I sure would like to go see their water research.
18:40Yeah, they got it set up already.
18:42I I didn't recognize the I I didn't reckon, and I had to ask them about that, you know.
18:46I didn't recognize where we're going.
18:49Uh I can pass it on to you.
18:50Martha sent me, but the best thing to do is what I I mean, what I do is meet here and and uh uh and have him drive us to you to the campus, but uh the it actually officially 1130 to 130, so we need to leave here by 1115.
19:11And if y'all let me know, uh is everybody planning on being there?
19:14So I can let them know now for the it's hard to park out there 1130.
19:20Yeah, 1130 there, but we'll meet here, we'll leave from here 1115.
19:26Is everybody plan on making it so I can let Martha head count?
19:30Yeah, I mean, I think everybody knows this, but it's harder to find things out there than it used to be.
19:37And something also important for everybody, and especially I've been um making myself a note every day.
19:44I is the annual our annual report is due to the ethics commission state secretary state's office, right?
19:55So on the last day of this month.
19:57Campaign finance stuff is Secretary of State on the 31st year.
20:00Ethics Commission filing is not due until April.
20:04But the this is the biggest for me because it's this is the first time I don't know about y'all.
20:08Um I I don't have any, I didn't take any, you know, didn't couldn't accept any money uh from my last report, but I but I've had a lot of expenditures.
20:18So I had to start early because you know they asked for not only who you gave the money to, but the date it was and uh the addresses and all that stuff, and and it all unfortunately has to be done online now, every bit of it.
20:32I Brandy gave me, I was able to get a hard copy so I could make it out so it'd be easier to go on the computer and then fill all the rest of it in because I I did have a lot of expenditures.
20:44Um so just just um I'm starting, I've already started, so because it's it's time consuming, and I'm not I'm not fast on the see.
20:56I didn't use any of my district funds for any of these things.
20:58I use it all my campaign funds, so that's why I have so many.
21:02Um a Christmas tree and uh Eagles Wings are only two.
21:06I had district, but all the rest is from my campaign funds.
21:10Um so if y'all have any questions about that, and there's a um Brandy's got the information too she can give you, or I could share it with you as well.
21:21Um and again, I I want to thank everybody.
21:24Thursday was one of the greatest days of my time down here at City Hall, and uh it was uh such a great turnout.
21:31It's very emotional day for me personally, but and to see all y'all there was just means meant the world to me.
21:40So look forward to the whoever's up next for for some um groundbreaking for sure.
21:48I did I did tell you that the uh Tuscal Satanist Center has been put off now till at least March or April, uh only because of the new courts, and then uh to finish up the landscaping too.
22:01All right, City Hall will be closed on the um January 19th.
22:07Uh no city council meetings on the 20th.
22:10Uh planning and zoning meets on Wednesday that week, Raven.
22:14I know you know that um at 5 o'clock instead of normally on Monday, and the zoning board of adjustments will meet at 5 on January 26th.
22:26Any other questions from anyone?
22:28Anybody have anything they'd like to add?
22:30A lot of trash and recycling delayed one day next week.
22:36You've done great reports too on the on the carts.
22:39I love getting that.
22:40Uh it's pretty amazing.
22:42You think how many you're responsible for?
22:44And it's really, really great work by your guys.
22:48All right, trying to think.
22:49How are you doing, Chief?
22:52And I want to I really want to thank Sarah too.
22:55Um the pictures your guys did.
22:58It's just it's it's so great.
23:00Uh, and they do such a super job.
23:02It's so professional.
23:04So, yeah, pass that on, please.
23:08All right, so there's nothing else.
23:10Is there a motion we adjourn?
