0:01We have a I hope you've had an opportunity to look at the minutes to have a motion.
0:11Standridge, Miss Franks, whoever's going to present.
0:14Standridge is the star of the day.
0:16I'm so sorry you guys have to hear my voice again.
0:20So at the admin committee last um, the last time that we met, we did a presentation regarding the process that we will be doing to approve any of the consumable hemp product sales and anyone coming forward requesting that licensure.
0:36A couple of things I want to make sure that we are all aware on.
0:39Number one, that we are not licensing these businesses.
0:44The licensing of these businesses comes from the ABC board at the state.
0:49All the city of Tuscaloosa can do is vote to either send them a letter of approval or deny them a letter of approval.
0:57Now you can kind of say that this like de facto does give approval for them issuing the license, but the city is not the one actually issuing that license.
1:20But however, we will not be doing the compliance work.
1:22Um we won't be doing any of the any of the checks on whether or not they are operating appropriately.
1:27All of that licensure work comes from the ABC board.
1:31And this does not make marijuana legal.
1:38And if it and I would like to say that if that ever comes on the table, the CFO should not be the one presenting on that is on that issue.
1:46We'll let the public safety directly.
1:49Okay, any questions for Ms.
1:51Standridge or the motion?
1:52I don't have a question.
1:53I'm gonna make a motion.
1:54I am for it, but again, I thought that so I talked to the mayor.
1:58Um I would like to see some barwell rails and some standards from the city side ordinance-wise on you know where these are located to make sure they don't again.
2:09I think there's some places they they just admit, but uh uh I do I am in favor of it, but I am gonna make the motion.
2:16And I agree with everything you said, and I'll second all right.
2:20Uh, we have a motion to second.
2:21All in favor, all right.
2:24Um Miss Michael or Miss Herbert.
2:28Are y'all a tandem or how were we staying here?
2:31All right, we're talking about an AMI technician job classification here.
2:36All right, so this first one is creating the AMI um technician job classification.
2:42As you know, we were in the process of converting our meter system to AMI, and so this is creating a position to um actually do the work and and work on those the AMI components that are related to the meter reading.
2:54Uh how far along are we on that converter?
2:56So we are I haven't looked at the numbers this week.
2:5965 pushing 70 percent, somewhere running there.
3:02We should be finished by hopefully by the end of the calendar year, but we're gonna say first quarter of next year.
3:08Are we transferring people more or less into or are training them for new jobs?
3:13Is that what we're doing?
3:14Or yes, these won't be uh new FTEs.
3:17So yes, it'll be yes, they'll they'll when you see these three jobs as we talk about them.
3:22There's a there's a couple different career paths that they can kind of take.
3:25So it gives them a way to be promoted within the meter group.
3:29Okay, I'll make a motion.
3:38So this is the same job classification, but just a senior level of that job.
3:43Um, and so they would have to work the three years that's required by city code and then meet some standard metrics that they have to.
3:50Um, and again, this would not be a new FTE.
3:54I have a motion to second.
3:58You're you're still up.
4:01This next one, so this is for a water technician senior.
4:04We currently have a water technician.
4:06Um, and so this is just creating that senior classification for that.
4:09And when I talked about the two different paths that a meter reader can go, so this would create them to be able to go to the water service technician side, which is a lot of interacting with the customers.
4:18It's uh it's uh kind of a marriage between the field and the account side of things, and so this allows for them to have a senior job classification for that.
4:31All right, that passes.
4:34Tiner, I believe we're to you.
4:37Yes, that we just handed out, and I'm gonna make it bear in mind that this is just a draft of uh possible committee reassignments in some cases.
4:48I really want to thank um because you know we I posted and Joe posted it to everybody twice.
4:55Uh emailed it to everybody twice.
4:57I didn't hear back from anybody.
5:00Um so um if you look over the draft he's uh presenting, and um I won't really thank Joe Eaton council councilman Eatman because he he just like Mr.
5:15Uh Joe put a lot of work into this too and vote with everyone, but again um I you can look over it and see if you want to pass it today, or if anybody has any not happy with something, let's know and because this is a vote of the council.
5:31Uh but um again emails were sent out to everybody twice, and I never heard anything back from anybody.
5:37So any questions or comments?
5:39Um I just need to be added as an alternate somewhere, but other than that, I didn't remind because I I was um I got a message.
5:48Oh, did you I can't remember okay?
5:50Yeah, I think we've got uh Mr.
5:52Eatman down as an alternate twice.
5:54No, we got a lead down as alternate twice.
5:57I'm down with alternate.
6:02Eatman's an alternate three times which one you want, really.
6:09Can I ask or can we answer?
6:13I want you to know I thought about it.
6:16Could we take a one week to do some fine-tuning on this?
6:20That's fine with these.
6:22Well, we're gonna have to change these alternates, see the way we do it.
6:25We'll have to change it.
6:26If nothing else we have to change, it would change the odds.
6:28I just want to be able to get Richard able to vote as soon as he can.
6:32Uh, but can we look you want to look at it again in a week?
6:36So the next regularly.
6:37We're gonna look at it before.
6:39Oh, we can't regularly say that.
6:41All right, I'd rather have him vote and then hold it up to make sure.
6:45So we can we can make the alternate changes at some time.
6:49Yeah, we can do it now.
6:51Okay, um, present the new slate.
6:53Who's got a who's got a suggestion?
6:56Okay, we can then we can present the new slate.
6:58Richard is not, yeah, Richard is.
7:00Whatever comes out today would go on council next week.
7:03Okay, can we I mean can we double it up so Richard can vote next week?
7:07Whatever y'all if y'all go through this and just tell us what to change, that will be what this committee votes on, and that will be what appears before council next week.
7:18Let's double it up again again.
7:19Like I said, um I I just so I mean I I've only reason I've said this about you know again, and I I totally understand Lee, but um, because you had the gauntlet and all that going last week, but we did send it out twice asking for feedback and nobody nobody responded.
7:40Uh anyway, I I kind of just took there's there's I see we can make individual changes later on.
7:50So I because that was gonna require some of us talking to each other, going, hey, are you willing to swap this with that for me?
8:03And then we can make independent one week and then we'll double it up.
8:09We're gonna have to make as I look at this, and I apologize I didn't look at it as close as I should have.
8:14We're gonna have to make three or four changes.
8:17So do we have to make those changes today?
8:19The alternate changes now.
8:21Again, I think some of the ones I'm thinking about probably gonna require some of us to sit down and talk to you.
8:27He could vote them next week anyway, so that'll double it up.
8:30Probably gonna have to change a committee at some point here because of these all.
8:36Yeah, because I'm not an alternate.
8:37Rounds on the ground now.
8:39If we're gonna make changes, we gotta make them now.
8:41Yes, if we're if we're gonna make changes in a month, then we don't have to do it now.
8:46But admin doesn't meet again, so we've whatever we want to get approved in the next couple weeks, it's got to come out of this meeting today.
8:54I say do it, you want to do it now.
8:57Yeah, well, I'm just okay.
8:59Um, I'm just saying if there's easy ones if there's complicated ones, we've got to be able to do that.
9:06From the committee, uh y'all, y'all Kip, Joe, y'all have a suggestion.
9:12I mean, I'd be on a bit.
9:14We can put it on another, can't we?
9:17We can put it on or we can put it on it on.
9:20We could put it on projects or any other.
9:23It doesn't have to be on admin.
9:26But then the problem with the the only problem with that, Mr.
9:29Tyner is we can't double it up because we won't know what it needs to say until after it comes out of that committee.
9:37So we we have to be able to know what resolution needs to go on council for next Tuesday by this Friday.
9:45Does that make sense?
9:48Tiner worked on it real hard and sent you something the first of the week.
9:52Could we double it up then?
9:54Tyner sends me what he wants in the resolution and request as a council member for that resolution to go straight on council without going to committee, then I will place it on straight on council for next week.
10:05Why don't you do that?
10:08My recommendation will be adopt what we got.
10:11There's tweaks we can make as we go along.
10:14I mean, I'm talking about if we're gonna work, I think.
10:16You know, who's alternate on this and that?
10:19I'm not talking about let's uh let's make a motion.
10:24I'll make a motion to adopt this, and then uh so I'm I'm I'm afraid I just by comment.
10:30When we change some of these alternates, we may have to change a committee somehow.
10:35I mean, I don't know.
10:37I I'm just looking at this.
10:38I don't know how that's working on two and over here.
10:43I mean, that's what I was gonna say.
10:44I mean, I don't know.
10:46If it's just the alternates, I think we would think we can we can that's all it is.
10:51It can't just be the alternates because once you change the alternates, then some somebody is gonna have to change on a committee.
10:59You're not a member on any of the things.
11:04You're not as a member on any of the committees.
11:07You have to be a member, a chair, and a vice chair of everybody has to be, and then everybody has to be altered.
11:15So we can we pass this as it is, and I can get the letter.
11:21Let me make no you don't want to do that.
11:24But isn't it back to one member on the my only my only concern with that is that puts us potentially we've gotten two instructions.
11:35We've got an instruction from this committee to put this on an agenda, and then we will have a a separate resolution that will be the changes.
11:41Now that that would be fine, but you'll have two resolutions to pass, and you'll have to pass you'll have to vote one up and vote one down, which is certainly we we could do this.
11:50Is this all council's discretion as to who but we could do that?
12:01I don't want to be member.
12:03I I have a I mean I just won't fix it.
12:09I'll take the I'll take the I'll just take litigation and and I don't I don't want to be on any of them after well I think you're gonna have to um I was thinking if we swapped on properties Joe and Kip there, okay, but we still get Miss Howard on a we gotta get Ms.
12:31Howard she could she could be the alternate on litigation.
12:36Cassius could be the alternate on community development.
12:40I can't do the alternate on committee development.
12:42Well, if Kip could go, I don't know.
12:45It's gonna take some work, guys.
12:47We can't I don't think we're gonna be able to do it today.
12:49Those two things get you halfway there.
12:50Yeah, I don't think you put me also ahead, Ms.
12:55Well, you also honestly meet this the first time, but is this our first time doing this twice in one term?
13:01And this is just like it it takes it takes more than just this one conversation to get it right.
13:06Yeah, Joe, do you want I mean I'll I'll go alternate on properties if you want to join properties?
13:11Yeah, we can do that.
13:12And I mean cashes could be alternate litigation.
13:16Cassius alternate on litigation.
13:19Kip is alternate on properties.
13:21And Raven, do you want to be an alternate ones?
13:25I'm gonna be alternate on admins and Joe's gonna be in MEPA.
13:29That I think that'll do it, guys.
13:31Yeah, and Raven, you want to be an alternate on Atman?
13:37I mean, what the I mean, I think that'll do that man uh and you and Lee can talk about Atman.
13:44I think that will do it.
13:45Did you get that, Mr.
13:48Would y'all like me to just read back what I have real fast?
13:51Yes, that'll be on the first on projects.
13:56Eatman is the chair, Mr.
13:57Lanier is vice chair, Mr.
13:59Henry is a member, and Mr.
14:00Busby as the alternate.
14:02On admin, I have Mr.
14:04Fail as the chair, Mr.
14:05Eatman is the vice chair, Mr.
14:07Tyner is the member, and Miss Howard is the alternate.
14:11On properties, I have uh Mr.
14:13Henry is the chair, Ms.
14:14Howard is the vice chair, Mr.
14:16Eatman is the member, and Mr.
14:18Tyner as the alternate.
14:20On finance, public safety, and community development.
14:24I have them as written here on the draft.
14:27And on uh litigation insurance, I have Mr.
14:30Tyner as the chair, Mr.
14:31Busby is the vice chair, Mr.
14:32Fail is the member, and Mr.
14:34Lanier is the alternate.
14:36And that gets the prize.
14:39That gets do we have a motion for that?
14:54Anything else that y'all would like to get bring up in 30 seconds because we have a another committee.
