First up authorization for the city to issue a request for qualifications for commercial realtor to market 3200 Greensboro Avenue.

Speaker 4

0:15

So Mr.

0:16

Henry, as you and I discussed in this Howard a couple of weeks ago, we want to try to seek another opportunity to put 3200 back on the market.

0:28

This time we want to see hiring a commercial realtor will give us a greater outreach to be able to touch more places than an internal cell that we have done here generally at the city of Tuscaloosa.

0:41

So what we recommend is issuing an RFP with in consultation with the city attorney's office to generate to you know people who are interested in marking that and then move from there.

0:57

So this is I I can't remember.

0:59

I know we've done this before in the past.

1:03

I'm looking at Tom Bob at our

Speaker 3

1:05

last time we did was in the IMS higher now.

Speaker 4

1:08

So this is certainly you know a process we don't do often, but I think this is a real opportunity to try it again, test it, see if it works, see what advantages come out of it, and and let's go from there.

Unassigned speaker

1:20

Yeah,

Speaker 2

1:20

I appreciate that.

1:21

Uh I'm optimistic that I think we'll get some interest.

1:24

Uh

Unassigned speaker

1:25

I

Speaker 2

1:25

think it'll take some time, but I do believe in trying to get that property back on the tax roll and get somebody to reinvest in it.

1:34

Um so I appreciate y'all's willingness on this.

Speaker 4

1:37

I would recommend a 45-day RFP process.

1:41

Um have the city attorney uh create a draft, uh run it by the members of this committee.

1:47

If the members of the committee are good, then we will then issue the we don't need council approval to issue the RFP.

1:53

We can go, but once this committee is good with it, we will issue the RP, and then once those RP comes in, I'll have Tom sit down, share with the committee, and we'll make a selection from

Unassigned speaker

2:04

there.

Speaker 1

2:05

Sounds good.

Speaker 2

2:06

Good with me.

2:06

Motion approved.

2:09

Aye.

2:10

All right, thank you.

2:11

Thank you.

2:12

All right, next we have authorization of an aerial right-of-way easement to the Board of Trustees of UA for the construction of a pedestrian bridge over University Boulevard.

2:22

So y'all have a presentation for us, or um

Speaker 5

2:30

they don't think I'm gonna just go up the podium, they'll just kind of go over what y'all are requesting.

Unassigned speaker

2:37

Actually, I'm gonna let Eric on his own.

Speaker 5

2:39

You brought a bunch

Speaker 4

2:40

of papers over there.

2:41

I did just in case.

2:43

It looks impressive.

2:44

We don't know what's in them, but it does look very impressive.

2:48

I'm not sure what's in them either, so

Speaker 6

2:50

um so this is a new pedestrian bridge that we are uh proposing that would go across from the capstone college of nursing over to the other side of uh University Boulevard to uh the DCH side.

3:04

Um there's a lot of students that traffic back and forth between the school and the hospital.

3:10

Um I believe there have been some close calls with some of the students and faculty that um traverse across University Boulevard, and so there's there was a strong desire from the university to provide this pedestrian bridge to provide safe passage across uh university over to the hospital.

3:26

So we have this uh this proposed bridge, and um of course we're carrying over all the same detailing and building elements from the Capson College of Nursing over to the um across the entire bridge uh with the with the blind zone, the brig and so forth.

3:45

Um it's an open air bridge, uh, but we do have it as a secured access bridge, so it's really only students and faculty that will be able to to access the bridge on both sides, so it's um secure from both both entry points, um, and it's open air on the on the left-hand side on the DCA side as well.

4:06

So there's it's um conditioned space essentially.

4:11

What's the timeline on

Unassigned speaker

4:12

it?

Speaker 6

4:13

The timeline it would be uh be constructed, they're starting to construct it now on the addition for the building.

4:20

That'll be occurring probably Christmas time a year from now.

4:24

Is is the thought looks correct with our schedule currently.

4:28

Um we've got 16 feet clear called for from the roadway to the bottom of the bridge.

4:33

So we're we're maintaining that across the entire length.

Speaker 1

4:36

So that's still allowing the type of traffic that chapels down that roll accounts

Speaker 2

4:41

correct, yes.

Summary of Proceedings

Tuscaloosa Properties Committee Meeting — 2026-11-03

The City of Tuscaloosa Properties Committee met on 2026-11-03 at 22:00:17 UTC and considered two property-related items: marketing 3200 Greensboro Avenue through a commercial realtor and granting the University of Alabama a right-of-way easement for a pedestrian bridge over University Boulevard. Both items advanced by voice vote.

3200 Greensboro Avenue Marketing

  • Staff recommended issuing a request for qualifications/RFP to hire a commercial realtor to market 3200 Greensboro Avenue, saying a realtor would provide greater outreach than the city's internal efforts. The speaker noted the city has used this approach before but not often and described it as an opportunity to test it again.
  • A committee member expressed optimism that the city would get interest, though it may take time, and said he favored returning the property to the tax roll and attracting reinvestment.
  • The committee recommended a 45-day RFP process. The city attorney would draft the solicitation and circulate it to committee members; after committee approval, the city could issue it without council approval. Once responses arrive, Tom would share them with the committee for a selection.
  • Note: the agenda language referred to a 'request for qualifications,' while discussion repeatedly referred to an 'RFP.'

University Boulevard Pedestrian Bridge Easement

  • University representatives requested an aerial right-of-way easement from the city for a new pedestrian bridge over University Boulevard, connecting the Capstone College of Nursing to the DCH side. They cited student and faculty traffic and prior close calls crossing the road as reasons to provide safe passage.
  • The bridge was described as open-air but secured with card access at both ends for students and faculty, with stairs/elevators and connections to building floors. It would maintain 16 feet of clearance over the roadway.
  • The university will construct and maintain the bridge in perpetuity. The presentation stated that enough right-of-way would remain for a possible future road expansion.

Key Outcomes

  • The committee approved by voice vote authorization to issue a 45-day RFQ/RFP for a commercial realtor to market 3200 Greensboro Avenue. The city attorney is to draft the solicitation for committee review, after which staff will issue it and return with responses for selection. No vote tally was recorded.
  • The committee approved by voice vote authorization of an aerial right-of-way easement to the Board of Trustees of the University of Alabama for the pedestrian bridge over University Boulevard. No vote tally was recorded.
  • No public comment or consent-calendar actions were identified in the transcript.
