Twin Falls City Council Meeting on February 2, 2026: Oaths, Approvals, and Property Sale Allocation

Mayor Jason Brown called the Twin Falls City Council meeting to order at 5:00 PM on Monday, February 2, 2026, in City Council Chambers at 203 Main Ave E, Twin Falls, ID. Council members present were Mayor Brown, Vice Mayor Craig Hawkins, and Council Members Ruth Pierce, Nathan Murray, Cherie Vollmer, and Grayson Stone, with Stone participating by phone. Council Member Christopher Reid was absent. The meeting included an invocation by Pastor Bruce Carlson of Cornerstone Baptist Church, a Turner Syndrome Awareness Month proclamation, recognition of four new firefighters, unanimous approval of consent and action items, public comment, and advisory board announcements. The meeting adjourned at 5:50 PM.

Proclamations and Recognition

  • Mayor Brown proclaimed February 2026 as Turner Syndrome Awareness Month. The proclamation noted that Turner syndrome is a non-inheritable chromosomal disorder affecting 1 in 2,500 live female births. A representative of the Macklin Danielle Besh Foundation spoke about year-round awareness efforts and upcoming events, including a bake sale and silent auction at the police department on February 10 and 12, and a 5K run/walk in August for World Turner Syndrome Day.
  • Fire Chief Mitchell Brooks introduced the Twin Falls Fire Department's newest firefighters: Grady Heil, McKay Poulsen, Conor Kellogg, and Jacob Hiersekorn. They completed a 12-week Fire Recruit Academy. Chief Brooks noted the department was budgeted for three additional firefighters but overhired by one because of an impending retirement. The academy also included two members from Rock Creek Fire and one from Hagerman Fire. Mayor Brown administered the firefighter oath and badge pinning ceremony.

Consent Calendar

  • Council Member Hawkins moved and Council Member Pierce seconded approval of the consent calendar as presented. The roll call vote passed 6 to 0.
  • Approved items included: City Council minutes from January 26, 2026; January 28, 2026 travel requests; December 2025 Wells Fargo credit card summary; trust agreements for Two Creeks No. 1 and Two Creeks No. 2 at the Preserve subdivision; improvement agreements for Two Creeks No. 2 and South Canyon Farms RV Park public infrastructure; and acceptance of public right-of-way.

Discussion Items

  • Parks and Recreation funding: Parks and Recreation Director Wendy Davis requested approval to allocate $300,000 from Shoshone Falls/Dierkes Lake cash reserves for reimbursable site improvements associated with the Memorandum of Understanding with the Idaho State Department of Agriculture. Council Member Murray asked for clarification. The motion passed 6 to 0.
  • Cellular antenna lease: Deputy City Manager Mitch Humble requested approval of a license agreement with New Cingular Wireless for a cellular antenna lease on the City-owned antenna tower at 929 Washington Street South. The motion passed 6 to 0.
  • Real property sale and revenue allocation: Deputy City Manager Humble requested approval of the final sale of real property at 929 Washington Street South to Wireless Edge Consultants. Council members discussed allocating the $730,000 in unanticipated revenue from the sale. Council Member Pierce spoke in favor of using the funds for a dog park and potentially park lights; Council Member Vollmer seconded the dog park idea, and Council Member Hawkins agreed. City Manager Travis Rothweiler said staff would gather bids and bring them back for council consideration, using the sale proceeds to cover those costs. The sale and direction passed 6 to 0.

Public Comments & Testimony

  • Maria Hernandez, a Twin Falls resident, expressed pride in the youth protest that took place on January 30, 2026, in Twin Falls, saying the young people took a stand for righteousness.
  • Rochelle, with Republic Services, was accompanied by Derek Cook and Bucksears. She encouraged the city to not only keep but expand its recycling program. She stated Republic Services has municipal contracts across Idaho, achieves 90 percent participation and 10 to 12 percent contamination in its programs, and sends Idaho plastics to its polymer center in Las Vegas to be recycled into food-grade pellets within 90 to 100 days.
  • Brad Meyer, a Twin Falls resident, expressed concern that there is no recreation center in Twin Falls despite the city's population of more than 50,000. Mayor Brown responded that Parks and Recreation Director Wendy Davis has been leading a recreation center effort for several years, and the committee is still looking for property.
