Consent Calendar
- Approval of Minutes: The minutes from March 11, 2025, were approved unanimously with no objections or changes noted.
Public Comments & Testimony
- Faith Harris (Discover Valdez Visitor Center) stated that Homestead and Dock Point are the primary trails recommended to cruise ship visitors and those with accessibility concerns, and that Overlook Trail is emphasized for short visits. She also mentioned a planned software system to track trailhead visitor counts starting next year, with data going back seven years.
Discussion Items
- PRCS Acting Director Report: Bridget Rich reported she began as interim director on May 5, 2025, and will become acting director on July 7, 2025, when Ken Wilson’s approved leave ends. Rich, a local homegrown employee in her eighth year with the department, expressed excitement about the role and continued collaboration with the commission.
- Commission Trail Report: The commission introduced a new initiative to hike and evaluate trails monthly using a rubric. For the first assignment, they will assess Dock Point and Homestead trails. Commissioners discussed dividing into teams after a baseline evaluation, with reports due to staff by the Monday before the next meeting. The goal is to supplement staff maintenance efforts and provide feedback on trail conditions.
- Commission Business from the Floor:
- Commissioner Pete proposed that future regular meetings be held at a round table instead of the dais to improve nonverbal communication and effectiveness, noting that technical issues (microphones, cameras) are solvable. Other commissioners expressed mixed opinions: Commissioners Aiden, Jeremy, and Ben preferred a round table if logistically feasible; Heidi and Ben were flexible. The consensus was to first consult the city clerk’s office about open meeting act requirements.
- Commissioner Pete also reminded the commission that the joint council meeting clarified the commission’s role as both “ears” and advocates for outdoor recreation, given their volunteer expertise.
- Project Updates (from Acting Director Rich):
- Neil’s Hill: City Manager Nate Duvall reported that small changes to the project are necessary due to boggy terrain, but any eliminated or shortened elements will be added elsewhere. More details will be available by the June 10 meeting.
- Skate Park Ramp: The damaged ramp has been ordered from American Ramp Company; contract finalization is underway, with installation expected by fall.
Key Outcomes
- Trail Report Assignment: Commissioners will evaluate Dock Point and Homestead trails using a prepared rubric and submit their reports by the Monday before the next meeting (June 9, 2025). Further trails will be added in future months.
- Meeting Format: No formal vote was taken on moving to round table seating. The commission will request guidance from the city clerk’s office regarding open meeting act compliance before deciding.
- Next Meeting: Scheduled for June 10, 2025.
Meeting Transcript
I call this regular meeting of the Parks and Recreation Commission to order at 6 34 p.m. Okay. And all members are present. All members are present with Commissioner Carter joining us remotely. And we'll move on to approval of minutes. We have the approval of the Parks and Recreation Commission minutes from March 11th, 2025. We have one set of minutes for approval. Are there any objections or changes to note? Okay, I'm seeing a shaking of heads, seeing no objection, the minutes stand adopted. We will move on to public business from the floor. This is a time for members of the public to address the commission on non-agenda items. Is there public business from the floor? All right. Seeing no one coming forward, we will move on to our next item. Our next item is reports. So Parks Wreck and Cultural Services Acting Director Bridget Rich is going to report on change in leadership for the department. So I will let Bridge. Hi guys. So you know it's nice to see you all again. I think I know most of you, and um, like I said, good to see you. So I started as interim director as of May 5th. Um, so gosh, I'm into my second week now. Just to give you all an update, um, Ken is on approved leave through July 7th. As of July 7th, I will be acting director from their fourth. Um, I just wanted to kind of give you a heads up. Uh so while I am interim now, eventually I kind of roll into that position. Um so I I just wanted to say, and I'm I'm going into my eighth year now with parks and recreation. And I, of course, you know, I think I spent gosh almost five years as a part-time staff for our department. Um, and I'm just really excited about this uh this next chapter, and I'm really excited to continue working with you all in a different capacity. And um yeah, I'm a local homegrown, homegrown kid. So parks and recreation has a really near and dear place to my heart. So I'm happy to be here and again looking forward to working with you all. Wonderful. Well, welcome, Bridget. It'll be nice working with you in a little closer capacity now as acting director and soon to be director. Um are there any I'll if raise your hand um or let me know. Do you does anybody have any questions for Bridget regarding uh this update? Okay. Yeah. Yeah, just so I understand that sorry, so I understand the semantics. So Bridget, you're you were interim as of May 5th, and then you said it you are taking on the director role then as of July. Okay. I know it sounds a little bit weird. Um yeah, it's a little funky, but technically interim director is my title until the 7th. That makes sense. Ken is still technically director, he's just on leave. So and until his leave is done and he is then finishes his term, like his um appointment. I guess um, then Bridget will become the full full acting. I mean, well, she's acting director, but she'll become director. It's it's really a paper thing.
