Ports and Harbor Commission Special Meeting - August 14, 2025
The Ports and Harbor Commission of Valdez held a special meeting on August 14, 2025, at 6:00 PM in the Council Chambers. The meeting included the election of officers, a unanimous recommendation to rename the Valdez Container Terminal after Ryan J. Sontag, discussion of the 2025-2026 commission goals and calendar, and a staff report on harbor operations.
Election of Chair and Chair Pro Tempore
- Commissioner Colleen Stevens was elected Chair by a unanimous vote.
- Commissioner Kelly was elected Chair Pro Tempore by a unanimous vote.
New Business
- Resolution to Rename Valdez Container Terminal: The commission reviewed and formally recommended to the Valdez City Council that the Valdez Container Terminal be renamed the Ryan J. Sontag Valdez Container Terminal. Staff noted that the family supported the name and that the existing sign needs replacement. The motion was made by Commissioner Kelly, seconded, and passed unanimously.
- 2025-2026 Ports & Harbors Commission Goals and Meeting Calendar: The commission discussed goals and top capital priorities, including Kelsey Dock and C Otter projects, and a pending port infrastructure development grant due September 10. An agreement with the state regarding internal matters remained stalled. Consensus was reached to forward the goals to the city council for a work session on the following Tuesday. No formal vote was taken; staff will include the goals in the packet.

- Ports and Harbors Staff Report: Staff reported on harbor cleanliness, cruise ship traffic, fish activity, and an ongoing inquiry about a necropsy of a marine animal (rumored to be missing its tongue). No significant operational issues were raised.

call the regular meeting of the special meeting sorry of the Ports and Harvest Commission um to order and for roll call we have Commissioner Steed Kelly Pierce and Stevens present and Commissioner Day I'm guessing absence excused or did we not unexcuse unexcused okay I I know where it's at but yeah we didn't do okay um and from those are our five correct okay um next up is election of chair and chair pro tem um I guess we get to do this um for the chair open nominations for this seat of chair I nominate Colleen Stevens as chair I second it all oppose no just are there any other nominations hearing none we will close nominations and all in favor of Colleen Stevens as chair say aye aye all oppose and that for chair pro tem um opening nominations for that position I would nominate uh chair person kelly I'll second it um are there any other nominations we will close that and all in favor of um commissioner kelly as chair pro tem say aye all right any opposition all right other than yourself Vince um I don't believe we have public business from the floor um I see no one so moving on next is um to review the formal recommendation to city council in support of the resolution to rename the Valdez container terminal to the Ryan J Sontang Valdez container terminal do we have a motion to move that recommendation forward this is uh Commissioner Kelly I will recommend we move that recommendation forward is there a second yeah I can second that all right um any discussion on the item or intro from staff this was something that the governor asked the mayor and so I think the mayor directed it back to us for a recommendation um it is there any negative reason from no ports and harvest staff fully supports it um long time out there you know somebody was in the early days of this bill and I I will imagine even if it gets renamed the still be the VCT I mean it just might be the Suntag doc at some point like the Kelsey document Sontag terminal yeah terminal that evolution will take yeah we just I I discussed it with Ryan Jr and said you know can we keep all these container terminals still in there and he said yeah that sounded good so yeah family was for that I I just imagine like a mouthful on the radio when you're trying to talk to traffic and yeah we'll put it we'll put a sign up up front it needs a new sign anyways we can we'll do that next year well if there's no negative reason I don't see why it can't be done either of you have feedback or comment oh I think it's appropriate yeah sound good to me so um we can vote on the recommendation to council to rename the container terminal to Ryan J Sontag Aldi's container terminal all in favor anyone opposed all right so those are two um two big voting items the next is our discussion of polls and just make sure this is our our last chance before they get thrown in the packet tomorrow to be set well included and in the packet to go to city council um for our work session next Tuesday so um this is kind of our chance if you see any edit modifications questions I don't Jeremy if you have anything to intro it with but we'll build them out a little bit more this is just get an amendment the wire I know you've done a lot of work on this and change your initial yeah Colleen had some feedback and um everything that I've done seems to be in alignment with what we're looking to do. No. The one thing that Nate when we had the work session that it is not covered in our goals. Well, it kind of is, but just the three things that you guys want the council to know if we have an opportunity before we're on something. And so I'll get it. We can't deliver that at the work session. We should quickly work on that. Um, those capital projects, the we can review them, see where we're at, what we've got to do. You mean like our top three, which looks like if we get funding, we'd we'd like to fund these three things is the top. I'm assuming Kelsey Doc is probably for the port priority one and just the whole revision. I'd just like to see that whole thing. We're the port infrastructure development grant we're turning on September 10th for C honor kind of has design aspects that grant has the Kelsey doc in it as well as the C on. So yeah, I would say C Otter and Kelsey. Yeah. Probably the two for library. Harbor office, yeah. Oh yeah. Is there um any news on the agreement with the state about the internal? There's no movement. I think very great this fall we've come back at it with the DLC. I think it'll help to have session good. Yeah. They were they were generally like the DOT director was positive about it. So we'll we'll come back this fall. I think they're busy. The permit was um I I haven't checked my email, but we're supposed to get the permit back for the council. Okay. Uh while it on the shore should go through this week. And then how long would that once you get the permit, how long is that to implement that all our installation? I don't okay. I don't know. It shouldn't take more than two weeks, but it's gonna have to between traffic. There's yeah, and there's a there was a sale of the ones. There's a few variables. So there's some moving parts we can find. If Nate was here, I would ask because he's been dealing with good enough parts. But once we get the go ahead. Oh, so I just wanted to comment that there is a section that's very little used on the council agenda, which is reports and referrals from commissions. So, you know, the goal of your work session Tuesday with council is to talk big picture and what your priorities are and to get their feedback and um, but if there's things that come up along the way, like these capital projects, it's totally appropriate to submit something for the council agenda through Jeremy at any time. So thank you. Do we want to roll those priorities into here or let them know that in the next month we'll be back to them or the next I mean you guys are in budget? Yeah, we're in budget. Um I think we can probably get in under the line. Um if we if the we do the the meeting in September, we can probably get it in before the council gets the buggy all set up. There's not a lot of money to do big capital projects right now, anyways. We're kind of on hold until this cap settlement for the next 24 months is probably no big project. My read on things. So for the tools. For the design, if we get that port infrastructure development grant. We need to take full advantage of that so that when we come out of that when taps is all settled out that we are in the key.
