Valdez Planning and Zoning Commission Regular Meeting – August 27, 2025
The Valdez Planning and Zoning Commission held a regular meeting on Wednesday, August 27, 2025, at 7:00 PM in Council Chambers. All commissioners were present except Commissioner Moulton (excused) and Commissioner Wade (participating by phone). The primary agenda item was approval of the preliminary plat for the Spruce Tree Subdivision, along with a report on code revision projects.

Discussion Items
- Preliminary Plat for Spruce Tree Subdivision (Lots 2A, 2B, 2C): The commission considered the preliminary plat for a subdivision of Lot 2, Tract 3, US Survey No. 3538, Plat No. 2003-7. Staff explained the difference between preliminary and final plats, noting that the preliminary plat includes more detail (e.g., existing buildings and zones) that will not appear on the final plat. The subdivision does not dedicate any new right-of-way. Key discussion points:
- Snow Storage Lot: A commissioner questioned how the city would guarantee continued use of a snow lot on the property. Staff responded that the city currently leases the area, but the plat action does not require addressing snow storage because no right-of-way is dedicated. The city manager will separately discuss lease options with the applicants (the McKay family).
- Access to Lot 2A: Access is available via Skidder Street (not yet developed) or via an existing shared access from the Richardson Highway. The plat does not change existing access.
- Zoning Violation: Staff noted a known zoning violation related to storage of conex boxes on the property, which predates the current owners. The violation existed under both old and new zoning codes and is not a legal non-conforming use. The applicants acknowledged the issue and stated their long-term plan (within five years) is to develop residential uses, which would remediate the violation. Staff is also considering whether RV/boat storage might be appropriate as a conditional use in the neighborhood mixed-use district.
- Future Development: Applicants Jim and Magdalena McKay shared that they have “dream works” ideas for residential homes or condos on Lot 2B, but no firm plans are in place.
- Community Development Director’s Report (Code Revision Updates): The director provided an update on two major code revision projects:
- Title 15 (Building Code): An update from the 2009 International Building Code to the 2021 codes will be presented in November/December 2025. Most local amendments will be removed as the new codes address previous concerns. Additional projects include an engineering form extending snow load/seismic tables and exploring a local code for mobile home replacements.
- Title 16 (Subdivision Code): Following a joint work session with city council, a draft from the consultant team has been received. The goal is to adopt both updated codes by the start of 2026, simplifying the platting process for simple lot line adjustments.

- Motion to Approve Preliminary Plat: Motion by Commissioner Goodrow, seconded by Commissioner Betis. The vote was 6 in favor (including Commissioner Wade via phone) and 1 absent (Commissioner Moulton). The motion carried. The final plat will be brought back to the commission for final approval after any necessary corrections are made.

We're good to go. All right, I'd like to call this meeting of the Valdez Planning and Zoning Commission for Wednesday, August 27th to order. Rhonda, can you hear us online? Yes, I'm here. Thank you. Thank you. Um but the record show that all commissioners are present with the exception of Commissioner Moulton who's excused, and Commissioner Wade is on the phone. Approval of minutes for planning and zoning meeting August 13th, 2025. Did anyone have any additions or comments on that? No, that's good to meet. I just have one request if you could put the the uh rezoned number 2502 in your headings. It makes it easy to track if I'm ever looking back through. If that's doable. We can add that directly. Do that with yeah, it's just a minor change. And public business from the oh, if there are no comments, then the minutes are approved, no objections. Public business from the floor is for anyone in the audience to address us on a non-agenda item. Anyone here for that? All right. New business item number one approval of preliminary plat for spruce tree subdivision. Subdivision of lot two, track three US survey number 3538, platinum number 2003-7, creating lots two A, two B, and two C Spruce tree subdivision. Can I get a motion on it? I'll move. Okay, it's been moved by Commissioner Goodrow. I'll second. Seconded by Commissioner Betis. Any comments on this. This is once. Or no, this is preliminary, but then there's a final. Yeah, so final plot. So the final plot will come back to you for approval. Um, so some of what you see on the preliminary plat tonight is um not included in the final plat. There's different requirements in Title 16 and the subdivision code for a preliminary plat. So there's a lot more detail on here than you actually see on the final plat, including some of the existing and proposed development that won't show on the actual plat. So none of those buildings will show uh the zones won't show on there. I think the zones do on the final, but pretty much everything else does not transfer, you know, other than the boundaries of the parcels themselves. So the rest of the information is for you as the commissioners in case you have any questions or concerns. Um, but there wasn't there wasn't much to highlight in the staff report. Um, so I don't have a lot to add. Um, but if you have any corrections or changes that need to be made, then we will um work with the applicant and their surveyor to get those made before the final plot comes back to you for your final approval. Um I I will um I guess I'll give you a little bit of a preview. Um, one of the things that we are looking at in the Title 16 code revision based on the comments that we received from commissioners and city council members during the work session is to potentially simplify that process as long as there aren't significant changes required. So we'll talk about that in the future. Um, but we are looking at um streamlining the plating process, especially for really simple um lot line additions or removals and things like that. So for now, we're under the current code, which requires a preliminary plat and final plat approval by the commission. Excellent, thank you. And you're and you're saying this may be changed or what will be different. Um, I we can definitely have another discussion item. I was gonna talk just briefly about the project update in my report. Okay, but let's save that for since it's not directly related to this um motion, but I will um definitely provide a project update for you all, and we'll be having a draft coming forward for your revision, so you'll see all the proposed changes.
