1:58

Yes.

1:58

Part of what the goals was to review the small works projects and the big works project.

2:04

This is a small list that they did.

2:06

Last year I let Andrew speak on this.

2:11

He can speak on October's.

2:25

So yeah, um, as you see for the 2025 completed project list, it's a breakdown between the facilities, North Harbor, South Harbor, um VCT airport, and the Kelsey dock.

2:38

Um as you see, the uh you know the North Harbor has uh had quite a bit of work done.

2:44

So South Harbor's had uh quite a bit of work down, work done as well.

2:48

Um there's a lot of painting, a lot of boardwalk work.

2:52

Um don't necessarily think I need to read through this entire list for you guys, but if you have any questions specifically about this list, uh I'd be more than happy to uh field some questions.

3:04

Yeah, I I was just curious if um uh these things are they mostly just what you've seen, or do these things get reported to you or a mixture of both?

3:14

Yeah, I mean it's kind of it's kind of a combination uh of every A, B, and C column.

3:19

Um things that get reported, things that the managers I mean throughout their their dock walk and facility walks, we uh we make note of things, and then at that point uh we get to delegated out to the group.

3:33

All right, um and so sometimes it's I mean even it sometimes even comes from uh community members that are walking around and seeing things that are walking through the facility.

3:41

So um maybe not necessarily VCT, um, but certainly the north and south harbor.

3:48

The commission decides that they want to put things on the list, just let us know review it and prioritize it.

3:55

Okay.

3:57

Yeah, it's a pretty extensive list.

3:59

Yeah, they were busy with yeah, that's uh I mean unless you have any more questions.

4:13

I yeah, you can you can read through the list and um we'll have some we'll have some major projects that we've at least like to get started this year.

4:21

Um not necessarily any kind of construction, um, but certainly some design work as long as some other uh kind of chips fall into place as far as uh funding and things like that.

4:31

Also, AJ ripped off uh uh email to the state begging for our launch ramps to get to the top of the list as soon as possible.

4:39

So I saw some emails going back and forth, so we appreciate AJ taking the initiative and yeah, we want a new one launch ramp.

4:47

We've been asking for it before COVID and you know well, three years, three years.

4:51

Well, you know, trailer launch ramp.

Ports and Harbor Commission Regular Meeting - April 6, 2026

The Ports and Harbor Commission of Valdez, Alaska, held its regular meeting on April 6, 2026. The meeting focused on approving updated harbor rates and fees, reviewing the 2025 small projects completed list, and discussing future infrastructure needs including boat launch ramps, Kelsey Dock improvements, and cruise ship growth.

Discussion Items

  • Approval of Recommendation for Rates and Fees: The commission considered a recommendation to adopt new rates and fees for harbor facilities and repeal Resolution No. 24-51. A motion was made and seconded, and the commission voted unanimously (3 ayes, 1 absent/excused) to approve without further discussion.
  • 2025 Small Projects Completed: Port Operations representative Andrew presented a list of completed projects across North Harbor, South Harbor, VCT Airport, and Kelsey Dock. The list included painting, boardwalk work, and other maintenance. Projects were identified through staff observations, manager inspections, and community reports. Commissioners noted the extensive work and discussed the prioritization process. Future major projects were mentioned, including design work subject to funding.
  • Future Infrastructure and Operations
    • Boat Launch Ramp: Commissioner AJ sent an email to the state requesting prioritization of the trailer launch ramp in the small boat harbor. The project has been under consideration since before COVID and was part of a previous circuit project. The commission expressed appreciation for AJ's initiative.
    • Kelsey Dock: The Bartlett Dolphin on the west end of Kelsey Dock, which failed on August 21, 2024, has been replaced with a temporary land-based bollard installed by Harris Sand and Gravel. This will improve stability for cruise ship operations.
    • Ferry Dock: The city manager directed staff to develop three different proposals to present to the state for either transferring the ferry dock to the city or establishing an MOU to allow construction. Options will be submitted for negotiation.
    • Cruise Ship Growth: The 2026 schedule is finalized at 55 cruise ship calls. Unofficial hints suggest 2027 may see 60–70 calls. New cruise lines are entering the market, and the commission sees significant revenue potential if infrastructure improvements (dredging, dock upgrades) are completed.

Key Outcomes

  • Approved the recommendation for new harbor rates and fees (motion carried, 3-0, with 1 excused absence).
  • Staff will continue pursuing boat launch ramp funding and state prioritization.
  • Two next steps for the ferry dock: submit three options to the state and work toward control or cooperation.
  • Commission acknowledged the need to prepare for increased cruise ship traffic through infrastructure investments.
